produced some big snowstorms. you'll see some cloud cover to start the day but then it will turn sunny. 41 degrees at the airport under mostly cloudy skies. it will become mostly sunny by the time we get to the afternoon and the high temperature will climb into the low 50's. first we say good morning to sarah. >> how much we do love a snowstorm? >> a little bit. >> we start at harford road, some closures remain in effect because of fire activity in parkville. we have a water main break. 19 miles per hour on the outer loop as you make your approach to the curtis creek drawbridge. we have construction so the inner loop is closed. we see some delays.

11 minutes on the outer loop north side. eight minutes on the inner loop over towards the 83's. 95 south of 152 looks pretty good so far at mountain road. this is traffic on 7 the west of the beltway and problem free at the moment but building on the -- this is traffic on 70 west of the beltway. that is the latest on traffic pulse 11. >> we are expected to learn more on the future of the baltimore grand prix. the city will announce a new five-year plan which will replace the old deal. the city board of estimates will vote on a finalized contract on february 22. a teenager accused of gunning

down his father will be tried as an assault. a grand jury indicted robert richardson iii. according to police, sgt shot his father -- rich and shot his father -- richardson shot his father. the man who escaped from custody will spend a quarter years in prison. he escaped a holding cell after asking a guard for toilet paper were. he faces first-degree sex offenses in north carolina. the prosecution could wrap up its tryout in the case against george huguely. medical experts described yeardley love's injuries. lowell melser has a look at what

we can expect today. >> as we now enter the eighth day of this trial, six days worth of testimony, we're nearing the finish line for the commonwealth. they made it clear to the judge that they would be wrapping up their case sometime today. we ended with dna evidence last night. today we will hear more of that dna evidence as the commonwealth wraps up its case and the defense takes over. it is not clear how many witnesses the defense will call. the judge is willing to go into saturday if need be and into next week. we'll keep an eye on things and have an update at 5:00 and 6:00 p.m. lowell melser, wbal-tv 11 news. >> thank you. hundreds of residents in southwest baltimore are getting ready for their day without natural gas. jennifer franciotti is live in the location and it does not look like it will be a quick fix. >> this is a frustrating

last thursday when she ran a stop sign and crash into a trade. she was not wearing a seatbelt -- and crashed into a tree. she died on sunday. a man is in serious condition after an accident in harford county. this happened at atlantic tractor on willis school road. the employee was working on a tractor when the jack supporting it collapsed, pinning him underneath. >> a new bent on twitter for towson university football players has become a free speech debate issue. the coach is providing his players from using the website. a college football player was suspended for a controversial stweet involving a racial

when i talk about snowstorms. ava is talking about flowers. thank you. there are some newly engaged couples after valentine's day. 41 degrees at the airport. 34 in parkton. there is cloud cover to start the day. this will be breaking up pretty quickly this morning. the clouds are starting to break up and the trend will continue. it will turn mostly sunny and later today. the next alarm giving us some rain is moving east pretty quickly. you can see some rain back in illinois and st. louis. the weather should be fine today, mostly sunny after a cloudy start with high temperatures in the upper 40's and low 50's. the average high is 45.

day for a national referendum. heavy shelling continues where military forces have been bombarding rebel forces for several days. hundreds are believed to a been killed. a nuclear power plant has violated the free safety regulations. the worst of the violations stemmed from an incident last september. half of the control indicators were lost because of electrical problem that was caused by workers at the site. the plant will have to go increased safety inspections. whitney houston's family and friends will say goodbye to the pop star in private. the funeral home or body was taken says the service will be by invitation only. after sharing her with the world, the family wants to say goodbye in private.

thank you for joining us this morning. another mile day today? >> -- another mild day today? >> we will call it decrease in clouds. it will become mostly sunny and we expect a high temperature around 51. we will check the seven-day forecast coming up in just a few minutes. >> cooking breakfast could be difficult for some residents because a gas main broke. >> jennifer franciotti is live at the scene. >> they have to go door-to-door turning off gas to the homes and businesses affected. that will start around 7:00 a.m. this morning. rainout it is certainly an inconvenience. the view from above only tells half the story of the gigantic mess down below. >> i have water but no gas. >> well, i won't have gas, i don't have no water. >> a baltimore city dpw crew

was working on a 10-inch water main break around 3:30 tuesday morning when a piece of asphalt fell forcing water into a gas line. now b.g.e. has to go door to door to shut off the gas to about 900 homes and businesses before they can get the problem fixed. >> we still have to get into each building, turn the gas off, then go back to the gas main and drain the water out. >> we are canvassing the area. we are making progress. but again, you're talking about hundreds of homes that we have to access. >> once the main is fixed, crews will have to go back and turn back on the gas. they will work with the city to get inside structures if they cannot get in touch with residents or business owners. the entire process will take several days, we're told, while diana and her neighbors go without heat and a long list of other inconveniences. >> i went and digged into my cupboard and got my hot plate out so i'll be able to cook a little something. and i got my microwave. >> i do not know what we're going to do. we'll make it. that is all we can do.

>> this is a painstaking process. we're told the water has been restored. about 30% of the residence in this area are vacant. they need a locksmith for a police officer for safety reasons and that could take some time. jennifer franciotti, wbal-tv 11 news. >> asking for money to improve security. people would gather outside perkins to support recommendations in the governor's latest budget. three patients were killed at the hospital in the last 18 months. >> a baltimore city elementary school could close its doors for good in june.

as would affect south side academy in cherry hill. and more of your park middle school when he struck their middle school programs and become an elementary programs. several meetings will be held to gauge the feedback. schools in anne arundel county are cutting ties to a company that failed to build up to the promise of a charter school. there will cancel the contract with imagine schools tomorrow. the school would have addressed overcrowding. school officials are in talks with another company to build a new school opened in 2013. >> it will make a world of difference. we have an excellent school here.

when you are 120 students over, the activities that you can do it increases the classroom size. that will make this a better school was giving us more school choice for the neighborhood. >> the new building is expected to seat more than 700 students. >> a deal has been reached to extend the payroll tax cut. kate amara has more on how the agreement was hammered out. >> several lawmakers predicted the house will approve this deal. from capitol hill this morning, good news for anyone who gets a paycheck. democrats and republicans struck a tentative deal late last night to extend the payroll tax cut to the end of this year. >> i think this will get the majority of votes in our conference and i expect to see a number of democrats voting for it, as well. >> the white house estimates that without the extension, the average american family would lose about $1,000 a year, about $40 per paycheck.

>> $40 less for groceries to feed your kids, it would be $40 less for the medications you depend on, $40 less to cover bills and the rent, $40 less to take care of an elder parent. >> the agreement would also renew long-term unemployment benefits and prevent a big cut in medicare payments to doctors. >> just pass this middle-class tax cut, pass the extension of unemployment insurance. do it before it's too late, and i will sign it right away. >> and after republican leaders backed off demands to offset the tax cut cost with spending cuts elsewhere, lawmakers could unveil the plan as early as today. >> i think it is a done deal subject to the t's being crossed and the i's being dotted. my understanding is that the conferees are going to -- after it's all written down, put their signatures on the conference report and file it as early as tomorrow. >> without action, that payroll tax cut would expire at the end of this month. kate amara, wbal-tv 11 news.

talking about, all the more reason that b.g.e. to work as hard as they can to get the gas restored to the customers. crews were working on a water main break. a piece of asphalt fell and hit a gas line. b.g.e. has to go door-to-door and turning off service to some 900 customers. they have about 400 they still need to get to. the need to get in and shut off service. flush the have the shu water from the line. this process may take several days. anyone who is not contacted b.g.e. who is affected should do so immediately -- anyone who has not contacted b.g.e. >> 43 degrees on tv hill.
