then leave the scene. >> witnesses told police they found a second person dead in a nearby parking garage. investigators will not say if it is the suspect, but said the campus and community are secure. >> an officer observed a suspicious subject of the duck pond road and then return to that area to make contact with the subject, found them deceased of a gunshot wound. >> in the moments following the shooting, tactical teams, local and state police swarmed the campus, searching for the gunman. >> and told him of them came through, swat team guys, with their guns drawn. >> the campus was locked down. students work contacted to stay inside. >> the campus community should remain in a secure location and stay where they are.

>> the proceedings when in to break -- win into place following the 2007 shooting rampage that left 32 dead before the lone gunman shot and killed himself. >> nbc is closely monitoring the situation that at virginia tech and we will have a live report from the campus on nbc nightly news with brian williams, immediately following this newscast. >> and anne arundel county schoolteacher is behind bars. jeffrey sears jr. was accused of having sexual relations with 3 glen burnie high school students, both on and off campus. lowell melser has been following the student -- following this story. >> there is a lot of shock out here at glen burnie high school and this evening. sears was an english teacher and was coach of the jv boys' basketball coach. he had been teaching for about five years.

a fellow coach went to the principal and told her that he thought sears was having some sort of sexual relationship with one of his students. >> i think that number teachers should not be in high schools. . have always thought that' it is appalling. >> parents and guardians of students at glen burnie high school and react to the arrest of 29-year-old jeffrey robert sears, an english teacher and coach of the boys' basketball team there. >> i could not believe it. i have a daughter that is on cheerleading, and i receive e- mail from a lot of her teachers every day. to hear about a teacher would do this, it just blew my mind. >> teachers and parents expressed their shock and disdain over the situation. >> i have spent my entire adult life and education. these charges may be absolutely

sick to my stomach. >> police say from november 2009 through october 2011, sears had numerous sexual relationships with three female students between the ages of 6 -- between the ages of 15 and 16, and that the sexual encounters happened both on and off school grounds. around november 1, an assistant coach notify the principle about concerns that had. the principal then notified the school -- school system, who notified social services, who notified police. the investigation included interviewing witnesses, analyzing evidence, and executing warrants at several residences. sears was arrested thursday morning. >> we immediately removed him from the classroom and placed him in a position in which she had absolutely no contact with children. >> at sears home in glen burnie, no one answered the door. neighbors we spoke with were also shocked by the allegations.

>> had you ever seen teenage girls go in the house with him at all? >> no, not really. i just pay attention to my kids. i have two young ones, and i just pay attention to what they do. that close to my house, i am really worried about that. >> school officials sent letters on with students and will have counselors on hand. >> as principal of glen burnie high school, one of my responsibilities is to protect my students. >> sears is facing a laundry list of charges this evening, including sexual abuse of a minor, third and fourth degree sexual offense and first and second-degree sexual assault. he is currently being held on $3 million bond, $1 million for each victim. he has another bail hearing tomorrow afternoon. >> a new, stronger child abuse

and neglect reporting policy is about to go on the books for the state's colleges and universities, coming as a result of the child abuse scandal at penn state university. >> the university system of maryland board of regents is set to officially make the changes for tomorrow. but the chancellor told me why he is calling for change. >> of course, calling the event that in state obamacare i started asking the questions, what are our policies? do we have clear guidance and reporting guidelines? >> the board of regents is wasting little time putting a policy into place that requires school employees, staff, and students to speak up. the new policy has clear guidelines. incidents must be reported to local police, the part of social services, and the state's attorney. the reports must be made orally and in writing within 48 hours of the incident.

>> i think his bill a good idea, because then there is really no excuse. there is a rule and you have to follow it. >> the policy is already getting support from local college students. >> once you tell people that is sexual abuse, then they can take action then. >> it definitely needs to be reported at this point. the fact that they got away with that for so long at penn state is ridiculous. if there are people that know about some sort of abuse that is ruining a child's life, then it needs to be stopped immediately. >> the policy calls on administrators to make employees aware of the changes through training. beck's every citizen in maryland has an obligation to report. what we have done is take the law and recast it in the context of a university environment and an academic setting. then we have strengthened the

students at a school assembly, but the player never materialized. >> it turns out the baltimore grand prix revved up more than $12 million in debt. david collins is looking into this new development and joins us with details. >> a new proposal emerges to hold the race next year. according to the baltimore sun, organizers of the labor day weekend grand prix race around the inner harbor are more than $12 million in debt. according to internal documents, the debt is more than three times higher than the amounts made public through court records. the sun reports that organizers have less than $100,000 cash on hand. race organizers oat $3.10 million two vendors, $1.90 million to baltimore city, $1.70

million in contractual payments, $600,000 to state economic development agencies, $600,000 to m&t bank. in addition, court records reveal $1.20 million in lawsuits filed against the organizers. the state comptroller's office confirms that a lien is in place against company officials, including the personal belongings of chief executive officer at j. davidson and his wife. reached by phone in massachusetts, sean connelly said the bid was badly managed. he described the company as leader less, with a team of five management making decisions independent of one another. specifically agreeing to pay as much as $750,000 for fire and ambulance service. connolly says the race could be a big moneymaker if run

properly. according to the baltimore sun, felix wson is pursuing a majority stake. he says race organizers spent $18 million over several years leading up to the race, including $380,000 in advertising, $350 in salaries, and $280,000 in security. the analysis indicates brd brought in $8 million from the race. if we doproposal calls call for his company to run day- to-day operations. managers could not draw a salary. dawson's proposal estimates of next year's race would cost $7.60 million, but bring in $9 million to organizers. david collins, wbal-tv 11 news. >> a new era in baltimore city government began today.

eastern shore as well. only in the 30's on the coast at ocean city. expect a cold one tonight from 24 degrees in some of the colder valleys to the north and west of baltimore to about 32 in downtown baltimore. yesterday's power pack storm raced across the mid atlantic in just a matter of hours. now across new england. early this morning we could see the last of these note leaving northern maine. now in clearing skies, expect cold, dry weather tonight and tomorrow. a reenforcing cold front is coming through the great lakes and the upper midwest tonight. a little bit of snow associated with this front, and very chilly behind it. the temperatures will go down a bit for the weekend. highs of 45-52, starting the day with sunshine and finishing up with partly cloudy skies. the futurecast, here comes that front through ohio tomorrow

afternoon. partly cloudy skies here, and another system off the coast might generate a few sprinkles across the eastern seaboard. it looks like baltimore will be between the approaching front and the offshore storm. that is where we will stay friday night into saturday. a few sprinkles of rank along the coast, and dry weather in baltimore. looks like a beautiful day for football in baltimore on sunday. the bay water temperatures are still close to 50. 38 but partly cloudy skies and announced tomorrow. snow showers and 20's for a high on saturday. the cold weather that have been looking for at the ski resorts in the appalachian mountains. conditions should be good out there for the weekend. 47 on the eastern shore tomorrow, 44 on saturday. the seven-day forecast,
