ticket back. -- jack young to give the ticket back. he complied by the end of the week. we're told it came right after he wrote the opinion piece in the "baltimore sun" recommending they no longer pursue the grand prix. the mayor's office says he is flip-floping. jack young says he has better use for the money. two press secretaries for the mayor did not respond to our e- mails or answer their phone. >> the state is facing a billion dollar deficit. tomorrow, gov. martin o'malley will roll out details on how he plans to pass it. david collins joins us live from annapolis with the very latest. >> at this hour, the governor is meeting with county executives just down the hall from us. he is proposing a 50/50 split regarding teacher pensions. in return, the state would pay

half of social security costs. over the luncheon, gov. martin o'malley has said he has decided to shift some pension costs to help address the ongoing budget deficit. >> i think that will be the overall plan. >> did you discuss it in detail? >> not in detail, just going over bits and pieces. >> how much of the tab locals will have to pick up is not been disclosed yet. but some -- it is somehow tied to school construction funding. a millionaire's tax is not part of the equation. however, the wealthy may lose some tax deductions. some of the estimated $100 million in savings for the state could help -- could offset the cost of teacher pensions.

but it could be a windfall to the counties as well. not a huge windfall, but it would be money back to the county. >> the governor will reveal details of his budget wednesday. the state is facing a $1.1 billion deficit. the governor supports an increase in gas tax to help pay for roads and bridges, but this will be part of the operating budget, not the capital budget. -- will be part of the capital budget, not the operating budget. the money could upgrade waste water treatment plants to avoid pollution. this will be part of this legislative session in the capital budget. >> i think he put it together very fair. a very fair and balanced proposal. >> all of the governor's budget proposals must be approved by

the general assembly. >> tonight, fire investigators are trying to figure out what sparked a fire that ripped through three homes in owings mills just before midnight last night. as paul melzer explains, it took cruz some extra time to get to the flames because they had the wrong address. >> as county fire officials continue to investigate this fire, we have learned there were some minor delay with firefighters reaching this fire because of problems with the cross street. as far as the cause, the victims of the fire tell us they feel it was some kids smoking under their back. -- their deck. >> walter said he got a frantic call from his wife just before .idnight tuesday --

fire officials say the two- alarm blaze in owings mills took more than 30 pieces of equipment to control as firefighters were able to keep three adjacent homes from catching fire as well. first responders had trouble locating the house because information on a certain crosstree was incorrect. fire officials insist there's no delay in service. >> occasionally, we will come across an address that is not easy to find. this is one of them. however, it did not have any impact on our ability to fight this fire, or on the outcome. >> fire officials and police officials will not discuss the cause or the outcome, but walters says there have been serious problems with children in the neighborhood smoking in area homes. as recently as last week, his

hail was attempting to help victims involved in the multicar crash. there were a total of nine cars involved in an accident. the weather was a factor. >> a teenager accused of killing his own father was back in court today. robert richardson iii waved his right to a preliminary hearing. friends and family are trying to raise money to help with his legal fight, saying that he has no one else to help him. >> the community support comes from students who know robert richardson iii, and also a group of parents. all of them are communicating on facebook. >> it just breaks my part -- my heart. he's just a kid. >> they wanted to come to court to find out more about the murder case against robert bridgton iii.

-- robert richardson iii. he waived his right to a preliminary hearing. >> he has fallen through the cracks for too long. >> they know he is accused of shooting and killing his 58- year-old father robert richardson jr. on january 9, and taking the body to gilbert wrote in aberdeen and dumping the body behind a row letters home in a pond, and then driving into a cinder block wall at a church. the mother believes he was reacting to a situation that had gone terribly wrong. the facebook page was set up by one of the students who knows him. it is on this page that supporters are seeking assistance, including financial, for the 16-year-old who is represented by a public defender. >> he is a kid. he should not be charged as an adult.

newsroom with the story. >> this is really a big deal for principals, teachers, and students. blue ribbons are handed out on key economic benchmarks where schools have made a lot progress in math and reading. a half a dozen schools from anne arundel to worcester counties were given blue ribbon status. >> it is a big honor because we are one of the only schools in maryland to get this honor. there are hundreds of them and we were one of the few chosen. >> here is the list of schools. all of the schools will get a blue ribbon flag, $2,000, and a
