the avon foundation and residents can express their concern for this critical program in their community. >> there is also opposition tonight to a proposal for a new jail complex in baltimore city. city council members have joined forces with the safe and sound campaign to call for needed stock to public spending to build the jail. it would house baltimore city youth who are charged as adults. a new report was ordered by gov. martin o'malley last year and concluded that the state does not need to build another jail as long as their recommendations were implemented. >> we, the people of baltimore, are better than a jail. instead of building a new jail, the state could use the funds to provide evidence-based alternatives to detention, recreation activities, and job opportunities to the city youth. >> campaign leaders say these

recommendations could improve public safety and help you succeed. meanwhile, the maryland state police will pay $385,000 to a group of anti-abortion protesters who claimed they were arrested and treated unfairly. that happened almost four years ago in hartford county. the pope of -- the board of public works has approved of that settlement. the payment is part of a lawsuit filed against several different police agencies. >> officials are asking a federal judge to reverse his ruling that the current gun permit law is unconstitutional. it requires residents to show a substantial reason to bear arms. the judge -- the state asked the judge to make clear whether he plans to file an injunction barring the state from denying permits based on the current requirement. >> a senate committee today took

steps to fill a billion dollar hole in the state budget. those making $300,000 to half a million dollars a year may see their personal income tax rate go up by two 0.5%. the city adopts a plan to split the combined cost of that teacher pensions and social security. it would be phased in over four years been the committee also voted to close loopholes that counties have used to avoid funding education at the level mandated by law. the budget will now go to the senate floor for consideration sometime next week. a new poll released today shows that 52% of maryland voters would support the civil marriage protection act if the election were held today. 44% would be against it. a survey of 600 voters was conducted by marylanders for marriage equality on march 5 to march 7.
