>> it is an issue that is not being addressed enough. it is time to start registering people where they are -- and to know where they are. >> a person would go into the register if they 10 dogfights or leave a dog unattended or neglect or abuse and animal. the bill will be introduced sometime next week. gov. malley will unveil his plan to close the budget gap. one item on the table is teacher pension costs. the governor wants to shift some of the costs to local jurisdictions. no word on how much the tab the city and county will have to pick up but we're told it could be tied to funding for school construction. a massive cleanup is continuing tonight after a pipe burst inside the james senate office building in that -- in annapolis.

10,000 gallons of water were gushing into offices. the building was shut down temporarily. crews using fans and vacuums are working to try things out to permit moll. >> typically mold growth does not start until three hours later. we're knocking it down to eliminate any mold or air quality issues. >> four senateffices took the brunt. no word on damage estimates. repairs are expected to be completed by sometime next week. officials are trying to figure out what caused a fire that ripped through a home in owings mills. it happened before midnight last night. investigators say firefighters used more than 33 pieces of equipment to control the fire and prevent it from spreading. the blaze sparked additional concerns because first responders apparently had

trouble finding the address. >> a little bit of an inconvenience for our fire fighters will come across and address it, it is not easy to find. this was one of them. it did not have any impact on our ability to fight this fire or the outcome. >> the cause remains under investigation. the owner said some children have been spotted smoking their homes in the neighborhood. tonight a volunteer firefighter remains in serious condition in shock, after an accident. it happened last night. we're told kevin hale was assisting victims. another vehicle slid down the road and hit him. there were a total of nine cars involved in the accident. now an update for you. one of the three men accused of raping a 12-year-old girl inside a skating rink has entered an

alford plea. they found him not guilty but they were deadlocked on to other charges. the victim identified. as one of the attackers who forced her to perform sex acts on them. the incident happened in 2010. perry will be sentenced on february 1. prosecutors said they will recommend probation. a 16-year-old accused of killing his father was back in court. robert richardson iii waived his right to a preliminary hearing. the teen was charged as an adult with murdering his father and dumping his body in an aberdeen park -- pool. >> we want to do something for our kids.

we want to help someone -- this little boy. he has got no one. i would expect the same for my kids. >> richardson's public defender said he may ask for reverse waiver so the case may be moved to juvenile court. if you have a lead foot, more speed cameras could be popping up in baltimore county. the county council voted on a new contract that would expand the number of cameras. kerry cavanaugh of joins us from thompson. >> the council gave the green light to a new contract that will go to the company that administers the camera program and that paves the way to potentially expand speed surveillance in school zones. >> one thing i do not want to do is have baltimore county look like baltimore city where you have got cameras on every street corner. it gets to the point where you feel like someone is always

watching you. >> baltimore county councilman todd hunt is against speed cameras but the republican is in the minority. the council voted to approve a contract to keep 18 cameras out in school zones opening the door to doubling the number in coming years. >> it is about do not break the law, you will not get a $40 ticket. it is keeping our children safe. >> the councilman called the law a boon for taxpayers. the county pays for camera every month. that creates the potential for that county to come out in the red depending on how many $40 citations are issued. the county will split the take with no maintenance fees. >> it does not cost the taxpayers any money. if you do not speak you will not get the citation. as simple as that. >> she defended the controversial policy. >> we have unsupervised during those hours and

activities that go on during after-school. >> opponents believe the cameras are creating a false sense of security around school zones. >> i would rather look for funding to put more police officers out there to patrol the areas, to make sure the pedophiles are not hanging around the schools. >> all the money generated by this -- the tickets goes to the public safety budget which is why baltimore county police chiefs showed up to make sure that contract was renewed. >> the i team learned the baltimore city president gave up tickets to the skybox. of mayor's office its use the skybox at no cost and controls the guest list but a couple of days before the game,

talking 5 inches to 10 inches of snow. a couple of feet in the mountains and maybe -- the more impressive part, 90 miles to 100 mile an hour winds expected to slam on to the beaches of oregon. it may affect our weather. we may feel the impact of it by about saturday. as it tracks across the country. the rain and snow hitting the coast and it will get a lot worse out that way. as they head into that wednesday morning rush hour. that is on the other side of the country. here we have had spring-like conditions and there are showers trekking through the region. notice the snow. a cold front about to come through our region. these temperatures will start falling fast. high temperatures, 60 at the inner harbor. 59 at dwi marshall. 30 years ago, the coldest temperature in baltimore. one of five times we have hit seven below zero in 1982.

it happened a couple times in february and three times in january. today 30 years ago, seven below zero. it will not get that call but the chill is starting to invade the state. oakland at 34. that will come marching east as we head through the overnight. our skies will clear out and the rain will move but the temperatures will drop and the winds kick in. more snow for the western maryland mountains and the wind advisory in allegany and garrett counties. we will we get to temperatures 32 and 39 degrees. the highs for tomorrow in a couple of minutes. that will be the high temperature of the day. temperatures in the 30's in the morning. this arctic air moving south that of canada, billings, montana. some of that there is pushing into the pacific northwest causing the snow conditions and some will bleed to the south and east as well. our temperatures will be much colder the next few days after

this front passes by. severe thunderstorms to the south down to the gulf coast. we will get into the arctic air behind the front and we will watch as it may be a clipper storm comes out of the northwest and brings snow flurries. there's that big pacific storm approaching the northwest. a part of that may impact this over the weekend. after the skies clear we will watch the northwest and see a clipper, in with snow and maybe light snow or flurries here as well as thursday evening. followed by more coal there as we head into friday and the upcoming weekend. 37 to 42 tomorrow. the wind chill becomes a factor tomorrow. 24, snow showers in the mountains and gusty winds. highs around 30 on thursday. eastern shore locations will see a clearing sky. the high near 40. a flurry possible on the upper eastern shore. near ocean city, wendy tomorrow and highs in the 40's and maybe
