police officer shot and killed by friendly fire. 17 police officers were charged on federal charges. two new commanders are charged with fixing what is wrong. grayling williams comes from the drug enforcement administration and home and security. he is a stranger to the city police department. >> i can count the number of baltimore police officers on one hand that i actually know and socialize with. i do not have some of the issues and concerns people have with somebody from within the department. >> i thought it was important that we find somebody that would have the credibility, that would have the community credibility to stand alone and immediately went trust based on their

credibility. >> john king it comes from montgomery county to take over the department's training. and in department -- an independent report on the shooting relieved -- revealed lapses and training. >> we hire people to be problem solvers. >> the department he said is committed to change. as an example, he touted a drop in arrests. from 100,000 during the years when martin o'malley was mayor to 42,000 last year. >> that is policy, procedure, and a commitment from the men and women of this police department to do things differently. >> williams salary is $110,000. chongqing's new java brings a $97,000 a year salary. >> we continue to follow

breaking news of a violent attack there and anne arundel county high school. he was brutally assaulted around 2:15 this afternoon. he was rushed to shock trauma with life-threatening injuries. it was unclear whether he was a student from that school. no word on what led to the attack. police are looking for this suspected that after a bizarre robbery at another high school. we are told rodrecus medley walked into the school during a game and approach to seek a -- 18 sitting in the crowd. he was actually stealing money from his pockets and then took off. if you know him or his whereabouts you are called to ask 1-866-7-lockup. >> president obama brought his campaign style torch to maryland

today. the president met with house democrats in cambridge as part of their retreat. he urged congress to keep working during this election year for those still working at the economy. he told house democrats to be prepared to push back against republicans playing politics. >> where they obstruct, where they are unwilling to act, where they are more interested in party than they are in country, more interested in the next election and the next generation, we have to call them out on a. >> joe biden also made the visit. he said he is confident he and the president will be reelected and the democrats will regain the house. >> only four days left until the florida primary. the candidates or back on the stump. >> only two of the four

candidates are in florida tonight where it is all about courting hispanics. >> grandmothers and grandfathers are not going to be successfully the. -- deported. what's the idea that i am anti- immigrant is repulsive. >> we are not anti-immigrant. we are not anti-immigration. we are the pro immigration, approach legality, crow citizen labor and party. >> this is where i have a deep disagreement with gov. romney. the idea the grandmother is not going to be supported? the idea she will be in south supportive? this is a fantasy. >> my point is we are not going to go around and brown people up and ship them home. >> one of many issues to an important block in this state. >> florida is a key state.

>> another redevelopment project will get under way in baltimore county. >> behind me is towson phase 1. a lot of people may be familiar with it. it has the pier 1 and trader joe's stores. to the left of where i am standing is joppa road. his entire vacant lot would soon be the home of a metal plaques movie theater, shops, and restaurants. >> big screen movies are coming back to downtown in a big way. >> a big motion picture production at the baltimore county government offices friday. even brought out the popcorn. county executive kevin kamenetz announced plans to bring in some marketers as part of a privately

funded $85 million entertainment center. it is expected to create 1500 new jobs and will generate close to $2 million in county tax revenue annually while bringing in $3 million a year in sales tax to the state. >> what we saw was a great opportunity, and putting with a complementary restaurants, amenities, and theaters was our vision. >> said the mark is the same company that owns egyptian theaters will feature 16 state of the art screens. it will be located on a 4.2 acre plot founded by joppa ropad and pennsylvania and avenue. >> when you have 16 screens you can pretty much played at all. you can bring art films and here. you can do the met opera. you can come in and hopefully host screenings and bring the stars.

>> there was some question as to whether the idea of a movie theater woodwork -- especially considering the fate of the last movie theater in a mall along york road. >> we are talking about some are bringing in one of the larger facilities, but also something from a company that understands how to manage properties and deliver a superior product. >> developers tell us they are expecting to break ground sometime this fall. the project is actually expected to be completed in fall of 2014. this entire area will completely different. we are live in downtown towson, lowell melser, wbal tv 11 news. >> they are called super plungers.

it ripped through as students were preparing to take their plans. nobody was hurt. >> hundreds of students moved on and braved the chilly -- the chilly temperatures. >> the polar plunged to benefit the special olympics got under way as students and super plungers took to the water. rob roblin is live. this is always a tremendous event. we love to see you there. >> i enjoy being here. this is a highlight. the super plungers are getting ready to go in. they will be coming by me. here they come. 50 coming by a. every hour for 24 hours, these men and women, many of them athletes, go into the water of the chesapeake bay. it is cold. years ago when i did it, this

was when it is really cold time. our own jennifer is one of the super plungers. he is a veteran. you have a number of athletes that are super plungers. how is it? >> the water is cold, but this is nice. >> i am cold and wet. that is how i am. >> earlier today, it was an unbelievable thing to see. you saw many people that were here, young people -- 80 schools were represented. our own tim tooten was here. it was a lovely sight to see. people stepping forward to help

the people jumping in tomorrow. above normal temperatures are expected, just not the 60's we saw today. it felt like spring. normally it is only 42. it will be cool tomorrow, but still a little above normal levels. the record high for the day is 72 degrees. it was not even a record sending -- it was not even a record date. it was the spring shower activity, heavy in some locations and strong gusty winds and very little in other spots across the region. the wind going through with the thunderstorms kicked up to 46 miles per hour at bwi-marshall. there may have been some damage down there. to the northwest was the colder air with some snow showers starting to develop in western pennsylvania and maryland. temperatures dropped into the 30's.

this is the end of january. usually a frolic is coming through which sea temperatures in the single digits. it will not be all that bad. 50 at cambridge and 50 at -- it is only 30 degrees in oakland. skies around eastern and central maryland will go from partly cloudy and lows in the morning of 30-38. the strong winds will diminish to under 10 miles per hour. the storm as off the coast and pushing toward new england. a series of cold fronts will come through over the weekend. by monday it will be chilly. tomorrow is the second front, really. here is the second cool front with just a couple of sprinkles in central maryland. third one arrives with colder air. the temperatures will be closer to normal at least for a day or

so around monday of next week. southwest winds and high center of the 50's. eastern shore will still get another mild but they too are with 54. cooling into the 40's on sunday. mid 50's tomorrow and a chance of a spread on sunday as temperatures back down into the 40's. we have the family plunge at 11:00 with 44 degrees. cloudy skies in the afternoon, but for most of the plunge time it will stay dry on the ground. sprinkles we expect will come in after that. 3:00 it will be 49. slight wind chill at-10 miles per hour. the water temperature right around 40 degrees. low 50's tomorrow and only around 40 on monday. then we wore our backup with temperatures in the 50's through the middle part of next week.

>> this is 11 sports. >> we told you earlier how john harbraough promoted dean pees to defensive coordinator. and now a vote of confidence for cam cameron as offensive coordinator as well. despite changes all over the roster, only one returning wide receiver, there were a swiped pass away from the super bowl. statistics show they were middle of the pack, but progress with joe flacco is undeniable. the quarterbacks coach may join the fray for 2012. he said despite some and reports, the line of communication has always been good. >> john has communicated with me since lot -- off-season last year. we are in constant communication. we have a plan.

that plan will unfold for everybody to see. >> many expect billy to kick somewhere else next season following his 32 yard miss in foxboro. many had been cut for far less important misses. in their 15 seasons it is not to do business as everyone else does. john will not offer excuses. he took the field with 17 seconds left and had more than enough time. we practice this specifically. get on the field and make the kick. but his support has not changed. >> that gets kicked 99 out of 100 times. he is a heck of a kicker. he is an honest guy. he wants to do well. it is a tough situation and moment. it does not lessen who he is in my mind or what he has done.

we just move forward. we do the best thing we can be next year. >> still the hit that could have helped them to indianapolis goes down as baltimore sports history since one of the worst moments since the colts left for indianapolis. and watching the arrogant new england fans celebrate their incredibly lucky fortune, it will always irked. the person who caught that kick will auction off the ball in support of it, officer. the big picture is something positive out of the wide left kick.
