as governor o'malley it released the details of his transportation bill. we first broke the story on wbaltv.com. >> all accounts, it will be very tough sell. david collins is live in annapolis with more on how the plan could cost you. >> first of all, the increase adds 18 cents to a gallon of gas within three years. the measure makes it harder to shift transportation trust fund money for other purposes. the governor at mintz general assembly passage is a very -- the governor admits general assembly passage is a very heavy lift. it is something the governor cannot afford to run out of. the governor says -- the public opposes as much as a penny increase.

>> that is our quandary right now. we have to break out of that since that the pennies we invest right now cannot save us down the road. in fact, they can. >> the governor proposes applying the state's 6% sales tax to the price of a gallon of gas. it will be phased in over three years. if it goes up 15% of the previous year, a braking mechanism would kick in. it would give local jurisdictions more state aid for transportation projects precauti. in order to transfer funds of the transportation trust fund, it would take a stand-alone bill, proceed to a supermajority vote in each chamber, and then have to be certified by the

state treasurer through the board of public works. if all that happens, there is also a payback provision. >> it is very tough thing to get. >> the recession scaled-back preservation projects severely. the governor says the current gas tax of 23.5 since a gallon does not pay for much these days. >> this is a graph that shows the decline in purchasing power of that 23 cents through the years. >> the legislation also allows retailers to recalculate prices every six months instead of daily. >> getting this through the general assembly is a very heavy lift. >> what has not been spelled out is what happens after the first sales tax is enacted and gas prices skyrocket. >> tonight advocates for a big plan to rebuild many city schools are wondering if the

mayor and the city schoolteacher or on the same page. it all stems from an the state of the city speech monday. jayne miller is live in the newsroom with more. >> a lot of phone calls getting made today about that very issue. for years, the city school system has tried to fix it schools in one room at a time. now it is looking to rebuild the whole house with one big pot of money. the mayor's comments make it appear she is not on board with the school system's plan. it is hard to find anyone who disagrees, that school systems buildings are old and in disrepair and badly in need of renovation and replacement. the city's schools ceo is pushing a plan in annapolis to borrow $1.20 billion for the sale of bonds to foot the bill. the mayor is pushing a much more modest plan, $300 million, also borrowed through the sale of bonds. cut the mayor criticized --

>> it is false to say we can borrow a billion dollars but we will not have to pay back one way or another. >> i am concerned the impression might have been left that the mayor is not supportive of what we are pushing in annapolis, but i think she is. >> a leading advocate in the pitch for school renovation supports the bigger plan and saw assurance today that the mayor has not backed away. the city is a key source of the money needed to pay off debt for school construction, along with capital funds from the state and the city. alonso has his eye on an increase in the city's bottle tax and he wants a piece of clutch revenue. without agreement, the plan will be a tough sell in annapolis. could i am hoping she will be communicating her support to annapolis so there is no mixed message. >> the mayor's press secretary today insisted the mayor is not

an opponent of alonzo's school construction plan. he said nothing prevents that plan from being considered. >> tonight, president obama is urging congress to extend the payroll tax cut before expires at the end of this month. this comes one day after house republicans backed off on demand that spending cuts be attached to the measure, but it is still not a done deal. here is sally kidd. >> senate republican leaders are saying is the likely the payroll tax cut extension will pass. negotiations on other key provisions are continuing. obama is calling on congress to extend the payroll tax cut without, and without delay. >> noah ideological side chose to gum up the works. no self-inflicted wounds. this middle-class bill

sally kidd, wbal-tv 11 news. >> a man is in serious condition at shock trauma tonight after a tractor accident in harford county. here is the view of the scene of a tractor supply company on uighur road. crews recalls -- called to the scene around 4:00 this afternoon to rescue the man who somehow became trapped underneath the tractor. the search continues for a suspect after a deadly shooting in east baltimore. police arrived at a family dollar store and we are told the victim was shot through the window of the store. he was rushed to hospital, where he later died. there is no word tonight on a motive. >> testimony continued today about the cause of the death of yeardley love, allegedly at hands of george huguely. lowell melser or has the latest

from charlottesville. >> as we expected, after hearing testimony from 2 neuropathologists concerning injuries to yeardley love's brain, his medical examiner was recalled to that stand and he said in his opinion, love died from blunt force injury to her head. >> two brain experts took the stand, the first performed the autopsy on yeardley love's brain. numerous photos of her brain dissected into sections were shown to the jury, and dr. fuller explained several abnormality she notice. contusions on left and right sides of the brain that in her opinion and caused by blood force trauma. for example, she said, from a speeding up and rapid stop of the head, which could happen from the head slamming up against a wall or structure. she noticed hemorrhaging in the

brain stem that is consistent with a blunt force trauma. this area since messages to and from the brain and without it would not be able to breed and keep your heart beating. dr. beatrice lopez next took the stand crew she was brought in to give a second opinion as well asks conduct a protein test that dr. fuller did not have access to at the time of the autopsy. dr. lopez fully agreed with dr. fuller's autopsy and also stated that low's brain injuries could have only come from trauma and not cpr done by e. mt's on the scene. a medical examiner was called to the stand, armed with a brain -- armed with feed grain export data. he said that in his opinion, yeardley love died from blunt force injuries to head, which caused her heart to stop beating and ultimately to die. testimony continues at this

the last couple of hours there has been some light rain reported down at bwi marshall, but still only a trace amount. to the north and west, the hd doppler indicate some of snow. it indicates some snow. near freezing in ohio, 35 and pittsburg right now. cover 40's and some 50's still being reported down through virginia. as long as we stay on the warmer side of the system, the only precipitation we are looking for is a few sprinkles of rain. the skies will start to clear as we get past midnight and into the early morning hours. snow showers in the mountains while we see partly cloudy skies by wednesday morning. early in the morning, temperatures in the outlying suburbs may dip into the upper

20's. most of the night it will stay well above freezing. there is not a strong area of high pressure moving in behind this system, so you see cloudy skies back to chicago and louisville. we are expecting sunny to partly cloudy skies tomorrow. at the end of the week, we deal with a couple more weather systems coming in. without the arctic are canadian air, the next couple of systems will be threatening us primarily with rain. sunny skies and mild temperatures tomorrow, then here comes that next batch of wet weather on wednesday. clears out on friday before another weekend storm can approach. a mostly sunny day tomorrow, 49-54 and breezy. maybe the most important number here, 6:50 9:00 a.m., the first sunrise before 7:00 a.m. as the days -- 6:59 a.m.

some snow showers and announced tonight and tomorrow morning, rain and snow showers and the amounts on thursday. the mild weather continues on the eastern shore for a couple more days. at ocean city, with those mild temperatures, some rain on thursday with a high of 52. 49 the showers likely on thursday. clouds increase again on saturday, leading to a slight, 30% chance of rain or snow showers. sunny skiesor presidents' day on monday, with a high of 45. >> this is 11 sports. >> orioles pitchers and catchers report to spring training this coming weekend at sarasota, florida. don't look for any big names on this team.
