southwest corner. this is the white marsh area and we're seeing a buildup in volume as you make your way down towards the beltway northeast. we will keep you posted. that is the latest on traffic pulse 11. >> a jury continues to deliberate whether lee stephens should be sentenced to death. he was found guilty of first- degree murder in a stabbing attack of a corrections officer. stevens is the first person eligible to be put to death under the new death penalty guidelines. a man will spend 50 years in prison for robbery. this happened last april on south hanover street. he admitted to stabbing the person more than eight times with a pair of knives. the judge sentenced him to life with all but 50 years

suspended. a man could face up to 100 years in prison after being arrested on child pornography charges. police found more than 1000 images of child porn on several computers after searching his home. >> the price of soda it could soon go up again in baltimore city. the mayor wants to raise the bottle tax. kim dacey joins us live to explain. >> the new bill was introduced to city council last night and there were rallies yesterday, both in support of and in opposition to this new proposal. folks in the beverage and grocery industry gathered to voice disdain about the mayor's proposed bottle tax hike. they say the tax is hurting their businesses and they're worried about their jobs. the mayor wants to raise the tax from two to five cents and make the tax permanent, hoping to collect $23 million to improve city schools.

she says she's willing to look at other revenue streams. >> we sat down. we talked to the industry about alternatives. i have not gotten any feedback other than, you know, "no bottle tax." >> we all recognize that the mayor and the city council have serious problems to solve regarding our city schools. but an unfair and discriminatory tax on beverages is not the way to resolve this issue. >> there's no timeline on when the city council will take a final vote on the measure. sources say it appears the mayor has enough votes to make it pass. kim dacey, wbal-tv 11 news. >> thank you. christmas is 10 months away but the mayor is making her wish list for at maryland's congressional delegation. the mayor highlighted the need for school funding, more money

for police training and resources to turn abandoned properties into occupied homes and businesses. into a structure is the key to baltimore's future. we need to keep the port drained. we do have infrastructure to make sure we are fixing the howard street tunnel for a high- speed rail and that we have infrastructure for light rail, the red line, and others and also fix up the baltimore aging water system. >> the mayor will testify in washington to discuss ways water infrastructure needs. >> a man accused of a home invasion in towson remains behind bars this morning. he was arrested on sunday morning.

police say he stole from the home and shot the homeowner in the neck on the way out. >> this time we're not aware of a relationship between the victim and the suspect. our investigators are still exploring that to see if there is some connection. right now we're not aware of any connection between these people. >> the victim is expected to recover. campus police are on alert this morning into somebody assaulted a female student inside her dorm room on sunday. the victim walk up and found a man touching her leg. police say they have no suspects and are asking the students to keep their doors locked. >> primary day in michigan and in arizona. tara mergener tells us how the outcome could affect the race

kind of chilly this morning. we'll have a lot of sunshine this morning. you can see some clouds drifting in our direction. the clouds may thicken up as we head towards the late afternoon hours. there are two separates our systems. one around chicago and another one back in the rocky mountains. these will come by into a bigger storm and it will produce a lot of snow for people in the northern plains. it will be a cold rain maker for us over the next 24 hours. high temperature between 50 and 55. the clouds will thicken up tonight and the temperatures drop back into the 30's but i think it will stay dry. some heavy snow on the backside. for us, a warrain maker.

airlines to raise fares has faltered. united airlines rolls back is prices on some of its routes. u.s. airways did the same on sunday. by monday, other airlines had dropped back on the prices. to date is national pancake day and ihop is flipping with free flapjacks. they will offer up a free short stack of bottom-up pancakes to customers from 7:00 a.m. until 10:00 a.m. the restaurant is asking customers to donate to various charities. they have raised nearly $8 million for charities. some deals companies are hoping you will leave fp day.
