much of the task the city and county will have to pick up but it could be tied to funding for school construction. new results from a poll revealed what voters believe of the top issues. rosedent obama's approval to 55%. the increase is a treated mostly to democrats and independent voters. it also shows that martin o'malley's approval rating is holding steady at 50%, the same as september at last year. there is consistency of support among women and african-american voters. the most important issue for the people of maryland remained the economy. by dropping under 50%, the issue is at its lowest point in two years. education is a distant second at 13% followed by taxes at 11%. pollsters were interviewed by

phone. 56% or democrat, 35% work for republicans. a maryland state senator would like to set up an animal abuse registry. state senator ron young is sponsoring the bill that would keep track of animal abusers. there are photographs and information would be posted in the database for 10 years. people would then look for animal abusers on line. police are searching for a colombian woman after finding 40 dead animals and side of her townhouse. -- police are searching for a columbia woman. they found nearly half of the animal stored in a freezer. there is no power or heat in the house. neighbors say the number of animals coming and going from the house seemed odd but they never suspected that the woman was hoarding animals.

overnight, the costa concordia moved and that meant that divers had to be taken off for their own safety. we were not expecting to see this today. to get some of the 2,300 tons of tool that is on the cruise liner. they're fading hopes of getting anyone out alive. yesterday, five bodies were removed. all the attention is now on the ship's captain, francesco schettino. he is under house arrest in his home in naples. he is accused of causing the crash and abandoning the ship while passengers tried to get off. we heard extraordinary audio of the coast guard commander telling the captain to get back on and help with the rescue effort. for his part, the captain said he was trying to steer the ship

too shallow waters but that is not how prosecutors see it. prevented consumers from buying new cars. repair shops and other parts companies have seen booms in business. burger king fans living in the d.c. suburbs can now get the fast food delivered to their front door for a $2 fee. they will deliver to you. this is a new idea that the fast-food chain is testing in the washington, d.c. market. they have come up with new technology to make sure that your frye's stay crispy and the birders don't get saudi -- to make sure that your fries stay getpy and the burgers don't soggy. >> we see some snow showers in the state. overall, things are starting to dwindle. we have the wind whipping around the baltimore area. let's look at them right now.

these are gusts up to 35 miles at the airport, 25 at the inner harbor, 28 in annapolis, 35 in gaithersburg. 14 in oakland. these are definitely hampering the temperatures which already falling. temperatures in the 30's and 40's throughout the baltimore metro area. when you factor in the wind, take off 10 degrees. whatever the thermometer says, it will feel 10 degrees colder than that. with the clearing skies, we expect some pretty chilly temperatures. we have the wind diminishing after 9:00 p.m.. it will be light at of the northwest, 5-10 miles per hour. this is coming in with some of those snow showers. this is not a major deal as you head east of baltimore. then we talk about our next storm system, a quick klipper

coming out of the north. this will go into the mid- atlantic and leading some light snow west of baltimore. then the storm system heading our way. it is still slamming into the west coast leaving heavy snow in areas like seattle and portland. let's take a look at the future cast. this is nothing major. you can see very insignificant snow showing up by friday morning. most of the snow will fall in the mountains. fast forward into saturday morning, here comes a stronger storm from the west. this could set up as an icy mix. this same storm will be heading toward new england. it will be chilly, temperatures in the 30's throughout the day. there will be light snow showers possible. overall, the temperatures will be the bigger factor of that game. it will be 38 for the high tomorrow. the slight chance for snow late thursday.

nothing major, mostly west of baltimore. >> the pacific northwest is bracing for a major winter blast. in the cascades, the snow is expected to be measured in feet, not inches. seattle tikrit nearly a foot of snow itself. -- seattle could get nearly 8 feet of snow itself. >> winter is slamming into the pacific northwest. this is making throughout conditions hazardous. the worst is expected later today. -- this is making road conditions hazardous. seattle could get up to 10 disposes of snow -- 10 inches of snow, the most they've seen in decades. the national weather service has issued a winter storm warning for much of the region. 2 feet of snow is forecast in the cascades.

interstate 90 was closed tuesday because of avalanche danger. >> the weather does what it wants to do, so it is hard to predict. >> this is the scene an hour outside of portland. major highways are slick and treacherous. the snowplows work to keep up. >> we are expecting more snow, so our crews are working 24 hours a day. >> around the clock work for a winter storm showing no signs of letting out. -- letting up. >> it is small but might have a huge impact by saving thousands of families of the target of a baby born with cerebral palsy. this is a new device that measures the oxygen level of new babies more accurately before birth. >> for every 100 babies born, one will be oxygen deprived.

at its worst, it can lead too quickly diseases like cerebral palsy. right now, they monitor the fetal heartbeat but this gives an idea of the oxygen level but not much. >> this is not accurate. >> that can lead to unnecessary procedures such as a see section. the doctor is doing a study that hopes to cut the number of oxygen deprived babies numbers in half. >> it gets monitored. >> research shows that it may measure oxygen level so accurately that it can get a doctor a clear indication as to whether the baby needs to be delivered early. >> this indicates a greater chance of problems with oxygen. >> so far, this has been used on 65 women.
