>> tonight state police are trying to identify a man who was lying in the street in bel air and was killed when he was run over. a car traveling southbound on route 924 red over a 43-year- old of carrots fell. it happened at around 5:30 this morning. trippers tell us -- federal government says something needs to be done about the spike in vacant properties it around the country. they are outlining what needs to be done now to battle blight. city officials estimate it will cost $180 million to tear down all of the abandoned homes in the city. a baltimore city law, the number of vacant properties has surpassed the 16,000 marks costing the city millions of dollars every year to port of buildings.
