>> good evening, everyone. our big story at 6:00 -- a baltimore hospital says it is fully cooperating with police in the investigation of a security officer. >> the officer is accused of the attempt rate -- attempted rape of a patient. >> kevin porter is being held here at central booking without bail. his job was placed in jeopardy once the victim went to police to report the alleged assault. it is one of the biggest -- disease medical centers in baltimore. the care of patients is the main concern of the staff. now, johns hopkins bayview is working with detectives to investigate one of the hospital's security guards. 47-year-old kevin porter was arrested and charged with attempted rape, sex offense, assault, and false imprisonment. he is being held in central booking without bail. the 47-year-old victim is a patient. she reported the sex offense last minute to police officers at the city put the southeastern

district. the woman who was part of the methadone program claimed she had just left the clinic and try to get a ride home on a transit bus, but she did not have enough money. she told police quarter approached her and said he could get into trouble for fraternizing with patience, but he offered to help with the fair. he led her back into the building and stop at the rear stairwell where the alleged attack happened. the woman also said she told quarter if he let her go, she would not tell anyone, and he offered her money to keep her quiet. in a statement, johns hopkins said once it heard about the alleged incident, the hospital took immediate action, and the officer was suspended. "the safety of our patients, visitors, and employees is a top priority, and we take these allegations very seriously." quarter goes back before a judge march 20 for a preliminary hearing -- porter. >> thanks. meanwhile, a body reportedly found in baltimore county today. police say a man called 911 to

report seeing the body. no other information is being released at this time. >> controversy brewing in annapolis. the license plate simply says "maryland supports veterans." proceeds would go to the veterans trust fund. david collins joins us now live from annapolis with more on who opposes helping veterans. >> the push back on this new plate is surprising because the program is designed to pay for itself. mva considers it a hassle and cites lack of space. the state secretary will not support it because the mva won't. for most people, a round of applause for returning military veterans does not come close to really appreciating the debt owed to the men and women in service, and then there are heroes such as this major debate the ultimate sacrifice. >> we have the maryland supports

veterans below it to show that this is for maryland veterans, and all the money raised would go to take care of the disabled veterans in maryland. >> this proposed license plate is designed to honor and support u.s. military veterans. >> we are reminded in the paper of our war that often, but the people want to do something more. they would like to participate and show that they care. this license tag represents an opportunity for the people of maryland to do just that. >> house bill 541 requires the mba to develop and distribute them, and the tax will be available to the public, costing $20 more than a chesapeake bay and agriculture license but it's currently available. presence will go to the veterans trust fund. >> the dollars raised will go to those maryland veterans who have lost limbs, suffer from a traumatic brain syndrome, or have otherwise adversely affected as a result of serving our country. >> but the bill's chances of passage are slim. the state secretary of veteran

affairs opposes the measure because the mva believes the plates are more trouble than they're worth. in a letter to the house committee considering the legislation, transportation officials call it a significant administrative burden and an operational burden. agency officials say collecting and disbursing the money would be time consuming and insensate. it would require computer programming changes. they also point out they do not have enough space to keep the licensed stock. >> the mva says there is no room to store these plates. to that, i say and be a closet or clean off a shelf. make room. >> we think it is a fitting tribute to the veterans, the men and women who have served this nation and gone in harm's way to do the nation's business. >> when i served in iraq and came home to baltimore, it was great to see people standing there welcoming me home. i think this place has the same effect. >> lt. governor anthony rapp --

brown, a colonel in the reserves, liked the idea when he -- and we showed him the sample. he seemed surprised to learn that not everyone is embracing it, and he said he would look into it. >> thanks. annapolis legislators are also considering a bill that would withhold funding from state agencies that repeatedly failed to address problems uncovered by auditors. the measure was introduced today by carroll county republican delegates and is designed to hold state agencies accountable. >> we are just not putting enough pressure on them to do what is right. it is an accountability factor. audits of at least three repeat audit findings. the legislature would withhold up to 5% of their budget until the auditor says that the findings have been fixed. >> delegate bates says she has identified 38 state agencies that have at least three repeat of the findings, and she says some agencies have as many as eight repeat findings. >> be well, baltimore city's legislative and financial concern -- how to come up with

$3 billion to fix up old school buildings -- meanwhile, baltimore city's legislative and financial concern. >> the plan forces cities to increase the bubble tax, but the mayor made it clear that in the end, she wants what is best for children. >> i have experienced good and bad school buildings, and i think that every school building should have the proper resources. >> city school officials say they simply cannot keep pace with the backlog of projects to fix up old buildings. that is why the city school ceo and the mayor were among those in annapolis pushing a bill which would give the district the authority to use state dollars in the form of a block grant to borrow even more money. >> it is certainly not the end -- it is the beginning of a process that will get us to the amount of money that i know that we will need to have a school system that we can be proud of. >> the mayor is not backing away from her proposal to raise the city's bottle tax to help pay

for construction, a proposal the .eo says he will also backe >> time for money for our city school kids. how it comes for us, that is not my business. it is the city council's business, the mayor's business. time for everything -- i am for everything that brings money to these goals. >> the aclu says it is behind what works for children. >> we are supporting all the sources of revenue that they put on the table. the state aid we're talking about in this bill is the biggest cut, but we will need several different revenue sources in order to borrow the money up front, and the mayor is supporting this bill. >> city school construction bill now heads to the senate. >> thank you. the aftermath of the independent review into the shooting death of officer william corbett back in january last year. the police commissioner

obama. he loses michigan, he starts to lose that argument. >> ron hall headed to virginia for an evening rally. then a campaigning in georgia, newt gingrich rolled out a new fund-raising campaign based on his plan for lower gas prices. >> you could give one newt gallon, which is $2.50, or you could give 10, which is $25. >> there are 35 delegates at stake in michigan, and they will be given up proportionately. mitt romney is favored to win the arizona primary. there are 29 delegates at stake, and it is winner-take-all. >> the rate of what is called tree cover is reportedly dropping in baltimore city. the baltimore sun reports that the organization found tree cover in the city is dropping nearly 0.5% a year. researchers were not able to determine the exact reason, but they add that it could be the result of strong storms,

development, and also events like the baltimore grand prix. cities with even bigger tree loss problems are new orleans, houston, an albuquerque. >> even have noticed a lot of changes going on downtown. construction is a common sight these days along the pavilion with lots of new tenants preparing to live in. bubba gump shrimp is moving in. upstairs, ripley's believe it or not will call the light street home. bringing the occupancy rate of the pavilion of to 95%. >> you have to work with what the public is looking for, what visitors are looking for, so we have adapted to that. i think our customers are not only tourists, but they are local residents that have increased significantly in the last years, and the office workers that work in the core of baltimore city. with the new attraction and new restaurants and new retail, it covers those bases. >> along with all the new tenants, some of those who were already residents are renovating. and now, your 11 instaweather

plus forecast. >> yesterday was 67 degrees in downtown baltimore. today, 10 degrees cooler. that front did not go through and make a difference, but still committed to other 50's, significantly higher than the normal high of 48 for the 20th day of february. mourning was chilly, but not that cold compared to normal. normal is still down below freezing. the record low in the single digits was set by 1944. little bit of cloud cover approaching now from the west. we will see more of that as we go through the night, and in advance of the next with the system coming in. the forecast for this night calls for increasing cloudiness. to the east of baltimore, the cloud cover will take a little longer. closer to 42, however, in downtown baltimore. as the area of high pressure that produced today sunshine retreats, the storm in the

middle of the country gets closer. cold air on the north side. as the storm tracks into the cold air, it will produce some wintry weather, maybe some really strong. even in the east, where the moisture will run into some cold air over new england, there are winter storm watch as an adviser is up for the leading edge of the precipitation, but we are a little too far south for that. it looks just like a chilly rain around here. the storm will likely start bringing rain in by mid to late morning. i'd be able to get the morning rush hour in ok, but the afternoon rush-hour will still be a little bit but. storms should clear out thursday morning with westerly winds and some sunshine thursday will turn into a mild day but will not last long. the next system approaching, pushing range war charleston, west virginia by friday, and looks like that will get into our area as we head into the upcoming weekend. periods of rain tomorrow, cloudy, rock, chilly day.

loaded with 50's south and east downtown for annapolis. sunrise on wednesday morning at 6:40. southeast winds on the day with waves averaging about a foot. they water temperatures ranging from 44 to 45 degrees. and in western maryland, milder weather. 53 with someone on wednesday. breezy and cooler on thursday. east of the mounds will see some and tomorrow, about 50 degrees on shore. look at the 65 thursday as the sunshine comes back with a west breeze. same scenario down at the lower eastern shore, but they could even hear some thunder tomorrow afternoon or evening with highs in the mid-50's and almost 70 on the lower eastern shore on thursday. still, the seven-day forecast, cool and cloudy, wet day tomorrow. sunshine and a westbury's on thursday. friday, we start with sun and and with clouds. in the evening, a little bit of light rain may develop, but most of the rain will come in on saturday, including thunder, and that will be followed by a blast of cold, march air with some
