>> breaking news right now. we are over an accident on southbound i-83 in northern baltimore county. >> this is southbound 83, just south of belfast road where it appears that a jeep ended up crashing sideways into the guardrail and flipping upside down. it actually came out as a risky. baltimore county fire crews responded to the scene, able to extricate the victim, but the injuries were serious enough they requested a helicopter to respond to the location. trooper 3 is on the ground. southbound is shut down at belfast. northbound is pretty much back up from this location all the way down pretty much ado to rubbernecking. >> thank you. tonight, a hospital security officer is under arrest. kevin porter is accused of attacking a female patient inside a stairwell. barry is live where porter is

being held tonight. >> a judge ordered kevin porter held on a no-bail status. police tell us the victim made the allegation february 20. she was talking about what happened a couple of days after -- she made that report a couple of days after the alleged assault. it is one of the busiest medical centers in baltimore. the care of patients, the main concern of the staff. now, johns hopkins bayview is working with detectives, investigating one of the hospital security guards. 47-year-old kevin porter was arrested and charged with attempted rape, sex offense, assault, and false imprisonment. he is being held without bail. according to investigators, the victim is a patient at hopkins bayview. she reported the sex offense last monday to police officers at the city's southeastern district. the woman who was part of the methadone program claimed she had just left the clinic and tried to catch a ride home on a transit bus but she did not have enough money. she told police quarter approached her and said he could

get into trouble for fraternizing with patients, but he offered to help with the fare . he led her back into the building and stop her in a stairwell where the alleged attack happened. the woman said she told quarter if he let her go she would not tell me one and he offered her money to keep her quiet. in a statement, johns hopkins said once it heard about the alleged incident, the hospital took immediate action, and the hospital was suspended. safety of patients, visitors, and employees is a top priority, and they take allegations very seriously. the hospital says it is fully cooperating with the police investigation. porter has a preliminary hearing set for march 20. >> thank you. tonight, baltimore county emergency crews are trying to identify a body found floating in essex. a man called 911 this afternoon after discovering the body in a creek near wilson point park. police have not released any

details. also the speeches today of fire fighters attacking a three-alarm blaze in cecil county. the fire started around 1:00 this afternoon in a home in the 500 block of biddle street in chesapeake city. no one was hurt and no word yet on what started the fire. m flags will be flown at half staff of baltimore city fire department buildings to honor the maryland soldier killed last week. he was killed friday night in afghanistan leaving behind a wife and four children, including a son who is a boulder city firefighter. to argue -- to honor his sacrifice, the baltimore fire fighters union has ordered all firefight buildings to fly flags at half staff for 30 days, the same on additional for firefighters who died in the line of duty. lawmakers on capitol hill are asking whether the war in afghanistan is worth the high price. senators quizzed secretary of state hillary clinton and defense secretary leon panetta about the progress of the war at any recent attacks that followed burning of copies of

>> the independent review into the shooting death of a baltimore city police officers outside a club back and january 9 last year has sparked major changes in the baltimore police academy training program for both new recruits and veteran officers. them here at the baltimore city police academy, they are taking some of their training to a couple of different measures, in what some people are calling one of the most creative and innovative training programs in the country. >> the training, the way we incorporate tactics and decision making, help us to develop that well-read person who becomes a well-rounded officer. >> for john king, director of education and training for the city police department, what his staff teaches has an effect on the entire department. back on january 2009 after an officer was killed outside of the select lounge along with a

civilian, the police commissioner felt changes needed to be made concerning how officers handle certain volatile situations. >> we have implemented these training changes to reinforce those lessons learned, and it is about the officers' gaining confidence, recognizing the dangers involved, community outreach, and working together as a team. >> using with the department calls diamond standard training, offices go through a four-week course, emphasizing tactics along with community outreach and diplomacy. most of the time is spent in a classroom or a number of set up scenarios including fake bars and convenience stores, but it does get physical as well. this teacher of self defense says he is emphasizing to officers to always be thinking about the situation they are in. >> you cannot just teach students movement and techniques if you do not deal with their moral compass. it is that core that drives their decision making under

the drug stock. also, there's a small increase risk of type two diabetes and a single liver enzyme test is advised when starting. taking sleeping pills may be associated with a higher risk of an earlier death. researchers analyzed data on 35,000 patients and found those will pop just one to 18 prescription strength sleeping pills annually had 3.5 times the risk of early death, and -- than those taking no sleeping pills at all. the increase jumped fivefold for people who took three sleeping pills or more per week. experts say it does not mean sleeping pills lead to problems but they do say additional research is called for. finally, more americans are seeking dental care in the emergency room. a new study reveals there was a 16% jump in er visits involving a routine dental problems.

>> this issue first came to our attention -- a little bit of it, that is -- when the housing authority was about to have some of its vehicles repossessed to pay lead paint judgment. the repo man has since been put off, but our questions persist -- housing officials say they cannot afford to pay their debt, but that has not ended a lucrative benefit for a lot of people. this is a long way from the city of baltimore, more than 60 miles down route 301, but each day, chris the -- christa phillips makes the trip. she is the inspector general for the baltimore housing authority. her job is to investigate fraud and waste. you have to take from vehicle because? >> we are on call 24 hours. >> phillips lives so far from the job she pays for her own gas, but all the other costs -- >> who pays for the maintenance, repair, where in care? >> that would be the housing authority.

>> she's one of 37 housing employees who gets a take-home vehicle. most are suv's or trucks. the housing commissioner gets a ford explorer. deputy commissioner has this jeep and a prime parking space at the front door of housing authority headquarters. the executive director of the housing authority uses a dodge durango. he drove it to our interview when he argued it is essential for taxpayers to pay for the employees to have the vehicles and commute back and forth. >> it is responsible for us to have vehicles available for key employees who have responsibility for dealing with properties all over the city. >> do you get called out in the middle of the night? >> baidu. >> how often? >> not too often thus far. >> 16 vehicles are used by employees who live in the city, but most are driven back and forth each day to suburban locations.

except for that employee, everyone else gets their gasoline paid for by the taxpayer. at three ellis and 65 cents a gallon, we estimate that adds up to a weekly cost of $854 just to cover the cost of fuel for commuting. housing experts say that is enough to pay for housing vouchers for four low-income families every month. >> is there any policy that suggests to an employee has this benefit that if they are going to live a certain number of miles away and have a longer commute, they may have to pay for that? >> no, we do not have a policy that i'm aware of. >> executive director anthony scott said there also is no accounting for need. how many times an employee uses a cake from vehicle to actually respond to any emergency. the inspector general had trouble remembering the last time she was called in. >> will was the last time you had to go in off hours? >> uh -- what is this?

>> passengers must be breathing a sigh of relief now the military escort is in place to protect them in the sister ship of the cruise ship that capsized off the coast of italy. it caught fire and lost power in private-infested waters off the coast of africa yesterday. more than 600 passengers, including eight americans, were on board. the ship is been drifting with no lights, no air-conditioning, and no propulsion for almost an entire day. it is now being slowly towed to land, and helicopters today ferried in foods and bones and flashlights. still, there are no plans to evacuate the passengers. >> the ship is in stable condition. it is still moving, so it is the safest place for the people on the vote, so there is no reason to disembark people and put them on another ship or with a helicopter. and the two tugboats have joined a french fishing vessel that had joined to pull that ship to

shore. passengers are expected to be trapped on board for as long as two more days. and talk about bad luck. one british family has ties to both the costa concordia disaster and the costa allegra. james was on board the original ship when it capsized, and he survived, but his sister is now on board the allegra. >>, says while both incidents almost gave her heart attack, she is thankful both her children are alive and well. and all this is happening as the 100-year anniversary of the titanic disaster reproaches. the museum for communication in frankfurt has opened a new exhibit showcasing telegrams and other emergency messages from this fateful night on april 14, 1912. those telegrams provide management and documentation of the sinking of the ship as well as the best use. more than 2200 people were on

northern parts of south dakota, this area, winter storm warnings and a blizzard warnings in effect for tomorrow and even in the wintry weather as the rain tries to events up into new england as well. there you see the wet weather developing. probably going to get your sometime mid-morning, continued into the afternoon hours. the yellow and orange indicate the rain could be moderate to heavy at times, possibly a little bit under two hours south where some of the warmer air moves in to southern maryland. for us, just a chilly rain. low 50's to our south and east down to annapolis, and east to southeast winds at 5 miles an hour. winds averaging five to 10 knots and waves right around 1 foot. the forecast calls for the chilly rain tomorrow, but it will clear up with sun returning thursday and with west and coming in off the mountains. that will produce a warming trend. 64 thursday.

>> we may not be able to do anything about the rising gas prices, but airline travelers [inaudible] >> all right, looks like they cannot find your microphone. i think they've got mine, though, so i will read this. we may not be able to do anything about rising gas prices, the airline travelers have defeated the latest air-by the airline on saturday. united airlines, which initiated the hike last week, roll back prices on some routes. u.s. airways did the same on sunday, and by yesterday, delta, frontier, and virgin america had all followed suit. this was the third attempt by the airlines to raise fares this year. meanwhile, fees are going up for mortgage loans backed by the federal housing administration. the agency will increase its annual mortgage insurance premium 5.1% for loans under

the first floor on the harborside. there will be an entrance to the museum, and you will take either an elevator or staircase up into the exhibit hall, which is primarily about half of what light st.'s second floor was. >> along with bubba gump shrimp and ripley's believe it or not, johnny rocket's and mccormick world flavors will be moving in, bringing the occupancy rate to 95%. >> we will be able to offer things that we have not offered in the past, and we think it will be a whole new experience. >> if everything goes as planned, there will be a grand reopening the summer. >> that sounds pretty exciting. baltimore county residents are breaking records with their recycling. the county executive says residents participating in a single straight to cycling program set out more than 51,000 tons of recycled last year, and the increase is not all the good for the environment but also beneficial to the county's bottom line. >> currently, it costs $56 a ton
