putting 1100 people back to work. david collins joins us from the state house. >> this is part of the governors and less jobs bill rollout. the program is not new but the level of funding is and it will be financed through borrowing more money. >> you are witnessing state government at work. creating a private sector jobs in the process. the project is possible because governor martin o'malley is expanding a program called the reptile house works initiative. >> i know a lot of times we talk about home ownership but a lot of people make stable and committed homes in the rental properties and care about their neighborhoods. they will be able to raise -- it would now be able to raise their children with love it's not for these affordable properties.

>> this will provide money for up to 20 housing projects throughout the state. supporting the governor contends 1100 jobs appeared >> we can provide a low interest rate loan to the developer. that reduces the amount of debt on the property and therefore we can hold down the rent. >> the initiative is expected to leverage thousands of private sector dollars. the rental house works program is designed to address a lack of affordable housing. the shortage is expected to climb. >> this is a wonderful thing to happen and that the community. the housing that we were in was substandard. i know for a fact that the housing we have now, the residents are pleased. >> the initiative is being met with strong reaction.

travel delays from chicago. it might be the first time minneapolis goes below zero. they have never had a winter were the temperature did not go below zero. they have not had one get this winter. the latest it never happened was the 18th of january. they are looking at the coldest air of the season moving into minneapolis. all of that is growing in our direction or tonight and tomorrow big changes come our way. if you took the almanac people see a warmer than normal day. tomorrow we will go below that. that is where we will stay for the rest of the upcoming weekend. the next couple of hours it will still be mild. 52 degrees downtown. all across the metro area up from hartford to cecil county temperatures around 50. western maryland still above freezing but that is about to change.

winter weather advisory is hot and western allegheny and garrett counties. they are expecting several inches of snow. the front will slide into washington by midnight. as the cold comes in right behind the rain a could briefly changeover to flurries or snow showers. that would be very brief. is more concentrated to the mountains in the west. again out in those locations the potential is there for over half a foot of snow. it is good timing for the martin luther king extended weekend. for skiers heading in the direction that will have fresh ski on the slopes but it will be called out west. rainshowers after midnight with snow showers mixing in the north and west. temperatures will be down in the 30's and that is where we will stay. winds will be gusting over 40 miles per hour.

it will feel like it is in the teens and low twenties for a good part of the day tomorrow. 18 degrees on friday and 17 on saturday. if you're travelling west going up into the mountains, prepare for brutal weather that way. partly cloudy and the 30's for the next couple of days. lower eastern shore turning much colder friday and saturday. all this because of a frontwithe houston texans. they have a two step approach. step one, the houston texans try to run the ball early and often with foster. offensive coordinator chuck has plenty of respect for the texans. he thinks it is pressure up front. step on them early before the temple of their two step. >> always have to say you have to stop the run and you cannot afford to give up place.

redskins. they have had back-to-back losing seasons under mike shanahan. baseball commissioner dud selick agreeing to -- bud selick expecting a new contract. if he fulfills the contract he will be commissioner until he is 80 years old and his tenure will span 22 years beginning back in 1992. that will make him the second longest tenured commissioner in history. the baltimore ravens put in a good day in practice and had great weather conditions for it. it will be the last day they have great weather conditions to prepare for the playoff game. tom tasselmyer will tell you why in the seven-day forecast.
