breaking news out of harford county where a fetus was found inside a dumpster in bellaire. authorities received a call around 6:00 tonight from a woman who said her baby was in a dumpster. the body was recovered around 8:30 tonight. there is no word on the whereabouts of the mother. an autopsy is being performed to determine the exact cause of death. this is still very much a developing story. we will bring you more information as it becomes available. outraged catholic clergy are speaking out against the decision by the obama administration requiring religious organizations to include birth control coverage in its health-care plan for employees. >> cardinal designate edwin o'brien has weighed in saying the archdiocese of baltimore will not comply with a mandate, even if it means dropping employee health coverage. kerry cavanaugh is live downtown with the latest. >> the tradition of the catholic church is that they believe the obama administration

is trampling on their first amendment rights to a religious freedom. it has ignited a firestorm across the country and some believe it will hurt the president's reelection efforts. catholic leaders are railing against the new federal policy that forces every health plan to cover contraceptives. the mandate sets up catholic institutions like universities and hospitals to pay for medications like the pill that go against their faith. there is one exception to the measure. cracks under the federal rule, a roman catholic organization, a church, paris, are spices, the majority of employees or roman catholic. >> cardinal designate edwin o'brien does not believe that goes far enough. he issued a strongly worded letter to every family. >> the institutions that serve

this nation well are being told if you find something offensive, you must pay for it. >> while many catholics may not share his stance on contraception, a political analyst says they may still feel that their fate is under siege. he adds that america's 70 million catholics could turn this issue into a serious challenge to the president's re- election bid. >> one thing i can guarantee is that this is not a decision that was made for political reasons. what the president did was to hand a great gift to all his prospective republican opponents. >> is expected to energize the annual march for life to mark the anniversary of the roe versus wade ruling. the policy would go into effect this summer, but religious organizations have an extra year to comply. an obama spokesman defended the

mandate today, even as he broached the possibility of coming up with a compromise with the catholic church. >> a vice-president and policy chief for the susan g. komen race for the cure resign today after the backlash on the decision to cut off funding for planned parenthood. the discussion started before she arrived at the organization last year and a policy was fully vetted by the organization, she said. in a letter today, she said i openly acknowledge my role in the matter and continued to believe the decision was the best for the future of the women will serve. >> the ban on same-sex marriage in california was ruled unconstitutional. supporters cheered today's decision by a panel of three judges. ruled that the ban serves no purpose other than to lassen -- lessen the status and human

governor will submit the proposal to lawmakers detailing exactly how his plan would work. >> easing and hand-held cell phone while driving could soon cost to $500 in fines. a bill making it a primary traffic offenses working its way through a house committee. right now officers can only pull you over for some other violation before writing a citation for using your cell phone while driving. this bill would change all that. >> you cannot use a phone while you are driving. that will also deter people, in my opinion, from even thinking about texting. >> similar legislation died in a senate committee last year. the sponsor of the bill believe there is a greater chance it will pass this session. >> a new twist in the robocalls case. a former bob ehrlich associate -- julius henson is talking about another robocalls call the

case that it was not brought to trial. he raised questions about the motive of the case, asking why go after this robocalls and not one in another race in the same election. jury selection in the hands and trial could begin tomorrow. jury selection is not complete in the murder trial of george huguely, who is accused of killing his ex-girlfriend, maryland native yeardley love. the prosecution is expected to present their opening statement tomorrow. lowell melser has the latest from charlottesville. >> after two ruling days, we finally reached that magic number at around 6:30 this evening. 28 potential jurors were chosen. they will return to charlottesville circuit court tomorrow where they will be whittled down to a jury of 12 with three alternates. after that, it is opening statements and the trial officially kicks off. a half-hour early start this morning in the george huguely and murder trial as the

commonwealth and the fans gathered with jurors at 9:00 a.m., after a long night monday that ended at 8:00 p.m. instead of 5:00 p.m. huguely, who has lost a noticeable amount of weight since being arrested, set by his lawyers in a suit, his legs weighed down by heavy weight on his ankles. only eight more jurors were needed for the pool of 27, where each side would then cut six for a jury of 12 with three alternates. a little less than 40 jurors were told in the morning session and by lunchtime, 22 of 27 jurors were in place. the questions were exactly the same as monday, as both sides are trying to find jurors who can completely block anything about the case that they know from their minds and come up with an honest verdict. some highlights included one potential juror who emphatically told the court she thought huguely was guilty. another was moved to tears because she said she had a daughter yeardley love's age to play sports.

both were dismissed. one who made the cut was a woman who only listens to public radio and does not on a tv, a kindergarten teacher, and a foster care worker. >> the people who may have formed opinions already, there is no good way to say how long it will take to go through and ask all these people about what they thought they know about the case. it varies from case to case an individual to individual. >> a defense attorney in charlottesville for 32 years has had more than 100 murder cases. he says he's not surprised at all by how long it is taking to seat a jury. as far as who will testify, an official list has not been released, but we know that yeardley love's mother and sister are scheduled to testify. we know that huguely is mother and father and aunt and uncl aree on a list to testify, but it doesn't necessarily mean that

officials in los angeles have decided to remove the entire staff at an elementary school amid sex abuse questions. they made the decision during a meeting with apparent last night. the move comes after two teachers were arrested on friday, suspected of falling or committing lewd acts on more than two dozen students at the elementary school. >> the action we are taking is designed to determine if there are individuals who have done something wrong as well as support staff. >> includes principals,

teachers, and cafeteria workers and others will be replaced while officials investigate the allegations. classes have been cancelled for tomorrow and new staff members are set to report on thursday. prosecutors want the court to provide better conditions for gerry sandusky. they are asking that he remain indoors as part -- 4 jerry sandusky. sandusky has been on house arrest since december. he faces 52 counts of child sex abuse involving nearly a dozen children. >> in new york man known as a collector and history expert pleaded guilty to stealing thousands of documents and historical museums. some of those took place right here in baltimore. kai reed is that federal court right now where land out entered his plea late this afternoon. >> very landau admitted to the conspiracy charges in federal court today after he initially pleaded not guilty back in

august. very landau walked out of federal court staring straight ahead, refusing to answer questions. inside, the 63-year-old played guilty to theft and conspiracy to steal historical documents from several museums along the east coast, including the maryland historical society in baltimore where he was caught red handed on july 9 of last year. the archivist was working in the museum library where he said land out brought employees cookies andrew suspicious when he repeatedly asked to view private documents. eventually, david sneaked up to the balcony, spotted the men stealing, and called police. >> we are fairly small operation, and that thought had

a golden opportunity. >> according to the indictment, police found approximately 60 stolen documents worth millions in their rented museum locker, including presidential inauguration souvenirs' dating back to 1841, and a land grant sun by president lincoln in 8951. both men have admitted to stealing or conspiring to steal documents in several states. so far, four thousand of the 10,000 documents taken from landau's new york apartment have been identified as stolen. the 24-year-old pled guilty to the charges back in october. both men face a maximum of 15 years in prison and a $500,000 fine. kai reed, wbal-tv 11 news. >> parents and students gathered tonight to discuss the consequences of distracted

the end result will be a mixed bag of wintry weather. it is snow and now in st. louis. they had rain earlier which has changed over to snow. some of that whether a streaking across the ohio valley and bite midday tomorrow is should be coming into our area. a cloudy morning, no problems for the morning rush-hour. lunch time, late morning, early afternoon, the first snow begins while it is still just cloudy down on the lower eastern shore at 1:00 in the afternoon. by the evening rush hour, snow will be falling for most of the baltimore area and points north into southern pennsylvania. changing over terrain south of baltimore on the lower eastern shore. it is likely to continue it into the evening and even past midnight before it finally moves out early friday morning. a burst of cold and snow coming in for the weekend. there is a potential for snow in the city and points south, and

then range extends out of the bay bridge. the colder northwestern suburbs , a 1-3 inch snowfall is possible. most of that would happen in the late afternoon or early evening rush-hour when the temperatures begin to cool. during the day, most of the precipitation will probably held on the contact. the ground is still pretty warm. daytime highs, 34-39, winds out of the northeast. a couple of inches of snow out in the mountains. it should stay cold right into thursday. rains out of kent and cecil counties. northern counties may get one or 2 inches of snow. should be all rain on the lower eastern shore, coming in late in the day tomorrow and continuing tomorrow night before it clears up on thursday. a couple of inches of snow with a high of 38 tomorrow, up to 50 on friday.
