monumental avenue, that is one spot you find some delays because of icy conditions from a water main break. be careful. wind warnings in effect at the bay bridge and the rest of the area bridges. just something to keep in mind. 60 on the north side towards the harrisburg expressway. we're seeing a bit of a slowdown -- volume is building on the northwest corner of the beltway. five minutes on southbound 95 to get you down to the fort mchenry. 11 minutes to travel southbound 95 to 32. we will take you to 40. to and from the bridge is looking pretty good. this is traffic near old court road from southbound 795. volume is starting to build at liberty. a smooth start on the entire

beltway. that is the latest on traffic pulse 11. >> it is the first big cold blast of the season. open shelters for residents. >> kim dacey joins us live in these baltimore with the details. good morning. >> many of the shelters like this one are opened 24 hours during a code blue cold alert. city officials are hoping that folks will take advantage of them. we're in for the lowest temperatures we have seen so far this season. as the temperature drops to dangerous levels, doctors and emergency rooms are preparing for more patients with cold weather-related issues like hypothermia. city health officials have declared a code blue cold weather alert through today. in addition to the 10 shelters with extended hours, emergency workers will go out and check in on vulnerable residents. these shelters offering food, a hot shower, and a warm bed have helped save lives during the extreme cold. >> ever since the city of

in the case. this could be a test for the revised application of the death penalty. a boy is in critical condition after being shot in north baltimore. this happened around 5:00 p.m. on monday evening. the victim was suffering gunshot wounds. no word as to a suspect or possible motive. anyone with information on this case should call baltimore police immediately. there robinson of vandalism cases. a juvenile has been arrested in connection with two tyra slashings. police say more arrests could come as they continue to investigate the incidents. >> the race for the white house begins in iowa. the hawkeye state will pick a

everything running smoothly into town. 29 starting to pick up in the southbound direction. that is the latest on traffic pulse 11. >> thank you. authorities call me now rainier national park have found the body of a suspect in the murder of a park ranger. search teams found the body face down in a river inside the park. no word on how we died. it is believed he shot four people at seattle's new year's party and fled to the park to hide out. police in los angeles say they have caught someone who was terrorized parts of the city. the mayor announced the arrest of harry burkhart.

authorities believe he is responsible for 52 arson fires. he has been charged with one count of arson and is expected to be charged with others. police in new york are hoping to video will help track down a suspected arsonists. investigators released this security footage on sunday. the attacks happened within a -- two private homes and a deli were attacked. >> a record-setting returns day is in store for ups. it is anticipated there will handle some 550,000 returns tonight, the most ever. most of this is attributed to the rise of internet shopping. electronics are expected to make up the bulk of those returns.

sarah caldwell checking on your morning commute. we're starting to see some delays on the west side as folks return to school and work. there is an accident on south rolling road and metropolitan boulevard. monumental, we still have a water main break and it is causing some icy conditions. a disabled vehicle on pulaski highway. volume is starting to pick up when you get close to the harrisburg expressway. 41 on the west side outer loop. the delay begins on 70. that starts to build further back. we will update you once some of our cameras. you can see looking a lot busier than last check. this is traffic on the north side. we're picking up volume there as well. this is harford road over towards dulaney valley.

i just want to be like stan. thank you. it is going to be another windy and cold today today with the jet stream dipping down to the south in florida. the lake effect snow machine is still going and we're picking up some snow showers and flurries in carroll county. we could see some around baltimore as well. the heaviest snow will be out in far western maryland. garrett county under a winter storm warning. they will pick up another 3 or four inches. temperatures run the area, mid to upper 20's in the northern suburbs. the wind is gusting up close to 20 miles per hour. that is what you want to dress for, as does the the kids that have to stand out at the bus stop. the temperatures will drop down into the teens.
