11 minutes on the outer loop north side. eight minutes on the inner loop over towards the 83's. 95 south of 152 looks pretty good so far at mountain road. this is traffic on 7 the west of the beltway and problem free at the moment but building on the -- this is traffic on 70 west of the beltway. that is the latest on traffic pulse 11. >> we are expected to learn more on the future of the baltimore grand prix. the city will announce a new five-year plan which will replace the old deal. the city board of estimates will vote on a finalized contract on february 22. a teenager accused of gunning

we can expect today. >> as we now enter the eighth day of this trial, six days worth of testimony, we're nearing the finish line for the commonwealth. they made it clear to the judge that they would be wrapping up their case sometime today. we ended with dna evidence last night. today we will hear more of that dna evidence as the commonwealth wraps up its case and the defense takes over. it is not clear how many witnesses the defense will call. the judge is willing to go into saturday if need be and into next week. we'll keep an eye on things and have an update at 5:00 and 6:00 p.m. lowell melser, wbal-tv 11 news. >> thank you. hundreds of residents in southwest baltimore are getting ready for their day without natural gas. jennifer franciotti is live in the location and it does not look like it will be a quick fix. >> this is a frustrating

was working on a 10-inch water main break around 3:30 tuesday morning when a piece of asphalt fell forcing water into a gas line. now b.g.e. has to go door to door to shut off the gas to about 900 homes and businesses before they can get the problem fixed. >> we still have to get into each building, turn the gas off, then go back to the gas main and drain the water out. >> we are canvassing the area. we are making progress. but again, you're talking about hundreds of homes that we have to access. >> once the main is fixed, crews will have to go back and turn back on the gas. they will work with the city to get inside structures if they cannot get in touch with residents or business owners. the entire process will take several days, we're told, while diana and her neighbors go without heat and a long list of other inconveniences. >> i went and digged into my cupboard and got my hot plate out so i'll be able to cook a little something. and i got my microwave. >> i do not know what we're going to do. we'll make it. that is all we can do.

>> this is a painstaking process. we're told the water has been restored. about 30% of the residence in this area are vacant. they need a locksmith for a police officer for safety reasons and that could take some time. jennifer franciotti, wbal-tv 11 news. >> asking for money to improve security. people would gather outside perkins to support recommendations in the governor's latest budget. three patients were killed at the hospital in the last 18 months. >> a baltimore city elementary school could close its doors for good in june.

as would affect south side academy in cherry hill. and more of your park middle school when he struck their middle school programs and become an elementary programs. several meetings will be held to gauge the feedback. schools in anne arundel county are cutting ties to a company that failed to build up to the promise of a charter school. there will cancel the contract with imagine schools tomorrow. the school would have addressed overcrowding. school officials are in talks with another company to build a new school opened in 2013. >> it will make a world of difference. we have an excellent school here.

when you are 120 students over, the activities that you can do it increases the classroom size. that will make this a better school was giving us more school choice for the neighborhood. >> the new building is expected to seat more than 700 students. >> a deal has been reached to extend the payroll tax cut. kate amara has more on how the agreement was hammered out. >> several lawmakers predicted the house will approve this deal. from capitol hill this morning, good news for anyone who gets a paycheck. democrats and republicans struck a tentative deal late last night to extend the payroll tax cut to the end of this year. >> i think this will get the majority of votes in our conference and i expect to see a number of democrats voting for it, as well. >> the white house estimates that without the extension, the average american family would lose about $1,000 a year, about $40 per paycheck.

>> $40 less for groceries to feed your kids, it would be $40 less for the medications you depend on, $40 less to cover bills and the rent, $40 less to take care of an elder parent. >> the agreement would also renew long-term unemployment benefits and prevent a big cut in medicare payments to doctors. >> just pass this middle-class tax cut, pass the extension of unemployment insurance. do it before it's too late, and i will sign it right away. >> and after republican leaders backed off demands to offset the tax cut cost with spending cuts elsewhere, lawmakers could unveil the plan as early as today. >> i think it is a done deal subject to the t's being crossed and the i's being dotted. my understanding is that the conferees are going to -- after it's all written down, put their signatures on the conference report and file it as early as tomorrow. >> without action, that payroll tax cut would expire at the end of this month. kate amara, wbal-tv 11 news.

talking about, all the more reason that b.g.e. to work as hard as they can to get the gas restored to the customers. crews were working on a water main break. a piece of asphalt fell and hit a gas line. b.g.e. has to go door-to-door and turning off service to some 900 customers. they have about 400 they still need to get to. the need to get in and shut off service. flush the have the shu water from the line. this process may take several days. anyone who is not contacted b.g.e. who is affected should do so immediately -- anyone who has not contacted b.g.e. >> 43 degrees on tv hill.
