to get across. that is the latest on traffic pulse 11. >> a deadly shooting in north baltimore has city police looking for answers this morning. the family dollars store on 29th street. police say the victim was shot through the window of the store and he died at the hospital. prosecutors continued to lay out their case against a man who murdered a trooper. wesley brown was murdered after he was kicked out of an apple of 2010.n june there is no forensic evidence connecting williams to the crime. a dramatic day of testimony in charlottesville, virginia. lowell melser it tells us we can expect this morning.

>> you kind of get a feeling that the commonwealth is now closer than farther than resting its case either later today or possibly earlier tomorrow. the medical examiner was left on the stand yesterday. today he will continue to be questioned by the defense. then he will step down. a neurologist specialist will climb up on the stand. he'll testify and then the medical examiner will be recalled to discuss yeardley love's cause of death. there is some dna evidence we need to revisit. different swabs taken from both apartments. it will be interesting to see how that plays out. it is anyone's guess as to when the commonwealth will rest. we will stay on top of the case and have the latest development tonight at 5:00 and 6:00.. lowell melser, wbal-tv 11 news. >> hours after baltimore officials said it is ok to

record public activity, a man is asked to lead while he was recording officers making an arrest. kim dacey is live at city police headquarters with more details. good morning. >> the incident happened early saturday morning in federal hill. the man uploaded the video to youtube and then filed a complaint with baltimore city police. scott cover came across the arrest in progress near the corner of east cross and patapsco streets. after about 30 seconds of recording the incident on his cell phone, one of the officers asked him to leave. just hours before this incident, baltimore city police issued a seven-page general order that says citizens have a right to film police on public property, and recording devices cannot be taken away except under certain circumstances. scott mentions the order during his encounter. >> i'm asking you to leave. >> all right. >> walk down the street. >> all right. >> down the street. >> and you guys do know you have a standing order to allow people to record it.

fondled inside a car. he was mentoring young girls. >> the governor believes he is a few votes short of passing the same sex marriage bill in the house of delegates. he spoke to hundreds that rallied last night. placer the senate approved the bill but it did not make it too late to vote in the house of delegates. they hope the bill will pass this year. ulysses currie could soon learn his punishment. he was acquitted of federal bribery charges last year. he answered questions from a joint committee on legislative ethics. the committee could deliver its

recommendations later this week. >> the budget battle has begun on capitol hill. some republicans are calling it a campaign document. >> members of the administration will be on capitol hill this morning defending the president's budget strategy. a special delivery for congress. president obama's federal budget arrived on capitol hill monday sporting a $3.8 trillion price tag. the blueprint for fiscal year 2013 spends more on education, infrastructure, and transportation. >> at a time when our economy is growing and creating jobs at a faster clip, we've got to do everything in our power to keep this recovery on track. >> the plan also cuts $4 trillion from the deficit within a decade, paid for with a tax hike on the wealthy, and slashed government spending. the budget includes half a trillion dollars in defense cuts over 10 years. >> and the truth is, we're

but surveillance video shows him entering the victim's room twice on the night he was killed. the same jury that convicted lee stephens also says he can be put to death for the crime. under the new guideline, the defendant is eligible for lethal injections if there is a videotaped confession or dna evidence linking them to the crime. blood was found on his clothing. >> the mayor says she knows what it will take to bring families back to baltimore. the mayor said if baltimore can guarantee the basics like good public schools and decent jobs, people will move back. >> improving schools for kids. making our communities safer for families. tearing down vacant homes. listening to the concerns of our citizens and targeting our resources to respond, all while

a woman who gave a pregnant 16- year-old the abortion pill has been sentenced to home detention. pled guilty to reckless endangerment by giving the teenager a dose of ru-486 that she got on line. teenager was 20 weeks along at the time. a deadly shooting in north baltimore. investigators were called to the scene just after 6:00 p.m. at the family dollar store. police say the victim was shot through the window of the store. he later died and eight area hospital. -- later died at an area hospital. $3.8 killion plan includes tax hikes on the wealthy. it cuts $4 trillion from the
