when chilled advisories' and winter storm warnings with some of the lowest temperatures we have felt so far this winter. we have live team coverage for you, including what local officials are doing to keep the areas most vulnerable warm. first, tom tasselmyer joins us with what many of you are heading back to to work tomorrow morning. >> it will be a bundle of mourning for shore. arctic air is back. took a while, but it is filtering in. without much ice covering the great lakes, the lake effect snow machine is cranking out. we saw some flurries around here earlier today and no strong northwesterly winds are tapping into the cold air. temperatures have dropped into the teens in the areas north and west of baltimore. falling into the 20's to below freezing around baltimore area, and that is just the beginning of the cold air coming in. it feels like single digits out in western maryland. the coldest air not expected to get here until tomorrow

afternoon. kai reed joins us from baltimore as the city prepares to batten down and bundle up and get set for some of the coldest weather we have had our -- we have had around here and a long time. >> temperatures will stay below freezing all day tomorrow and the wind chill will feel like it is in the teens. check-in on vulnerable friends and families and take advantage of area shelters. we found plenty of people bundled up in their hats and gloves early monday night. what we have seen is just a preview. winter is about to make its presence known with the lowest temperatures so far this season 3 >> we start seeing people come in who are not prepared for the cold. we might see some hypothermia, some cold exposure. >> as the temperature drops to dangerous levels, doctors and emergency rooms are preparing for more patients with cold weather related issues. health officials have declared a code blue cold weather alert for tuesday. that means emergency workers

will go when we go out and check again on all hon. residents, an emergency shelters are open. -- check in on vulnerable residents. >> we normally house about 50 guys, but when it gets cold, we allow others to come in and stay because it is a really cold out there. >> since baltimore has started the code blue status and operating 24-hour shelters, the numbers on hypothermia have fallen. >> a shock trauma emergency room doctor says they are especially concerned about carbon monoxide poisoning. they see an increase in cases when residents start looking to alternative heat sources. >> it is one of those illnesses you can miss pretty easily, because the symptoms or not obvious, unless you think about it. headache, nausea and vomiting, shortness of breath. we really look for people that

come in in groups. if you have a family with all the same symptoms, we start to suspect carbon monoxide poisoning. >> many city shelters will stay open 24 hours through wednesday morning. we have a list of all 10 baltimore city shelters on our website, wbaltv.com. kai reed, wbal-tv 11 news. >> the weather has arrived at deep creek, with plenty of snow on the second day of 2012. some skiers took full advantage of the snow and colder temperatures. we invite you to share your winter weather photos on our website, wbaltv.com. you can follow winter weather alerts on facebook. tonight, many residents in north anne arundel county are happy to have water back in their kitchens and bathrooms. hundreds of homes were without water since the main water break of around 8:30 this morning.

it happened along patapsco avenue in brooklyn park. there is no word on what caused that break in the line. tonight, fire officials confirmed a fast-moving fire on new year's day damaged at least seven roadhouses in canton. about a dozen people were displaced when the three alarm blaze broke out around 6:45. the fire's cause and damage estimates are not yet known. baltimore city recorded 196 homicides last year. that is the lowest murder rate in more than 30 years. while one murder is one too many, city officials say last year's number is a major step in the right direction. as david collins shows us, the city's shrinking population may have also been affecting the numbers. >> -- -- the easiest to be some

of the meanest streets in baltimore, but not any longer. overall violent crime declined by 12% in 2011. non fatal shootings brought by 9%. an analysis of population trends in 11 baltimore neighborhoods may provide a clue to the reduction in crime. it by the 42% drop in population since 1990 -- it finds a 42% drop in population since 1990. >> i have just seen how hopkins has taken care of this property, and we have seen the crime rate drop. >> from patterson park on of, yes, crime is down, most definitely. the area is better because johns hopkins had a lot to do with it. >> according to law common- sense, fewer residents may have diminished crimes of opportunity. overall crime in baltimore city dropped by 6% in 2011.

illegal guns. david collins, wbal-tv 11 news. >> a teenage boy is in critical condition tonight after a shooting in north baltimore. investigators say the 13-year- old was shot of oakland avenue around 5:45 yesterday evening. we are told he was rushed to hospital suffering gunshot wounds to the hand, arm, and chest. detectives are asking anyone with information to call baltimore city police. the baltimore native who founded the new york based investment firm that bears his name has passed away. officials say the philanthropist died at a hospital in west palm beach earlier today. it is reported that he donated $3 million to the university of maryland law school and left another $50 billion to johns hopkins university to establish the school of business. william carey was 81 years old. the court has adopted rule

changes that will significantly impact the one who owes money. debt buyers are companies that specialize in buying debts owed to companies for a fraction of the amount owed. the new rule requires that buyers to provide more proof before being allowed to get judgments against consumers. >> the new rules forced them to come into court and have either a signed copy of the bill that the consumer signed, evidencing they did actually incurred the debt. >> that buyers must also have evidence they purchased the debt from the original creditor. -- debt buyers. it is less than 24 hours to go until the iowa caucuses. it will be the first time voters have their say in the race for president. tomorrow could be a make or break moment for several of the gop candidates. nikole killion is in the

feels like in gaithersburg now, and 9 at oakland in garrett county. 21-29 degrees tonight, occasionally pushing the wind chills down closer to 10. while we have a chance for an occasional flurry passing by, the western maryland towns have some heavier snow showers in the forecast. streams of heavy snow coming in off the lakes, meeting several inches possible. 6-12 inches of snow by the time the lake effect event winds down tomorrow night, or going into wednesday night and thursday morning. high pressure from international falls down to dallas, slowly moving in. as it reaches our region, the skies will clear out and the winds will diminish. then we will start to get a warmup. until then, prepare for the cold. even on wednesday, a little burst of snow showers. thursday we will see the skies clearing and the wind's coming down --winds calming down.

many areas tomorrow will stay below freezing the entire day. that has not happened since the 10th of february last year. a small craft advisory in effect. another one to 3 inches of snow during the day in the mounds tomorrow, with a high temperature of only 15 -- in the mountains tomorrow. great news for the ski resorts. scattered flurries on the eastern shore, with temperatures around freezing for a couple of days. partly cloudy skies at ocean city. we will stay cold through wednesday, then beat back to 41 on thursday. almost 50 friday, and into the low 50's on saturday, which means a chance for rain saturday evening. >> more than just a needed rest for the ravens. it comes with a history lesson that should boost their confidence.
