during a routine traffic stop, and that is when the officer was shot and killed. witnesses say the be suspect fled on foot and ran toward the campus. >> the campus community should remain in a secure and safe location and stay where they are. >> students were notified by text and e-mail messages to stay in place. a 2007 shooting rampage late -- left 32 dead before the long gone and shot and killed himself. >> they are appealing the fine imposed by the education .epartment' back at virginia tech, classes ended on wednesday, but some students were still on campus preparing for the start of exams.

>> we are still gathering late breaking details. we know the campus lockdown has not been lifted. reports from the scene indicate the gunman is believed to be dead, and maybe the second body that was discovered by police just after 1:00 this afternoon. you can see more reaction from witnesses at the scene and how changes since the last camp shooting in 2007 are in place today. >> now to our other big story today, a teacher at glen burnie high school accused of having sexual relations with three students, both on and off campus. tonight jeffrey sears jr. is behind bars. lowell melser has been talking to people throughout the day who newt sears and joins us live to from glen burnie. >> sears was an english teacher and coach of the j.b. boys and black -- boys basketball team here at -- coach of the jv boys

basketball team. a coach -- it was believed he was having some sort of sexual relationship with another student. >> i cannot believe it. my daughter does cheerleading, and i receive e-mail from our teachers every day. >> parents and guardians of students at glen burnie high school reacted to the arrest of 29-year-old jeffrey robert sears, an english teacher and coach of the jv boys' basketball team, who had been a teacher at the school since 2006. >> how long has this been going on? i am anxious to see if that was one of his teachers. >> police say he had numerous sexual relationships with three female students between the ages

of 15 and 16, and that the sexual encounters happened both on and off school grounds. >> as a mother and grandmother to someone who spent my entire adult life and education, these charges may be absolutely sick to my stomach. >> at a news conference thursday, police and school officials expressed their shock and the stain over the situation. school officials say around november 1, an assistant coach notify the principle about concerns they had about sears. the principal then notified the school system, who notified social services and police. an investigation was done, which included interviewing witnesses, analyzing evidence, and executing warrants on several residences. in the end, sears was arrested thursday morning. >> when the first allegation arose, we immediately remove him from the classroom and placed him in a position in which she had absolutely no contact with children. >> at his home, no one answered

the door. neighbors were also shocked by the allegations. >> had you ever seen teenage girls go in the house with him at all? >> not really. i just pay attention to my kids. i just pay attention to what they do. that close to my house, i am really worried about that garrett kern >> counselors will be on hand. the school principal pledged to be on the look out. >> one of my responsibilities is to protect my students. >> sears is facing a laundry list of charges including sexual abuse of a minor, third and fourth degree sexual offense, and first and second-degree assault. he is currently being held on $3 million bond, $1 million for each victim. we understand that he does have another bond hearing tomorrow

afternoon. live in glen burnie, lowell melser, wbal-tv 11 news. >> former penn state assistant football coach gerry sandusky is free on bond following his route -- following his arrest yesterday on new charges of child sexual abuse. >> jerry sandusky is back at home now, a place he will be forced to stay. a judge allowed him to leave a pennsylvania jail, but ordered him to home confinement and requires him to wear an electronic monitoring -- monitoring device. he was forced to post a $250,000 cash bond after his arrest wednesday, the second in as many months on charges of child sexual abuse. >> how many more children do expect to come forward, gerry? >> this time, two more have come forward. all 10 alleged victims claim

their first contact with the coach came through the second mile charity, an organization he created to help disadvantaged children. sandusky has said several times that he never abused any child. victim nine says he was assaulted at least 16 times, often in the basement of sandusky's home between 2005 and 2008, two years after penn state officials were told of previous allegations. in their report, the victim also claims that during one of saul "he screamed for help, knowing sandusky's what was upstairs, but no one ever came to help him." sandusky now faces 15 charges of child sexual abuse over a 15- year span. some of the initial victims outlined in the original grand jury report are expected to testify at the first hearing in this case, set for next tuesday.

>> the penn state allegations have forced a number of colleges to review their campus sexual abuse policies. tim tooten is live in the newsroom. he says maryland is now on board. >> the university system board of regents is set to approve a new policy first thing tomorrow. the reporting policy will affect employees, staff, and students at all 13 colleges and universities. an official said changes are being made in response to what is taking place at penn state. tim tooten, live in the 11 news room. >> harford county police tell 11 news a 21-year-old man found dead in a car this morning was murdered. investigators say christopher ells had been shot multiple times. the car was found just before 9:00 this morning. deputies are still in the early stages of the investigation, but they do not think the shooting

was a random act of violence. anyone with information on the case should call the harford county sheriff's office. in baltimore city, police are investigating the deadly stabbing of a 45-year-old man in northwest baltimore. it happened just before 8:30 last night along the 3500 block of woodland avenue. christopher gilliam was found suffering from multiple stab wounds. he was taken to an area hospital where he later died. a suspect has been taken into custody, but no charges filed yet. the investigation is ongoing. >> the man of -- accused of falsely promising area schools appearances by raven suppliers is out on bond -- ravens players. never refunded the money he collected from the school. landed him on one county's most wanted list. police tell us they got a tip he

was hiding out at an aberdeen hotel, and that is where they found him on tuesday. bail is -- he posted $10,000 bail this morning. >> a record amount of rain in the areas today. a little bit of wet snow in some spots north and west of town, but that storm is long gone now. skies had cleared out, but it did not warm up all that much. yesterday the highs were in the low 60s. today mostly in the 40's. a significant temperature drop behind yesterday's storm. 44 in downtown baltimore, 37 in westminster. oakland had an afternoon temperature of just 23 degrees. cloud cover in the mountains producing flurries in a spot or two. high pressure will strengthen over the region tonight and the cold to the north and west will be set settling in to baltimore. temperatures about normal for this time of year. that means it will be chilly as we head into the upcoming

>> baltimore and washington thurgood marshall airport will be getting a makeover. $65 million has been approved so far for the renovation of the oldest part of the airport. we have been going through documents throughout the day that showed the airport will pay for the project using revenue

from leases, fees, and rent. the airport reported its busiest year ever last year. officials say it has become a bottleneck. the wait could grow to as long as nine minutes without more screening stations. they will add new -- as long as 90 minutes. it will allow passengers to move between it concourses without passing through security again. two longtime supporters of the washington national cathedral have offered to make donations matching those to the earthquake damaged at this. cracks formed in parts of the building. according to the washington post, cathedral officials say the two supporters would match all new gifts or pledges to the cathedral up to $500,000. this only lasts through the end of the year. that means there is the potential for $2 million in donations.

>> the fda hears from experts about the risk of blood clots. they are considering placing mornings on some widely used birth control pills. the drug maker says there is no increased risk, but the fda said more study is needed. if you are a parent, you have survived more than a few tantrums. researchers say there is a science to this chaos and understanding can help get a resolve. >> apparently there is a rhythm and rhyme to all of this. these high-pitched squeals of anger and emotion are enough to send most parents into meltdowns of their own. >> as his mother, i hear that all the time.

my kid is upset about something, and i get emotionally involved in it. >> she is old mom and a psychiatrist. she has a new study published in the journal "emotion." phase one, the child begins yelling and screaming, then the downward spiral began then to face to, that is when the child becomes physical and throws things. then phase three, crying and whining. this is also the sadness days. researchers say the trick to dealing with tantrums is to get past the child anger and get to the sadness, when he is ready to receive comfort. they say and do absolutely nothing. liz rome, i think that having a solid plan for dealing with tantrums and before they occur is key. i found that trying to do with my child when she is out of

twenties in the outlying suburbs tonight. high pressure coming in behind yesterday's storm, which is working its way up to four eastern canada and headed out toward the north atlantic. we will keep an eye on this next front. it may be a couple degrees colder by saturday at this from coast to the area tomorrow night. an area of low pressure developing and a little bit of snow in the middle of the country. this front is worth watching as it approaches tomorrow and slides through tomorrow night. it will go from sunny in the morning to part cloudy in the afternoon. a high temperature of 47-52. snow showers in ohio and northwest pennsylvania tomorrow afternoon, and we are getting squeezed between these two. we will see a lot of clouds around here tomorrow night and early saturday morning. may be light rain along the coast of the lower eastern shore. in between here and baltimore,

we are looking for some clouds early in the morning saturday, then some afternoon sunshine. the rest of the weekend should be gorgeous with sunny, cool days. the front will go through tomorrow night. snow showers out in the mountains today. they will see lots of sunshine for friday, and temperatures will be cold out in western maryland, again that is great news for that skiers. great football weather sunday with sunny skies. it will be called early on, but by midday into the afternoon, warming into the lower 40's. upper 40's tuesday and another chance for rain brown wednesday or thursday of next week. >> would you swim and fish in baltimore's inner harbor? >> only if pushed then, at this point. by 2020, city officials say they will have a plan to make all that trash and sewage a thing of the past.

>> some fresh faces this year on the baltimore city council. there were sworn in this morning. the new members include second district council and brandon scott, nick mosby, councilman william welch and councilman carl stokes on the 12th district. council president jack young recall the past four years filled with financial hardship for the city and spoke about how the city can recover. >> i don't think there's a person here today who would agree that the economic hardships endured by our friends, family, neighbors, and even some of us in this room drastically improved in june of 2009 when experts reported that the recession came to an official end.

a former assistant football coach. tim tooten is live in the newsroom with details. >> maryland move quickly to revise its child abuse and neglect policy, and on top of that, regions or sectors except to add on a very strict reporting policy. the new child abuse reporting policy affects school employees, staff, and students at 13 state colleges and universities. >> following the events at penn state, i started asking the question, what are our policies? do we have clear guidance and reporting lines? folks started looking into what we had in place and felt that it needed to be strengthened and clarified. so that is what this is all about. >> under the report -- under the proposed reporting requirements, those who witness child abuse or neglect must make a written and oral report within 48 hours to police and the local state's attorney. word of the policy changes got a

strong reaction from college students in baltimore county. >> the issue has been really serious. i think it is good to put something in place so that if something does happen, it will not be hidden under wraps. >> abuse definitely needs to be reported at this point. the fact that they got away with it for so long at penn state is ridiculous. if people know about some sort of abuse that is ruining a child's life, it needs to be stopped immediately. >> it does not guarantee they will take action, but that should promote and encourage it. >> the chancellor said schools must take the extra step not only to enforce the policy, but make sure it is clear to employees. >> the policy calls for a certain amount of training to take place so that those who have reporting responsibility know exactly what's that are expected to do. >> to see the reporting proposal, 02 our website,

wbaltv.com and click on education alert. more on the story new at 6:00. tim tooten, wbal-tv 11 news. >> we have some breaking news at this hour. skyteam 11 is over the scene of what appears to be a pedestrian struck on annapolis road near ohio avenue. we are told an 18-year-old girl has been struck by a vehicle. she is now underway to shock trauma. all of annapolis road has been blocked off as police continued their investigation. >> here is a look at some of our other top stories at this hour. a glen burnie high school teacher has been arrested for sexually abusing at least three of his students. today, 29-year-old jeffrey sears jr. was charged with multiple counts of sexual abuse, among other charges. it was determined that all three victims between ages of 15 and

16 years old had sexual relations with the teacher while they were attending a high school. according to reports, the incidents took place both on and off campus from november 2009 to october 2011. the lockdown lifted at virginia tech after a campus wide search for the gunman who killed a police officer. he appears to have walked into a parking lot and shot the officer during a traffic stop. the shooting triggered a lockdown on the sprawling campus that in 2007 was the scene of the deadliest mass shooting in u.s. history. the officer killed has not yet been identified. the search i on for the person who shot and killed a 21-year- old man found dead this morning in harford county in a car. he had apparently been shot multiple times. anyone with information should call the harford county sheriff's office.

>> car destroyed nine planes at a small airport near cumberland. -- fire destroyed nine planes. a fire marshals are not certain if it is an accident or arson. a number of small, private plane for parked in the hangars. damages are expected to be in the millions. a helicopter picking up -- taking people on a tour of the las vegas strip and hoover dam crashed into a mountainside near las vegas wednesday evening, killing all five people on board. officials say the aircraft was operated by sundance helicopters.

recovery of the remains and the investigation was delayed since the crash site is not acceptable by roads. the cause of the crash is still under investigation. >> from overseas come up villages remain evacuated in indonesia after a powerful eruptions from the mount gamalama volcano. officials say more than 1200 people from villages on those slopes are now living in shelters. a local airport remains closed. there are no reports of any casualties. >> when one family stalled hopped the fence, he was not trying to run away. he was actually running a marathon. >> next year's half marathon has another kind of tribute. >> a young father of three he lost his wife to cancer last year is trying to turn his tragedy into a lesson in giving back. he is certainly making holidays

>> of cambridge father of three is paying it forward a year after his wife died from cancer. >> they are two families brought together by a tragedy that now carries with a message of hope. a year ago, andrew marshall lost his wife, lisa, after her second battle with cancer. the young mother of three was diagnosed in november and died within a month. >> we just celebrated the one- year anniversary of her passing and her fourth birthday. that was a kind of emotional roller coaster. >> andrew is giving back this holiday season. his minivan is loaded with toys for families he has never met. there is a gift drive his family benefited from during lee's a struggle, and an

is now departing for northern new england. it put down some good snow for the ski resorts in new england, but it was such a fast-moving system, it really did not have a chance to stick around. 40 at the airport, 34 in pittsburg, 17 in marquette, michigan. 11 degrees in international falls, minnesota. some of the cold air will get here for the weekend. 24 in the suburbs, 32 downtown tonight. the storm has dragged the cold front way out to sea, and behind it, high pressure comes in. an area of low pressure, and most of it looks like it will turn to the north and head for the great lakes. we will keep an eye on the developing area of low pressure. during the day tomorrow, sunny to partly cloudy skies, 45-52 degrees. the futurecast shows the approaching front cutting across

another chance for rain late wednesday into thursday. >> new federal safety data shows texting while driving increased 50% last year, despite a rush by states to ban the prespractice. an annual survey watches drivers' behavior at intersections. the latest survey caught less than 1% manipulating our texting on hand-held devices. the study shows it increased last year, up from 0.6% the year before. the share of driver speaking into headsets also increase, although hand-held cell phone use remained flat. according to a new report, store credit cards are not your best choice for credit. even though you will see lots of offers from. for cardholder discounts, you really should beware.
