jacksonville. more than $71 million in damages was awarded to households affected by the underground league. k. jury and distress damages was faulty and the awards was struck down. a patient accused of killing a fellow patient has been deemed competent to stand trial. he is charged with first and second-degree murder for the beating death of a man last october. defense attorneys plan to argue he was defending himself from a sexual assaults. prosecutors conceded to present their case against george huguely who is accused of murdering yeardley love. lowell melser has a look at what is expected. >> we saw an across-the-board

display of witnesses yesterday from emt's to first responders and police officers and folks who knew yeardley love and george huguely personally, former uva lacrosse players and sorrority sisters. as we enter today, it is most likely we will get to hear a taped conversation between george huguely and police officers hours after her body was found. if it doesn't happen today, it will most certainly happen on monday. you can feel this case is starting to pick up momentum as the commonwealth continues to present its case. it is going to be an emotional day here in charlottesville. lowell melser, wbal-tv 11 news. >> maryland homeowners who lost their homes because of questionable foreclosure methods will be able to take part in a settlement. this will allow homeowners to

restructure their mortgages or seek some compensation if they lost their home to things like robo-signing. >> this is just a first that because of the habits of the banks. >> a portion of the 11 million homeowners underwater on the mortgage will be affected. some good news from b.g.e. that could put more money in the pockets of rate payes. people can expect to pay $100 to $200 less this winter. electricityase in elec use among marylanders in december. >> lee stephens to be the first

person sentenced to death under the new capital punishment guidelines after a jury convicted him for the stabbing murder of corporal david mcguinn. stevens is eligible for the death penalty. he will be sentenced next week. a man was shot and killed it northwest baltimore. the victim was pronounced dead at the scene after suffered a gunshot wound to the head. no word as to a suspect or a possible motive. >> police are searching for a man believed to behinbe behind e of burglaries. the latest incident took place on january 13. police believe he is driving a black lincoln. 1al-2707 is the license plate.

anyone with information should call metro crime stoppers at 1- 866-7-lockup. >> emergency contraceptives at the vending machines? that is the talk at towson university. jennifer franciotti has more on this controversial proposal. >> they will not be along side your stickers bar. this would be inside the health center. school officials made the plan b pill available for students at a college in viepennsylvania. it is available over the counter without prescription for women over the age of 17.

students in need will have to make an appointment with campus health officials and talk about the use of the pill. it would be less of a hassle with a vending machine that would increase in students' privacy. >> in 2011, we dispensed about 155 doses right from the health center. but again, now that it is over the counter, people can go to a pharmacy, but that is not convenient for a lot of students that live on campus and don't have transportation. so a vending machine could solve that issue. >> so right now this is only in the discussion process. there are a number of things that have to be worked out including funding for these and vending machines. the price ranges from $1,200 to $4400 per machine. jennifer franciotti, wbal-tv 11 news. >> thank you. that brings us to our water cooler question of the day. do you think over-the-counter

the clouds are starting to thicken up off to the west. that trend will continue as we have throughout the day today. i think it will be mostly cloudy into this afternoon. this is far enough away that we will wind up with dry weather through the evening commute. i think we'll get to the evening commute without any of this stuff moving in. high temperature between 45 and 50. we have a chance tonight for a mix of rain and snow. temperatures will drop back into the 30's. this will be a complicated weather setup between tonight and tomorrow morning. low pressure is moving up the coast. an arctic cold front will come through the middle of the day tomorrow. these will combine into a big snowstorm in new england.

we will wind up with a batch of light snow in the morning and then some more snow showers in the afternoon with the arctic boundary. it will be snow went off and on all day tomorrow. it will not be a steady snow on saturday. i think we will wind up with a general one to two-inch snowfall. there will be enough called think it will i stick to the ground. maybe in annapolis, you guys could see some accumulating snow. other maryland, all rain. most to you, one to two inches of snow. a good chance for off and on snow on saturday. it 35 on sunday. it will be 8 windy day and it

slow up just a bit. that is the latest on traffic pulse 11. >> president obama has freed 10 states from the no child left behind act. he said the law was flawed in its application. states faced an all or nothing approach to federal funding where every student has to test a grade level by 2014. a former top aide to gabrielle giffords says he will run for seats. ron barber said giffords asked him to run. she resigned last month. a special election takes place in june. the green light to the first new nuclear power reactors is the 19 7070's.

construction of two new reactors will be near atlanta, georgia. there are safety concerns over aging reactors. the new reactors should be able to go online by 2016 or 2017. >> four million tea disks are being recalled to. this includes maxwell house that our plastic and filled with coffee. there have been more than 20 reports of incidents. frequent-flier miles can come with a catch -- taxes. thousands of citibank customers received notices in january. they produced taxable income.

their ability as the gop front runner -- about his durability. >> a pennsylvania woman is charged with having sex with a student. she was arrested on thursday after officials received an anonymous tip accusing her of abusing a student from the fall of 2010 to last month. none of the incidents took place on campus and she has been fired. >> saying nearby to the former mayor of annapolis. he died on wednesday of a heart attack. visitation is scheduled from 2:00 p.m. until 5:00 p.m. on sunday. a memorial service is scheduled on monday. he was 70 years old. >> a controversial proposal at towson university.

jennifer franciotti is live in towson with reaction to this proposal. good morning. >> this is still in the early stages of discussion. the overall goal is to prevent unwanted pregnancies and to protect students' privacy. the university is looking into installing a vending machine at the dow health center which would dispense the emergency contraceptive pill plan b during business hours. this comes on the heels of shippensburg university, where officials there at the pennsylvania school this week have made the pill available to students through an on-campus vending machine at their health campus center. >> in 2011, we dispensed about 155 doses right from the health center. but again, now that it is over the counter, people can go to a pharmacy, but that is not convenient for a lot of students that live on campus and don't have transportation. so a vending machine could solve that issue. >> health officials say plan b can be used to prevent unwanted pregnancies if taken with 72 hours after unprotected sex,

and is available over the counter without prescription for women over the age of 17. currently, towson university students who are in need of emergency contraception would have to make an appointment with campus health officials and talk about the use of the pill. with the vending machine, it would make the process less of a hassle for students and allow males to have access to that pill, as well. and above all, officials say it protects privacy. >> describe it -- nobody's around you. nobody sees it. you don't even need to tell anybody. >> this is one of the reasons that the brand name is plan b. so if plan a doesn't work, people -- women and couples have a plan b to prevent pregnancy. >> the cost for these vending machines varies widely -- anywhere from $1200 to $4500. one thing that needs to be worked out is cost and how it would be funded. jennifer franciotti, wbal-tv 11 news.
