tasselmyer. >> you can almost see the arctic air on the hd doppler. as it moves across the date -- the great lakes, it picks up moisture and dumps it downwind of the great lakes in fort -- in the form of snow showers. east of chicago and off of lake erie, of lake ontario, working its way toward western maryland as well. the cold air is pouring into our state and the temperatures are falling. load 20's in western maryland, down around freezing air baltimore. everybody is going to get quite cold, the coldest air we have seen since last winter. the chills will not bottom out until sometime tomorrow. more details in the forecast coming up in a few minutes. >> winter has definitely a arrived in western maryland. here is a picture from the creek where there is plenty of snow on the second day of 2012. -- a picture from deep creek.

the easiest to be some of the meanest streets in east baltimore, but not any longer. overall, violent crime in the city declined by 12% in 2011. non fatal shootings drop by 9%. an analysis of population trends in the 11 -- in 11 east baltimore neighborhood may provide a clip -- may provide a clue. many residents have noticed the exodus. they credit neighborhood revitalization of breivik -- revitalization efforts by a johns hopkins. >> i have seen how johns hopkins has taken care of this neighborhood, and we have seen the crime rate dropped so much. >> from patterson park on up, yes, crime is down, most definitely. john thompson has a lot to do

with it. >> according to lot -- johns hopkins has a lot to do with it. overall crime in baltimore city dropped by 6% in 2011. juvenile arrests declined 25%. prop. climb -- property crime decreased 4%. not necessarily increased patrols or crime camera technology could be the reason. >> in my personal opinion, the people downtown have really dropped the ball on this city. >> there are signs of hope. a new school is slated for this deserted corner. elementary school students left wish list. a first grader rides, "my wish for the new school is a library." a new playground, computer equipment, and the most

december sun -- an unseasonably warm december is giving way to cooler temperatures. >> lowell melser is like downtown with how the city's most gullible residents can keep warm. -- most vulnerable residents can keep warm. >> just yesterday we were wearing life jackets. today, heavy jackets, gloves, and hats as those temperatures continue to plummet. the baltimore health department has issued a code blue at least until tomorrow night. shelters like the one behind me will be open for those who need them. they are reminding folks to be careful of the next couple of years. -- over the next couple of days. it is packed, but not full. many a baltimore's homeless taking a advantage of the code blue status issue because of the dangerous drop in temperature. linda trotter's message is clear for those thinking of seeking shelter. x don't stay in abandoned

buildings. don't stay any place that does not have heat or set conditions. >> nine other emergency shelters will be open. those for men only include the american rescue workers on south hanover st., helping out mission on east baltimore streetscaping, mcvets, and prisoners' aid. for men and women, the rescue mission on north-central is open. shelters for women and children include christ lutheran place on south -- >> street, blue house on north calvert, sarah's hope and terrace home on east baltimore street. >> ever since the city of baltimore has started, the code blue status and the 24-hour shelters, our numbers for hypothermia have plummeted. >> the shelters are more important than ever. that provides services that the homeless can take advantage of

the second half of the week, it will warm up quite a bit. arctic air spilling across the great lakes producing lake enhanced snow showers. all the way down to the mounds of north carolina, a flurry or two could across central and eastern maryland as well. the emphasis will be on the cold. 19 right now in oakland, freezing in hagerstown. 30's ram baltimore. -- around baltimore. 21-29 for the overnight low with a west wind pushing wind chills down to near 10 by late tonight. we have a chance for a flurry here, but snow showers more substantial out in allegheny and garrett counties. winter storm warnings are in effect, 67 inches of snow possible in western allegheny and garrett county. great news for the snow resorts.

high pressure centered all across the central part of the country, pushing that called into the east. when a high-pressure system passes by, another warm-up will get underway. by the weekend, it could climb to close to 50 again. barely 32 tomorrow. it could be the first time since february that we have stayed below freezing for several areas. scattered flurries and still quite cold on wednesday. partly cloudy with a warming trend beginning thursday in to friday, up to 51 saturday. a few rain showers possible saturday evening. >> this is 11 sports. >> nothing feels better today for the ravens than having a chance to wait for a home playoff game. this year there has been an emphasis on running. joe flacco was quite efficient yesterday in cincinnati. ray rice was positively explosive. 24 carries 191 yards, two touchdowns.
