we have an overturned vehicle north on 97 just past 50. we will keep you posted on that. it may impact southbound traffic. charles street, we have an accident in the city being clear. 55 on the west side. no delays to report of the entire beltway or on 95 out of cecil county. downcil county, 213, we're to one lane because of fire activity. we'll update you on 50 at 97. this is westbound traffic. we're watching for delays north on 97 just past 57 where we have the overturned vehicle. just pass 50. moving well on padonia from the maryland line down to the beltway. that is the latest on traffic pulse 11.

>> the mayor will give her stayed of the city address this afternoon. >> kim dacey is live with more on what we can expect to hear. this is the mayor's third state of the city address and she is expected to outline her plans to improve baltimore. crime statistics have dropped compared to previous years. a spokesman for the mayor says she wants to build on these lower numbers and will unveil her ideas to make city streets safer. she is also expected to talk about her plans to cut the city's property tax down from $2.26 to $2.20 by the year 2020. when it comes to city schools, the mayor is expected to talk more about funding construction projects through a tax on bottled drinks. a local political analyst predicts this could generate millions of dollars, but not enough to pay for of all the necessary construction. he says of all of the issues facing the city, creating good schools is the most important. >> first because it now begins to seem realistic. we have seen the schools begin

to improve. test scores have begun to go up. and second because that is what keeps families in the city. >> the state of the city address will be here in city council chambers at city hall at 2:30 this afternoon. reporting live at city hall, kim dacey, wbal-tv 11 news. >> police are searching for two man who robbed a pizza place at gunpoint on saturday night. employees were forced to give them cash from the register. the suspect then fled with an accomplice who was waiting outside. a suspect received a suspended sentence for an accident that injured two students back in may. thomas green was under the influence of alcohol when he hit to the students.

murdering yeardley love. we look inside their troubled relationship. >> the videotape statement to police sparked emotion and tears from the accused killer and yeardley love's family. on the witness stand, the detective recounted the events shortly after love was found dead. she said huguely had been drinking the day before his statement and sounded groggy as he described the recent turbulence with love, whom he called his former girlfriend. they had learned that the other had been unfaithful, and he went to love's apartment to talk things over. but he said love got defensive when he entered her bedroom. he said, i was like chill out and shook her and she started freaking out. she said she kept hitting her head against the wall. -- he said she kept hitting her head against the wall. he said, "i never strangled her. i may have grabbed her neck." the detective told huguely that

sunday morning. police believed the shooting may have been a suicide. latest move on the birth control mandate is not enough, according to edwin o'brien. employers can be denied birth control coverage to their employees. a bill being offered may change the exemption. volunteers are working in washington state to soar through more than 10 tons of paper and trash at an area dump. may have made a final visit to that dump. >> the passing of whitney houston changed the dynamic of the grammy awards ceremony last night. we have more.

northeast baltimore. officials responded around 2:30 on sunday morning and they found kyndal staten suffering from multiple gunshot wounds. >> right now detectives are investigating this incident and right now they are stumped. we're hoping for the public's help. >> no word on the condition of the victim. call city homicide if you have any information. a cab driver is recovering after being stabbed over the weekend. robert donley picked up a passenger 1:30 on sunday morning and that is when the suspect demanded money and stabbed donley. the state of the city will be the topic this afternoon at city
