outer loop at baltimore national pike. we will keep you posted on this. that is the latest on traffic pulse 11. >> a sentencing is scheduled for one of three men accused of raping a girl. one person admitted to the assault of the girl inside a storage closet at skateworks. he faces up to 20 years in prison. the other teenager involved pleaded guilty in juvenile court to an assault charge. the utah doctor facing charges will go before a judge today. dr. nicola riley is charged with first-degree and second- degree felony murder. the crimes were committed in 2010. she has not yet entered a plea.

there was a hit and run. 57-year-old john correlli struck marco garcia while he was riding his bicycle. damage found on his car was consistent with dna. he is charged with numerous traffic offenses. >> a sigh of relief for baltimore's housing authority. they won't have to pay a judgment. the alleged victims reported the complaints too late. the attorneys for the victims began the process of seizing vehicles. they will appeal the decision. just how rich is too rich? that is what governor martin o'malley will have to decide.

business groups hoping to persuade lawmakers to increase spending on transportation. they want to make sure funds are not shifted away from transportation needs. the governor is expected to announce his plans for a gas tax increase. demonstrators took to the street in downtown baltimore protesting against big banks, protesting what streets involvement in the foreclosure process. they are calling on president obama to launch a full investigation. >> the banks are trying to get a sweetheart deal and we're protesting that. they should be held accountable. >> this was part of a national day of action with similar
