federal law banning hand-held cell phones for bus and truck drivers this. one comes with a pretty stiff fine. under the u.s. department of transportation, commercial drivers caught holding, dialing, or reaching for cell phones will face fines up to $2,700. police don't have to find another traffic offense to pull drivers over. >> they seem texting, they can pull them over, and frankly, especially in the common carrier aspect, a passenger can do the same thing on a bus or something like that, can notify police of what's going on. >> starting tomorrow, trucking and bus companies have allow their drivers to use handheld cell phones could be charged as much as $11,000 in fines. new this morning, an elderly couple remains in the hospital after being struck by a car that drove on to the sidewalk. the accident happened just after 10:00 a.m. on sunday on summit avenue in kensington. a 77-year-old man and his

74-year-old wife are being treated for life-threatening injuries. the 68-year-old driver was transported for some minor injuries. montgomery county police are now investigating why the car left the road. and a 52-year-old parkville woman is dead after a car accident. police say she was driving when her vehicle left the road and hit several trees before coming to a rest on its side. that was just after midnight. kim was pronounced dead on the scene. no word at this hour on what caused that crash. >> the ravens are on a real roll. they beat cincinnati 24-16 in the last regular season game yesterday. >> and that big win on the road makes them the number two seed in the a.f.c. going into the playoffs. kim dacey live at m&t bank stadium with details. good morning, kim. >> good morning. the raines win means they play a home game here at m&t bank stadium during the playoffs. it also means they get a bye week for the first week of the playoffs. fans were, of course, elated by the news in the big win yesterday, even though the game was in cincinnati, ravens fans

were out in full force at mother's bar and grill and the cross street market in federal hill to cheer them on. this win gives the ravens their third a.f.c. north title and number two seed in the playoffs. fans deemed ray rice the m.v.p. for the game against cincinnati. despite a few tense moments, the fans say they had confidence the ravens would pull off the win. >> i was nervous as something i can't say on television for a while there. i was real nervous. but we pulled through. ray rice, like usual, two touchdowns, over 100 yards, came through. we made it happen. >> i was confident. then when the third and fourth quarter happened, i was a little leery, but we did win. >> now, fans are especially excited to cheer them on here at m&t bank stadium because the ravens are undefeated at home so far this season. reporting live downtown, kim dacey, wbal-tv 11 news. >> that brings us to our water cooler question of the day. what are your predictions for the ravens' playoff run? share your response on

free food truck. you're well known in the community for bringing great food, and now we're doing it again. so tell us the historical significance about the women's industrial kitchen. >> well, welcome to the kitchen. we're glad to have you. the kitchen has been a part of baltimore's legacy since the 1880's, and it is a celebration of the domestic arts, both in the exchange where you can celebrate the domestic arts of craft and necklaces and pottery, but the kitchen's always been a celebration of the food that women cook in our homes every day and take great pride in feeding our families. so, our kitchen reopened on december 7. it is a celebration of women's history in maryland, both on the plate and within the restaurant. each table is dedicated to a different maryland woman or group of women who did something notable. the walls are photographs from the 1920's to the 197 owe's of women's lives, and our menu is dedicated to the individual women in our lives who nourish us and take care of us and sustain us in so many ways. so, we have the noteability of being the only restaurant in

opened for lunch. a good time to come get some food and learn a lot about the community. good to see you again, too, to do this again. >> likewise. nice to see you, and happy new year. yeah, pretty cool to have the gang all back together. thank you, ava. appreciate that. baltimore is so cool in itself. there's so much history everywhere. every corner you go around, you can see something of historical significance. all right, we had a cold front go through last night, an arctic front, really. if you look off to the north and west of baltimore, you can see the air headed in our direction. temperatures in the lower end of the teens and 20's across the great lakes. it's slowly working its way into maryland. it's not going to be a big blast, but it's slowly coming in. temperatures will actually hold steady or slowly fall through the day today much 39 downtown. it's 37 at the airport. 38 in catonsville. then it drops into the low 30's up north and west. you can see the direction of movement there of the cold air. the winds will be kicking up as well. wind chills are running in the 20's right now. just had a 36 mile per hour gust in annapolis and a

32-year-old gust at the airport. the winds will diminish later on this afternoon, but it's going to say what you call at least breezy, bordering on windy. and then the lake-effect snow machine is going. they're just starting to kick in. this will get even stronger as we head through the day today. some of these flurries will make it down towards baltimore, but they're going to pick up a lot of snow in western maryland. the ski resorts have been praying for this. garrett county could pick up anywhere from six to 12 inches of snow between now and wednesday morning. so they'll have natural snow out there at the ski resorts over the next couple of days. breezy, colder is our forecast, a mix of sun and clouds, and yeah, slight chance for snow flurries, temperatures between 36 and 41, but it will feel much colder because of the wind. tonight, partly cloudy skies, still a chance for snow flurries, temperatures will drop back into the 20's, and i think we're going stay in the 20's tomorrow. high temperature of only 29 on tuesday. that will be the core of the cold tomorrow, and still a chance for snow flurries.

wednesday morning, down to 16 degrees. 33 for a high in the afternoon. still in the teens on thursday morning. and then i think it will warm up by the time we hit the beginning of next weekend. there might be rain, but it will be back up close to 50. 13 minutes after 6:00. we'll see what's happening on the roads. have you found a car yet? >> there are a few out there, not many, but thankfully a pretty smooth ride out there. tony mentioned the winds. we have wind warnings in effect at the area bridges, just something to keep in mind. here's something else to watch for in aren deer. step nee road at aldino, there is fire at this particular time happening there. no problems to report on the harrisburg expressway. 60 miles per hour there. 60 as well on the southbound j.f.x. 59 as you travel on the west side outer loop approaching i-70. live view of all the of those cars out there. again, there aren't many. 95 coming toward us, looking actually busier than we thought at 32 heading down toward the capital beltway. so that's 95 for you.

we'll switch over to a live view of traffic on the beltway. pretty empty here on the northeast corner right at bel air road. we'll keep you posted on any problems that come in if you are one that has to travel this morning. that's the latest on traffic pulse 11. stan, over to you. >> taking a look at some of our top stories at this hour. investigators are still trying to determine the cause of a barn fire that went to two had a alarms sunday afternoon. we're told the blaze broke out just after 1:00 in the 2600 block of jennings chapel road in woodbine in howard county. it took 60 firefighters to bring this blaze under control. luckily no one was injured, and officials say bystanders were able to rescue all the horses inside that barn. with the start of 200 -- 2012, same-sex partners will be included in their partner's health insurance plan. two county police officers fought for more than a year to be covered under the same plan. under the new provision, any county employee legally married in another state will be able to extend their healthcare

benefits to their same-sex partner. it seems gas prices are headed back up after dipping to $3.23 or lower per gallon during the holidays. a.a.a. reports gas prices are back up to a national average of nearly $3.28 a gallon. the cost of a gallon of regular unleaded here in maryland is just under that national average, coming in at $3.26 a gallon. but there is hope for declining fuel costs. scientists have discovered a strain of e. coli that could be used to fuel engines. according to researchers with the joint bioenergy institute, the strain of bacteria has been engineered to digest plants and release a type of biofuel. the bacteria works on more foreign plants like eucalyptus, but also on switch grass and even yard waste. the breakthrough is all the more reason to recycle, researchers say. >> right now we're diverting all this kind of stuff like paper, cardboard waste into land fills, where there could be turned into biofuels, perhaps in the future. >> developers say the strain of

e. coli is too tame to pose any disease risk, but they add more work needs to be done to make the process more efficient and use it on a large scale. >> in this morning's consumer alert, as the cold weather moves in, the consumer product safety commission is issuing a reminder about a recall on some heating products sold at wal-mart. the flow pro air tech aloha breeze and comfort 1500 block watt essentials were all sold at wal-mart, were all covered under recalls issued last year. lasco portable heaters also made the recall list. any of these heating products can pose a fire hazard. the price to play powerball just went up. powerball organizers are doubling the price of tickets to $2. they say they hope the move will draw in more players with the promise of bigger payoffs. the price hike is also meant to distinguish the powerball from the other multistate lottery mega millions.

you can still get your powerball tickets at their original $1 price until january 15. wall street closed for the new year's day holiday, but deb kostroun has a look at the rest of the day's business news in the bloomberg business report. >> good morning. wishing you all a happy new year. the markets are closed today in observance. the question is, how will big economic issues like europe's debt crisis and our economic recovery shape out in 2012? meantime, here are some things you can definitely look out for. have you noticed that milk prices have been getting more and more expensive? the good news is that dairy price hikes are expected to slow down this year. the usda says that farmers are boosting their milk production, which will definitely help out with the supply. that will make that milk more affordable when it comes to those cookies dipped in milk. but the cookie prices may be headed higher. usda says that food prices will rise up to 3.5% this year. speaking of food, major u.s.-based food manufacturers like kraft, general mills, and kellogg's are expected to see a

stabbings in the edgewood area are related. both happened in the edgewood area along the 1700 block of meadow wood court between 10:30 and 11:00 saturday night. according to investigators, both victims claim to have been walking in the area when they got involved in some type of a fight. one of the victims had to undergo surgery. at last check he was listed in critical but stable condition. and baltimore county police are also investigating a double stabbing, this one in the white marsh area. we're told the attack happened in the 11,400 block of pulaski highway. police say a pedestrian was also attacked in that same area around the same time. all the victims were transported to local hospitals. still unclear what led up to the series of events. >> on the first day of 2012, many city residents remembered the young lives lost in 2011. the cathedral of the incarnation downtown hosted an interfaith service to remember children who lost their lives to vie license last year. during the children of light ceremony, one candle was lit for each child who died in the city. prayers were said for the lives

macaroni and cheese, and my mother broccoli casserole. these are a labor of love. i mean, we're making our own cheese sauces, the traditional recipe has campbell's cream of mushroom soup. we're making our own, using fresh broccoli, fresh sweet potatoes. it's all a labor of love. >> the idea behind this is every woman has a did she they're famous for. and also, what you guys are famous more is the tomato aspic. tell us about it. >> actually this is the original recipe. it was one of the first recipes i could find that was originally from the exchange. aspic is a way to preserve tomatoes when you couldn't buy canned tomatoes. and it's always been on the menu. >> a jelly tomato -- i have to admit i was nervous to try it, because i've never seen a tomato shaped like that. but that's good. it really just tastes like you took delicious tomato soup and made it into an edible solid form. i approve the aspic, and you

more dead black birds in beebe. this neighborhood has seen the most birds fall, although this year it's estimated in the hundreds, not the thousands when it happened at the beginning of last year. robbie lives at the corner of winwood and said they had hazmat crews picking up the birds last year. instead, it's thought the loud noise caused by fireworks caused them from scatter from their roosting area and crash into each other, falling to their deaths. they say this year isn't as bad as last year, which can't easily be forgotten. >> it was pretty wild. we got up and backed out of the driveway, and it was like freaky, man. i mean, there were dead birds laying everywhere. i mean, this year is not near as bad as it was last year. >> that's a shame. those poor birds. 6:41, 35 degrees on tv hill. up next, a look at the stories you need to know about before starting your day. >> if you are traveling this morning, good news is light

>> welcome back. the headlines this morning -- victims of 9/11 who say their health was negatively affected by dugs and smoke during the collapse of the world trade center must make a difficult decision today. for more than 1,600 people who filed lawsuits over their health, today is the last day to drop litigation and apply for benefits from a government compensation fund.

anyone with a lawsuit still pending tomorrow is barred from the compensation program for life. an iranian navy commander announced sunday the country's navy tested its first anti-radar missile during a naval drill that began last weekend. tensions between iran and the west continues to increase. the missile launch comes on the heels iran's announce am it has successfully produced and tested nuclear fuel rods for the first time. and a messy start to the week as a strong winter storms slams into michigan. the northern and western parts that have state are under a blizzard warning for the storm, which is expected to bring stro winds and more than a foot of snow before it's over. crews are already reporting thousands of customers are without service throughout that region. >> and boy, is it nice not to be dealing with that here in maryland. we are dealing with high winds, though. so if you're travel ago cross the area bridges, wind warnings are in effect. we have one problem of note in

aberdeen we've been tracking. fire activity at stepney road and aldino. speeds at around 58, so continuing to run smooth there will at providence. 53 on the west side outer loop at i-70. problem free at the key bridge despite the fact that wind warnings are in effect. 54 miles per hour on southbound 95 coming down toward 100, a nice start on 295 as well. the rest of the major roadways so far, so good. here's a quick live look outside. going away from us is inner loop traffic toward the j.f.x. once you get on the j.f.x., nice start all the way down to the city. and 97 running smoothly northbound and southbound here in the glen burnie area at 100. and that's the latest on traffic pulse 11. now ava marine joins us again from the women's industrial kitchen. tell us more about what you're cooking or eating. >> good morning. yes, my mouth is just watering looking at all this food. they have just perfected all of these home-cooked meals that you just love when your grandma or mother makes, and you guys are celebrating that, the powerful women in this

community and the great things they do every day and maybe don't get as much credit for. i'm here with the owner, irene smith. you have helped rejuvenate this restaurant that's been open for 130 years. it's back, open, and what do you have to offer? >> we traditional home cooking. again, a macaroni and cheese, sweet potato casserole, the broccoli and cheese casserole. the exchange is really famous for the chicken salad and tomato aspic. we have a chicken potato, vegetable pot pie. tina's meatloaf pie, which is not a potato. it's a traditional pie. we call this the con signor sampler, deled eggs with homemade pickles. this is my daughter violet's asparagus and goat cheese with balsam as vinaigrette. of course, we give you a fresh, hot biscuit when you come in. >> we're running out of time, but when we come back, we're going to talk about all the other events you have going on here, because it's so much more than a dining experience, as we talked about, celebrating the powerful women in the

it's 34 in westminster and 32 in taneytown. but when you factor in winds gusting between 20 and 30 miles per hour, again, it feels like it's in the 20's. just had a 36 mile per hour gust in annapolis. 40 mile per hour gust in easton. 24 downtown. you get the picture. it's going to be a windy and cold start for us. we were talking about the lake-effect snow just a few minutes ago. lake-effect snow machine is in full force right now, and some flurries may make it as far south as baltimore later on this afternoon. but in western maryland, they're going to pick up a lot of snow. they've been rooting for this all winter long, and finally i think they're going to pick up good, natural snow in garrett county. there could be anywhere from six to 12 inches of new snow between now and wednesday morning because of the upslope conditions and the lake-effect snow. if you're going to western maryland to do skiing, that's good news. breezy and colder today. a slight chance for snow flurries, otherwise partly cloudy. high temperatures between 36 and 41, but it will feel colder because of the wind. partly cloudy tonight, cold.

winds will diminish, but temperatures are going to drop into the low 20's. tomorrow, that will be the coldest day. high temperature, only 29. it's it will going to be a little bit breezy. we're going to go all the way down to 16 on wednesday morning, only up to 33 in the afternoon. it will warm up at the end of the week. as a matter of fact, by the time we get into the beginning of the weekend, we'll be back up close to 50 with a chance for rain on saturday. but it is going to be cold for the next few days. >> the ravens are on a roll. they beat cincinnati 24-16 in the last regular season game yesterday, and that big win on the road makes them the number two seed in the a.f.c. going into the playoffs. 11 news reporter kim dacey live at m&t bank stated upwith more details. hi, kim. >> the ravens' big win yesterday means they'll be playing at home here at m&t bank stadium during the playoffs. it also means they get a bye week next week.

fans were elated with the news. even though the game was in cincinnati, ravens fans were out in full force at more's bar and grill and at cross street market in federal hill to cheer them on. the win gives the ravens their third a.f.c. north title and the number two seed in the playoffs. fans deemed ray rice the m.v.p. for the game against cincinnati . despite a few tense moments, fans say they had confidence the ravens would pull off the win. ravens fans are excited to cheer them on during the playoffs. the good news is the ravens are undefeated at home this season. reporting live at m&t bank stadium, kim dacey, wbal-tv 11 news. >> that brings us to your answers to our water cooler question of the day. >> this morning we asked, what are your prediction says for the ravens' playoff run? >> i predict that if we have to play pittsburgh, my heart will stop. this game would make me so nervous that i would be in johns hopkins in the coronary care unit watching this game. >> i think as long as we stay
