>> monae turnage's body was found under trash bags in an alley in northeast baltimore sunday. her family reported her missing after she did not come home after she was out with friends on saturday night. police say monae was accidentally shot in the chest while handling a rifle at a friend's house. the turnage family does not believe it was an accident because the 12- and 13-year-old boys who were with monae when she died did not call 911. instead, police say the boys panicked and stuffed her body under trash bags in an alley. then the family says they pretended to be upset over her disappearance, joining in the search for monae, and eventually guiding her brother to her body. >> that's an accident? "oh, i shot my friend or i hurt my friend. i'm going to call the police immediately, 911. i'm going to get some help." but not hold the body and have the family looking and calling and pretending that you do not know what is going on. >> the boys are charged as

juveniles with involuntary manslaughter. more charges could be filed once they figure out who owns the gun and how the kids got a hold of it. kim dacey, wbal-tv 11 news. >> we are following breaking news. fire crews on the scene of a town house fire. it broke out just after 3:00 a.m. this morning on cutler harbor. 80s too close to firefighters about an hour to control the blaze. there were no reports of any injuries. police are searching for information about a dead the case of aggravated assaults. it happened last night on west mulberry street. one man died at the scene and another was rushed to a hospital

with serious injuries. no word as to a suspect or a possible motive. police continue their no- confidence voting process for john leopold today. residents waiting on allegations of misconduct by leopold last night. he was charged with misusing security to campaign for him and to facilitate sexual encounters between him and the employee. this was initiated monday. >> if our members speak out and say they don't have confidence in him, he should step aside. >> police officers are voted on a new police chief. the chief was informed about the alleged police campaign work but took no action. >> the maryland legislative

session is in jeopardy of being extended if the budget cannot be balanced. based discuss how to phase-in the proposed split of teacher pension costs with the county over more than a year instead of all once. they are looking to an increase in state personal income tax. the house is looking at increasing the tax for the top wage earners. maryland's handgun law is ruled unconstitutional, according to a judge. it violates the second amendment, the right to bear arms. a victim was unable to renew a permit when it could not show he had been the subject of threats. that brings us to our water cooler question of the day. do you agree with maryland's law

it was an accident the boys did not call 911 for help but instead hit her body under some trash bags in an alley. the turnage family home was packed last night with loved ones mourning the loss of 13- year-old monae. they spent sunday searching for the eighth-grader after she failed to come home from a skating trip with friends. just before dark, her brother discovered her body under trash bags in an alley near belair road. >> devastating. that boy is -- he has been totally withdrawn. he's been very quiet. >> police say monae was accidentally shot in the chest while handling a rifle at a friend's house. >> i don't believe it. i don't believe that story. >> the turnage family does not believe it because the 12- and 13-year-old boys who were with monae when she died did not call 911. >> that's an accident?
