>> and the fallout continues -- the aclu is demanding more details about leopold's alleges enemies list, accusing him of violating the first amendment. they've launched a investigation against the police department. any use of police officers to investigate political opponents would be a violation of the freedom of association and protection act of 2009. the law is designed to prevent law enforcement from collecting information about a person unless it's connected to a specific crime. >> a 13-year-old eighth grader who never returned from a skating outing -- her body was found and two of our friends tate -- face charges for accidentally shooting her what play with a gun and a police officer may be involved in a cover-up. a vigil has begun in her memory. >> the vigil wrapped up about

five minutes ago. more than 100 students gathered here where she was a student. the vigil has wrapped up and you can see there are still some kids out here goofing around a little bit. she was an eighth grader here and a cheerleader for a local peewee football team. it was the same football team shawn johnson was on. he was killed while watching a game on his front porch. she went out with her friends on a saturday night but she did not make it back. her brother and two other kids found her body under some plastic trash bags and two of her peers have been charged with involuntary manslaughter. i just spoke to her aunt and she tells me they have announced the

funeral arrangements. though viewing will happen from 5:00 until 7:00. the funeral is scheduled for saturday. that is the latest from here in east baltimore where schoolmates have gathered to celebrate the life of this young girl. >> police arrested for high- school students for attacking and other students in the hallway between glasses. the 18-year-old are facing assault and robbery charges. two other students are charged as juveniles. police say attacked another student, ct -- stealing his coat and sulfone before 11:00. the victim was taken to hospital and the state's attorney's office is handling the case. >> the fbi has joined baltimore

county police for the search of israel armed robber. in one case, a customer was shot. this is surveillance video from the latest case. you can see the suspect entered the store, pulled out a silver revolver, discharges a round before taking the cash and running off. police believe this is the same man along with another suspect who rob a store in february in northeast baltimore. in that incident, he demanded a customer's wall before shooting victim and taking off. a $2,500 award is on the table for any information leading to an arrest. >> and an update with an unexpected twist -- prosecutors dropped charges against two outer state -- out of state doctors accused in a botched

abortion case. a cecil county attorney is citing conflicts in testimony and a far-fetched interpretations of the law. tonight, a push by public health advocates to increase the tax on that cigars and smokeless tobacco is gaining momentum. >> the argument in support of the legislation is straight forward. teens who find cigarettes too pricey may be inclined to buy a small cigar. they voted in favor of raising the tax to the same level of cigarettes but critics say this would create a financial burden. the tax has not changed since 1999. bill's supporters say raising the price has been an effective way of stopping people from

picking up the habit. >> we know from the cigarette tax increases that basically children stop buying cigarettes and it stopped using is cigarettes when the cost gets beyond their means. other tobacco products have not kept pace. now we have them flavored in everything that an ice-cream cone could be flavored in. certainly marketed to our children and we say cost them out of their reach. >> a poll taken last fall finds kids turning to cigars after being priced out of cigarettes. a senate committee heard the legislation today and similar measures will be taken up by house committee on friday.

>> stocks are posting solid gains a day after the biggest dive this year. the dow jones closed up 78 points. the nasdaq and a s&p both posted solid gains as well. stocks for oil refiners after good news that refineries are operating at a faster clip than expected. today in washington, congress is looking at options to solve the problems at the pump. >> gas prices go up, congress holds hearings, and again, republicans and democrats can not agree on a solution. >> we are drilling more but prices are still going up. >> republicans say few were regulations would help.

concerns of overtime and overspending. >> the school system is facing a $45 million deficit and being criticized for overtime spending. the ceo is not concerned that will hurt the school system's chances of getting even more money. >> annapolis has become almost a second home for his administrative team. they have lobbied lawmakers to give the school system construction daughter -- dollars in the form of a block grant which could be used to borrow more dollars to fix up old buildings. he's convinced the current budget crisis won't sway lawmakers. >> i hope people keep in mind that over time as part of the way we do business and it comes in the context of a hundred $40 billion in savings. >> he is prepared to defend overtime paid to his personal

baltimore city police and fire department are taking care of the situation. it looks like one lane is shut down while they deal with this accident. >> it has been almost one year since the devastating earthquake in japan which was followed by a tsunami and nuclear crisis. towns in the exclusion zone remained abandoned as folks cope less the cleanup. the mangled plant can never be operated again and levels are still at 100 times normal. richard ingle joined us alive to phyllis them on a special report. some of the things you were describing some like scenes from a nuclear holocaust. >> it was not what i expected.

i knew the area still have high levels of radiation, but i did not expect it to go into these ghost towns where everyone has left. it is important to understand what happened. there was the earthquake and that devastated large areas of japan and killed large numbers of people and the japanese have been able to rebuild a lot of that and mourn their losses, and there was the nuclear crisis which is separate. that did not kill that many people, but what happened was the reactor exploded and tiny particles of radioactive material were shot up into the sky and got moved around and they settled to the ground as it rained and snowed. everywhere they landed, and it landed on top of everything.

everywhere got contaminated, so the area around the nuclear plant was declared an exclusion zone and everyone inside had to leave. we went inside and found these communities that were frozen in time. street lights still blinking, no cars on the road, shops full of produce that are now rotten. we went to people's homes and food was still in their refrigerators, but no one is there and no one is coming back for decades. other parts of japan were downwind where they still have a large amount of radiation fallout, but they could not just evacuate everywhere and they're trying to find pockets where these radioactive particles settled. it is an incredible and some say

impossible task. >> is it possible to restore areas that are now abandoned and how long will it take for the radiation to reach a safe level so that people can live there? >> it decades. this stuff has a half-life of 30 or 40 years and it is going to be a long time. a lot people don't think you can never come back to this part. i will give you an example of what they are trying to do. in the exclusion zone, there's not even a cleanup underway. people have left are not going back. they are allowed in very briefly to get a few things and leave. fukushima city is 40 miles away and they have a population of 300,000. they are trying to clean that up instead of writing off the entire city. this is how it is happening.

let's say you live in fukushima's city and you have a small house and at your house was covered in this -- these particles that were raining down. he would have to hose down your house to wash off the invisible radioactive particles and and cut the leaves off of the trees because the leaves capture these particles that hold that. then dig up your lawn and dig up all the pebbles and grass and everything and find somewhere to put all of this radioactive material and they are running out of space. they recommend you dig a giant hole in your yard and bury it in your yard. >> i'm quite sure we are going to see more shocking images and statistics about what you saw when we see your full report tonight. thank you for joining us. >> we're back with

>> another blow for family members of a young woman killed in a fatal crash in january. state police have issued citations against the mother and brother of one of the drivers. she was one of four people killed in that violent accident on the 28th.

>> and a couple is accused of providing alcohol to the youngsters that night. >> state police say it was a civil citation was issued because maryland does not have a law that makes it a criminal offense to supply alcohol to minors. >> my clients were surprised they received several citations. they are obviously devastated. they have lost a daughter and sister and it has been very tough on the family. >> the lawyer is speaking out on their behalf. both were served several citations for serving alcohol to minors in the wake of a crash that killed their daughter and sister. police say in the early morning hours of january 28, walker was driving the wrong way and

slammed head-on into the car. the report came later that walker was drunk. >> the allegation is a general allegation that they provided somebody under the age of 21 without of. there is no allegation they provided the driver with alcohol. there was a party the night of the crash and teenagers were coming in and out of the home. but he interviewed witnesses in the case and denies his clients gave alcohol to anyone under age. >> there were adults who were drinking and people over the age of 21, but as far as people who were underage, my clients have no knowledge of underage people drinking alcohol or receiving out of. >> he says he does not know where she got the alcohol but he can say it was not from the home. he says they will contest the

citation in court but it has already done damage to the family. >> she was a young -- a lovely young lady with a great future. she did well in school and the family is absolutely devastated. this has added to the devastation and the stress of a family. >> the citation is public -- punishable by a $2,800 fine. they will contested in court but no trial date has been set. >> breaking news out of northeast baltimore. >> we are at a bellaire road in northeast baltimore city where is the officers tried to stop this vehicle because they believed the suspect to have an illegal substance or a weapon inside the vehicle. they've requested air support but before it could get there,

the operator of the vehicle tried to make a left-hand turn, lost it and ended up crashing into the house. the only person who was hurt is the suspect. right now, one lane of the road is shut down as they try to deal with the incident. >> the dust is settling from super tuesday and it is revealing mitt romney as the clear gop front runner with more delegates but also more problems. >> mitt romney survive super tuesday, barely winning ohio after pounding rick santorum. but he put on a bright face today. >> after last night, i feel pretty darn good. >> he did it when the quest for delegates. nbc news says he got 219. romney keeps his big lead in

sun with specialized filters have been watching a major sunspot that unleashed a solar flare. that spot you see in the northwest corner of the picture -- fairly prominent. that is a very strong solar flare that moved out of the sunspot and is about to slam into the earth. that could interrupt communications across the northern latitudes. northern lights were seen as far south as michigan. as the flare heats up, the carol massar injection -- we could see solar lights perhaps. one of the things we will watch is the cloud cover the flare was so strong that even the middle latitudes of the united states might catch a glimpse. south perhaps you will see a

little glow in the sky. it's not as spectacular as the far northern latitudes, but you can see the glow sometimes. hi and thin clouds moving in an advance of the next weather system that will keep mild tonight with temperatures in the '60s. with a little bit of cloud cover, we probably will not get below 50 and just barely cool and to the '40's in the outlying suburbs. that opens the door to stormy weather and a big temperature contrast. 28 degrees in international falls. denver is below freezing this afternoon. once the front goes by, it will get colder but tomorrow should be like today. rain lurking to the north and west but it looks like it will stay dry them showers come in with friends and maybe even

price tag when it's the stores on march 16. they will keep selling the ipad 2, cutting its base price. >> chrysler is recalling jeep liberties because a key part could break and cause a crash. it affects certain 2004 and 2005 jeeps originally sold or currently registered in the salt belt states along with washington dc. road crews traditionally use salt to melt the snow which could cause vehicle corrosion. some of the vehicles may have reader lower control arm second lead to corrosion. chrysler will replace the arms for free.
