before the main can be fixed, which could take days. >> we still have to get into each building, turn the gas off, then go back to the gas main and drain the water out. we are canvassing the area and making progress. you are talking about hundreds of homes we have to access. >> officials said that once everything is fixed on the ground, bge will stop to go door-to-door to turn the gas back on. we're learning more about the future of professional racing in baltimore. the city announced a five-year deal with the downforce racing. the previous still left an estimated $12 million in debt to vendors, the city, and the state. the board will vote to finalize the contract on the 22nd. part of the proceeds from ticket sales will be placed in an escrow account. the city will levy a $3 fee on each ticket. organizers do not have to pay to

under $50,000 recent fee that the city charged baltimore racing development. the community impact funds will be based on ticket sales. the prosecution expects to wrap up its case today and the murder trial of george huguely. our own oil melser is tweeting from the court room in charlottesville, virginia. he reports that two of hug uely's friends took the stand as one, one is saying that he was drunk and another saying he was lying or he had been when he got home. we will have the latest at 5:00 and 6:00. psychologists are putting out the prevalence of domestic violence among college relationships. mental health experts say that alcohol can escalate violence situations and friends often ignore the violence using heavy drinking as an excuse. experts insist that the best thing parents can do is model healthy relationships for children when they are young.

50's. sunshine earlier on, then clouds will be increasing tonight. winds will calm down, but the clouds are increasing at the next chance for rain. -- ahead of the next chance for rain. >> maryland it is one step closer to legalizing same-sex marriage. two house committees voted to send a bit act to the full chamber for a vote, where the bill died last year. gov. o'malley and knowledge is he still needs a few more delegates to pass it. david collins is monitoring the bill's progress and he will let us know when the senate addresses the issue. you thought gas prices were bad now. they could get even worse if the governor has his way. gov. o'malley outlined his gas tax proposal on tuesday. it calls for a 2% increase per year for the next three years. however, there is a braking mechanism that would stall the gas tax. if prices spiked 15% or more.

even with the precautions, the governor acknowledges it will be a tough sell. revenues raised would go toward funding transportation projects. house and senate negotiators have apparently reached a deal to extend the payroll tax cut along with other measures. kate amara has more on how the agreement is hammered out. >> several republican lawmakers have predicted the house will approve this deal. from capitol hill this morning, good news for anyone who gets a paycheck. democrats and republicans struck a tentative deal with last night to extend the payroll tax cut through the end of this year. >> i expect to see a number of democrats voting for it as well. >> it is estimated that without the extension the average family would lose $40 per paycheck. >> $40 less to pay for

shoppers at a portland christie's were called 911 after seeing a naked woman and bound with duct tape in the back of a car in the parking lot. a man and his girlfriend admitted they were involved in a valentine's day role-playing game. they were arrested for disorderly conduct. a fight over where one man's dogs were going to the bathroom turned deadly in philadelphia. a man confronted his neighbor about his dogs going to the bathroom in his yard. the 27-year-old allegedly got upset and shot his neighbor several times. tuesday's shooting was part of an ongoing dispute between the 27-year-old man and several of his neighbors, who were upset that his stocks were running free. still to come, we talk live to the donald about the premiere of "celebrity apprentice." u.s. mint is getting nickel and
