shutting off gas to about 900 customers in this area. they were doing a routine water main repair when the damage happened. now the gas needs to be shut off to the homes and businesses in this area before crews can do all the repairs, and it is going to be a long process. >> we still have to get into each building, turn the gas off, then go back to the gas main and drain the water out. after the water is drained out and all repairs are made, would then have to go back to the customers' homes, all the buildings, and restart gas service if it is save to do so. it is going to take several days. >> we know a lot of people may not have really known all lot about what was going on. they may have been at work all day. we are between wilkins and frederick road. the damage to the water main also affected water service to this area. about 200 customers do not have water, and officials say that

three years. even though the governor's bill tried to address everyone's concerns, he says getting it through the general assembly will be a very heavy lift. the gas can guess from the greater washington board of trade. he is trying to win legislative support for adding another 18 cents to the price of a gallon of gas. the public opposes as much as a penny increase. >> that is our quandary right now. the pennies we invest right now cannot save us down the road. >> the governor proposes applying the state's 6% -- 6 cents sales-tax at the gas pump. the price goes up 15%, the 2%

increase would be delayed. the legislation to give local jurisdictions more state aid for transportation projects. bunning levels would be restored to 7% for baltimore city -- funding levels would be restored. it built a fire wall around of funds designed to keep it from being used for other things. in order to transfer funds out of the transportation trust fund, it would take a stand- alone bill, receiving a supermajority vote in each chamber. it would then have to be certified by the state treasurer to the board of public works. all they did happen, there is also pay back provision. >> it is a very tough thing to get. >> the governor's bill also addresses concerns raised by gas retailers. we'll have more on that, new at 6:00. >> a man in harford county is on his way to shock trauma right now after being trapped underneath the tractor and a supply company in tyler's bill.

-- skyteam 11 was over the scene just about an hour ago. we are told the victim is now listed in serious condition. there is no word on how the accident happened. now to the latest on the george huguely murder trial. today, the jury heard hours of medical testimony from the two grain exports, both the telling yeardley love's entries and the cause of her death -- from two brain experts. both told about yeardley love's injuries. >> today without a crash course on the inner workings of the brain as to neuropathologists took the stand. one said in her opinion, there is a lot of evidence that her injuries were caused by a blunt force trauma. more agonizing in graphic testimony jurors -- tuesday as head two brain experts took the stand. dr. christine fuller performed

the autopsy on yeardley love of the brain. numerous photos of her brain is dissected into sections were shown to the jury as the doctor explained several abnormalitie'' that she noticed. among the highlights, contusions and in the left and right side of the brain that her opinion recall my blood force trauma. she said for example from the speeding up and rapid stop of the head, which could happen from both and slamming against a wall or structure. there was hemorrhaging in the brain stem that she said was all so consistent and it brought project with a blunt force trauma. -- all " -- also consistent with a blunt force trauma. >> another expert was brought in to get -- to give a second opinion and to conduct a special stain tests that dr. fuller did not have access to it the time of the autopsy. dr. lopez fully agreed with dr.

>> 18 cents a gallon. that is how much more you could be paying for gas in the governor's transportation bill goes through. we'll have more on what we learn about the governor's plan in a moment. first, an update on a story we have been falling all day. >> crews are still working to restore water and gas to hundreds in southwest baltimore. we are told that crews damaged a gas line while repairing a water main early this morning. b e he says they must enter about 900 homes and businesses in the area to turn off the gas service all the gas main is being repaired. about 200 homes in the surrounding area are now without water. officials said they hope to with -- hope to restore the water sometime within the next hour or so. we will have a live report at 11:00. >> we have the only camera
