>> we first brought it to you as breaking news this time last night, and tonight, the discovery of a newborn's body inside a dumpster is drawing attention to the states save haven law. the mother says the baby was stillborn and indebted to police she was the one who put it in a bellaire dumpster. -- admitted to police. >> kai reed joins us live with the details. >> there is some type of safe haven law in every state. tonight some social experts hope that tragedy can help make more people aware of their options. the initial call came from the mother. she reported she had given birth and put the infant in a dumpster near fair would road in bel air. inside, investigators from the child's body wrapped in a plastic bag. the mother told police that the child was stillborn. while police were to unfold details, a women's advocacy group says the case serves as a

reminder about the maryland save haven law. under the law, a parent can turn a baby over to a responsible adult within 10 days of the birth and not face prosecution. >> if they are dealing with the bombing who seems overwhelmed about being pregnant -- dealing with the woman who seems overwhelmed, make sure they know about it. >> the dean of the university of maryland school of social work says the state could do much better job of informing people about the safe haven law. >> we do not have any sign it in maryland. you can drive around the state for days on end and you will never see a blue sign with the picture of the manger that symbolizes save haven laws. in responsible adult could serve -- any responsible adult could serve. >> a small memorial including flowers and a note has been

placed near the dumpster. police say the mother is cooperating with the investigation. some states say pay the law specifically require the baby to be dropped off at a hospital, police station, or fire house. it is difficult to track statistics because a lot of states are not reporting. >> state lawmakers now want to make it a crime if a person fails to report child abuse or neglect. in annapolis today, senator nancy jacobs is sponsoring a bill that would make failure to report the abuse of a child a misdemeanor punishable by a a $1,000 fine and a year in jail. they said they want to protect marilyn's children from a penn state like scandal from happening here. >> we want to be able to save a child who has been a victim of abuse. many times it goes unreported. >> merrill law currently requires a person to report suspected child abuse or neglect, but the state has no authority to prosecute those who do not.

her composure as she told the court help police came to tell her her daughter had died. her testimony was short and to the point, as was that from her cousin. her downstairs neighbor set on the light glove was found dead, she heard a loud crash like a stove or bookcase had fallen. her roommate and best friend, who was the last to see her live in the first to find her dead sobbed as she told the court when she saw her badly injured body, it was too much for her to bear, so she went outside and called her own mother. she also recalled how upset love was when she found out days before she was down debt that huguely was dating another woman. on a final note, as far as oddities today, the most unusual comment came from the defense during its opening statement. it said "george huguely is not capable of maintaining an ally.

police say one person was ejected from a vehicle when the cars collided in perry hall. another person was taken to hospital in serious condition. police have not confirmed if the weather was a factor. >> we are not in the clear just yet. shelton dutes is live in north baltimore with what could be in store for us overnight. >> that winter mix came and went today. it was a non-event for drivers because they were able to get around without a problem. state highway officials are concerned that at temperatures continued to drop overnight, road conditions could become icy and dangerous. >> we need some snow. we have not seen much of this year. i would like to see a little bit more snow. >> a little precipitation that did fall from the sky melted quickly and drivers did not have a hard time navigating the roads.
