a small memorial stands in memory of 5-year-old mya carr. >> she was a cute little girl. the last time i seen her, she was playing. she was a polite little girl. she had manners and everything. >> the moral is on the porch of her father's home in northwest baltimore. police have arrested him, 22- rolled matthew carr and charged him with beating his daughter to death. she was taken to hospital where she died after being found unresponsive. >> it was obvious that she had suffered multiple body traumas. she had fractures on her face, bruises all up and down her body. it is a horrific thing. no child should have to go through something like this. >> detectives questioned her father, the only person home with her. according to court documents, he

appeared to have been drinking, but he admitted that after beating her with his hands, he began hitting her all over her body at including her neck and hands. >> she had a bowel movement on herself. he got angry and he beat her. >> neighbors who watched her play when she visited her dad were saddened to learn she had died, especially at the hands of her father. >> how could you be that rule to beat a little girl? -- huckabee that rule? -- how could you be that rule? >> sally, detectives believe this is not the first time the little girl met with violence -- sadly. >> it was determined a lot of her injuries were old. at some point, she had been beaten in the past. we do feel like she had been suffering. >> carr was denied bail at a

hearing today. police say he had no prior criminal record. >> in other news tonight, a jury has convicted -- has since convicted murderer released even to life in jail without parole. stevens was the first person eligible for the death penalty after the new guidelines. the jury opted to sentence him to live without parole. >> and owen still high school graduate has pleaded guilty to helping al qaeda plot terrorist attacks. -- and know until high school graduate. -- an owensville high school student. he has been held at the guantanamo bay war crimes tribunal with other high-profile detainees. details on the deal are still

unclear as his lawyers are working to keep them private to protect him and his family. he graduated from owings mills in 1999. >> anne arundel county police are looking for a man who broke into a home in severn october night and shot an elderly man during what sounds like a botched attempt at a burglary. it happened in the 1300 block of sleepy hollow road just before 4:30 this morning. he was alone in his bedroom when they heard a noise downstairs. when he went to check on it, that is when he says he saw the suspect and try to fight him off. he was shot with his own gun which she had for self-defense. anyone with any information should call anne arundel county police. >> at least nine people dead tonight and hundreds more injured overnight after a string of powerful tornado swept across the midwest early wednesday, from kansas to illinois to kentucky.

crews spent most of the day searching for survivors. >> a tornado outbreak in the heart and overnight tour across four states. the worst hit, the rural southern illinois town of harrisburg. >> it hit at about four minutes till 5:00 this morning when people were sound asleep. >> in kansas, the storm struck without warning. >> all of a sudden, both windows win out. it was just like a big shot gun went off. >> in missouri, the town of buffalo lost at least one of their own. >> they are devastated. they lost one member of the family. >> the popular tourist destination of branson also suffered damage, but did have time to get out a warning. >> fortunate, we were warned early, and people took heed of that, so we had very few injuries. >> but back in harrisburg, they

were not as lucky. at least six were killed, more than 100 others injured. >> we have lost children and loved ones. we have lost part of our family here in this community. >> the heartland, now heartbroken over the loss of so much and so many. i talked to governor pat quinn just a few moments ago. he tells me he has talked to president obama to coordinate state and federal disaster relief. >> just a couple of quick questions, that looks like some significant damage behind you. these must have been some fairly significant tornadoes that went through. did the warning get out in time? did folks say they heard any kind of warning before the storms hit? >> they sound a tornado sirens, but the problem is, when these tornadoes hit, you don't have much time. usually the warnings do not go

off until the tornado has already been spotted. you have to remember, it is still 5:00 in the morning. behind me, that was a strip mall. it had a lot of businesses. it is gone. a little further down the road, and entire subdivision completely wiped out. >> we appreciate the report out there. at least they have some sunshine out there to perhaps start to clean up. another storm is rolling in that general direction as we head toward the end of the week. the red dots on this map, southern kentucky, parts of eastern tennessee, those are ongoing tornado warnings right now. the yellow shaded area as a tornado watch that include southeastern virginia. the chilly rain had earlier has moved out and now the showers and thunderstorms are crowding in from the south and west. don't be surprised to hear some thunder in our area early tonight. we will monitor the progress of those storms and check out the

forecast in a couple of minutes. >> and there is a lot happening tonight at the state house in annapolis, where scores of demonstrators are voicing their opposition to the governor's budget balancing plan. >> an even bigger push to have voters decide same-sex marriage on the ballot in november. david collins is inside the state house and lowell melser standing by with the latest on the same sex marriage legislation. we will begin with david on the budget battle. >> the people are being heard on at least two front, eliminating mortgage deductions and increasing the gas tax. they are said to be likely to be taken off the table. not even a hard, steady rain could wash away the frustration.

protest of governor martin o'malley's proposal that phases out the mortgage deduction. >> we are very concerned about the effect it will have on consumer confidence. >> it will be devastating for everybody. nobody would feel they need to buy any more. >> it will be detrimental if this passes, because a lot of people that want to take advantage of getting a deduction are going to be pushed out. >> their concerns are being heard. legislators in the process of working on the governor's budget say eliminating the mortgage interest tax deduction is now off the table. >> if you are going to reduce that when people are looking to buy homes, that difference could make the difference if someone is a homeowner. >> teachers, local jurisdictions, and labor unions are pitching a fit about the possibility of splitting the combined costs of teacher pensions and social security.

elections gave approval to the language for the petition that would get that same sex marriage bill on the ballot, a number of delegates from both sides of the aisle who are against same-sex marriage said that they feel the best way to solve this issue is to put it to a vote. a delegate from washington county tells reporters on wednesday he has a bipartisan arsenal ready to spread the word to get the citizens of maryland to voice their opinion on the recently passed same-sex marriage bill. >> i believe that the people of maryland are intelligent enough to elect us to office and also have the opportunity to have their voices heard on this very important issue, so i do support the petition drive, as do 85% of my constituents. >> it is indicative of the support in the state that this go to the citizens and that the citizens have the final say on this petition. >> maryland petitions.com has

s look at the scene this afternoon in colombia. mckinsey captured this car involved in flames on his iphone just before noon today. howard county fire crews worked to put out the blaze. state police were on hand to help extinguish the flames. there are no reports of any injuries. >> you may not know it, but today is rare disease day. today is recognized here in the u.s. and all around the world to bring awareness to thousands of rare conditions, and for families who have loved ones affected by rare disease, a chance to educate the public.

air. some of that is starting to creep into the south. near 60 in southern maryland and this pocket of cool air is beginning to to retreat a little bit. the chilly rain is east of us and then some snow to the north in new england. now that patch of unsettled stormy weather is showing up just to our south and west. tornado watches all the way up in northern ohio, and severe thunderstorm warnings and parts of the shenandoah valley. a tornado watch until 9:00 tonight, and this red area coming out of kentucky into far southwestern virginia, that is a tornado warning currently in effect. that ball to weather is making its way out of the ohio valley and crossing the mountains. -- that volatile whether is making it -- that all tall weather is making its way.

the northern side is quite wintry. across northern new england, they are getting some snow out of it. you see the cloud stretching all the way down into northern mississippi. severe storms are still a possibility of there. look at the red dots, those are possible tornadoes on going right now. for more wintry weather in new england, we also have the warner -- warmer side of the system. the showers move out by about midnight. then we will see some sunshine tomorrow afternoon with a brisk west wind. the sun and a west wind will combine to make it unseasonably mild. it looks like some rain coming in by friday evening and a good chance for showers and thunderstorms during the day on saturday. we are in and out of this rather active weather pattern, but it is more springlike than winter. 57-65 tomorrow, small craft advisory on the bay tomorrow.

she is like in the news room right now with some reaction. >> city council members concerned about this practice question why some of these take- home cars are needed at all, but the mayor said she sees no need for change. the 2010 ford explorer used by that haugen -- housing authorities inspector general travels 132 miles a day just to get krista phillips back and forth to work. the explore is a take, the goal owned by the taxpayers. city council president jack young questions why that vehicle is needed at all. >> what would be an emergency dealing with any of our citizens that we have to respond to. i don't think the inspector general should be taking a car anywhere outside the city of baltimore. >> 16 of the vehicles are used by employees, but most are driven back and forth today to suburban locations, including 52 harford county, one to

westminster, and the one to the inspector general's home all the way down in southern maryland. city council member carl stokes wants to keep city vehicles inside city limits. >> i am opposed to people with desk jobs taking these cars outside the city limits. >> we ask them to recall the last time they were called in after hours. >> what is this january, february? i think it was december of last year. >> there are plenty of people that are on call 24-7 that do not have the luxury of a take- home car. >> we estimate a weekly cost of $854 just to cover fuel for commuting, but the mayor said today she sees no reason to change the take home policy.

>> the differences in life expectancy are dramatic depending on where you live, according to the analysis of neighborhoods by the city health department. lisa robinson explains why.

>> a close examination shows how quickly life expectancy changes when you travel just a short distance. >> some neighborhoods in baltimore city have a life expectancy on par with pakistan. there is something really wrong with that. >> the health commissioner shows us three clusters of neighborhoods, all within a three-mile radius. as close as they are, the differences between them are stark. the first stop includes north baltimore. here in north baltimore, life expectancy is about 81 years. the median income, $75,248. more than 72% of adult residents have a bachelor's degree or better, and that bodes well for life expectancy. >> if you have a high-school education or less, you are 2.5

times more likely to die than a person who has got higher education. >> but if you travel and just about 1 mile to an area that includes remington, life expectancy dropped seven years. mortality rates increase to 50%, the largest increase in deaths due to drugs. your people harriet -- fewer people here have a college education. joyce has lived here for 48 years. she has owned a corner store for 20. >> growing up, a lot of people the don have great job, and it is are to get insurance. -- a lot of people here do not have a great jobs. >> also in this neighborhood, there are more businesses that sell alcohol and tobacco. >> i have cut down on a lot of the variety of cigarettes.

i have sold non-alcoholic beer. we tried to sell healthier foods and stuff, and they do not sell. people don't want them. they want more fast food, something quick. it is really hard to keep that healthy. >> life expectancy drops even more, to 67, a staggering 14 years less than our starting point. there are about the same number of stores selling alcohol and tobacco, but there is a difference. >> the median household income has decreased by about 60%. >> people here are dying more often from heart disease, diabetes, and stroke. >> the health department says here in park heights, it can take 20 minutes to walk to the nearest grocery store with healthy food options. it is actually easier to walk to the closest liquor store and then to the closest healthy food options.

>> you have chicken, pizza, stuff like that. >> the city found that in 25% of all the neighborhood study, more than 50% of the deaths were avoidable. >> they were linked associated with money and that things that money can get you in terms of resources, access to better food choices, help your transportation options, etc. the director of the health -- johns hopkins center for health as various as where you live really determines longevity. >> if you live in a community where you have unlimited resources, but you personally have the resources to go to other areas to purchase food, you are able to improve the quality of housing 11, you can improve your outcomes. >> the health department is meeting with residents in those neighborhoods, sharing the data

virginia. richmond was at 35 degrees this morning. that cold air is kind of polling on in their region, barely retreating now -- holding on in the region. the chill has protected us from the severe and violent thunderstorms that have been working their way through the midwest, the ohio valley and out in parts of southwest virginia. in our region, the cool air is protecting us from that, at least for now. as the chilly air retreats and the warmest of to the south starts to sneak in, so will the showers and perhaps a few thunderstorms. now the emphasis is on heavier showers and scattered thunderstorms that stretched down through roanoke into southwestern virginia. tornado watches do cover a good part of southwest virginia into eastern ohio. warnings in eastern tennessee for possible tornado in that area. there was a tornado warning in far southwest virginia. in the warmer air is the much

worse part of the storm and we have been dealing with. flood watches and warnings are up in areas of western maryland. make calls small streams and creeks to flood. we will see some more shares and may be here some thunder. how skies and drizzle after midnight, and temperatures nearly steady throughout the night tonight as the warm front to the south trust to make its way through the region. it will be followed by cold air coming through the ohio valley and go all the way down nearly to the gulf coast. you can see how unstable it is down there. still a blizzard in heavy snow on the north side of the storm system. the showers leave us tonight and the skies began to clear up tomorrow. it will be a mild day tomorrow. friday we will start some sunshine but a cloud up in the afternoon, and by evening there is a chance for some rain. showers and they get thunderstorm friday night into saturday. tomorrow, partly cloudy, in between storm systems.

users interact with multiple apps simultaneously. microsoft has not set a time line for a final release of windows 8. the u.s. transportation secretary delays plans to mandate rearview mirrors in passenger vehicle. ray lahood is delaying the mandate until later this year, say more study and data analysis needs to be done to ensure the most efficient view possible. the rear view camera requirement is intended to prevent children and other pedestrians from being hit by vehicles when drivers are backing up. more than 200 are killed accidentally and drivers accidentally hit them when backing up. all the fast-food restaurant are required to post a nutritional information for other menu items, consumers may still be confused. a new study reports cal recounts or posted for, meals -- combo
