tunnel, again, both lanes are open in the northbound direction. everything running smoothly southbound as well. we'll switch over to the j.f.x. right at ruxton road. southbound traffic running smoothly, delay-free from the beltway into town. that's the latest on traffic pulse 11. >> new this morning -- state police in calvert county, sheriff's deputies are looking into a disturbing recovery in prince frederick. someone reported the body of a newborn infant was found in the trunk of their car. it's not clear right now who left the child there or if there's any connection to the owners of the car. the child's body has been taken to the medical examiner's office for an autopsy. a public viewing is scheduled today for 13-year-old monee turnage. the young girl was accidentally shot and killed with a rifle last weekend. her body discovered under trash bags in an alley. two boys now face involuntary manslaughter charges, and a baltimore city police officer is suspended for a potential coverup. the viewing for turnage starts

at 8:30 this morning, run until 8:00 tonight at march funeral home east. her funeral is set for tomorrow morning. and the maryland african-american tourism council will honor senator barbara mikulski later today with the 2012 lifetime achievement award. mikulski will be the first non-african-american to win the award. the senator supported legislation to establish the hair yet tubman underground railroad historical park in dorchester county. a ceremony will be held later this morning in annapolis. >> our big story this morning -- controversy and debate on the towson campus. a student group writes a racially charged message all over campus, leading students to a major discussion. 11 news reporter jennifer franciotti live on campus with the details. what's happening? >> well, good morning. racial tension here at towson university after the words "white pride" were written in chalk on some campus situation. last night, students actually organized a forum so that they

could get together and talk about the issues and figure out what's going on. we know that a group called the youth for western civilization has taken responsibility for using chalk to write their message all over campus. speaking on behalf of the group, wearing a shirt with the confederate flag on it, matt heimbach, defended their actions, while other students talked about how it made them feel. >> after black history month, which we respect everyone's right to celebrate their heritage, thought what would happen if we celebrated our own pride? and there's the answer. our chalkings were defaced, things were said to us, and we're having a huge meeting. >> i come from one of the roughest neighborhoods in baltimore, and to feel like this is the most insecure, unstable environment because i see things like white power. >> and since writing those messages, heimbach says his safety has been threatened. meanwhile, faculty is reacting, and we'll have more on that coming up for you at 5:30. reporting live, jennifer

franciotti, wbal-tv 11 news. >> another no-confidence vote in anne arundel county, this time within the fire department. the firefighters union votes it has no confidence in the leadership of fire chief, john ray. the union says the chief has neglected staffing and safety issues, failing to meet national standards in some areas. the police union already voted it has no confidence in chief james teare and county executive john leopold, who was recently indicted on charges of misconduct in office. >> this sends a strong signal. you're literally saying, we don't have confidence in our leadership, they need to step down. that's a strong message for rank-and-file police officers and firefighters to send to their bosses. >> the fire union says the fire and police votes prove the county government is dysfunctional. >> in session 2012 news this morning, a senate committee takes steps to fill a billion dollar hole in the state budget. to save $239 million next year,

rest of the weekend. >> covering the nation this morning -- one person is dead, several others wounded after a gunman opened fire at a pittsburgh-area psychiatric hospital on thursday. officials say the gunman was armed with two semiautomatic handguns when he opened fire at the western psychiatric institute and clinic in oakland. authorities say one person was killed, six others were injured, including a police officer. the gunman exchanged gunfire with police and was shot and killed. the government will release its monthly jobs report later this morning. economists expect a third month of growth with at least 200,000 jobs added in february. 243,000 jobs were added during the month of january. we'll have plenty more on the upcoming jobs report throughout the morning. >> according to a report on youth smoking, the number of teens and young adults who smoke has reached epidemic proportions. the report is the first one from the office since 1994. according to the report, one in

it extends from there into southern maryland, but it's dry around baltimore right now, but it should stay dry the rest of the day. but it's going to be a slow process to get the clouds out of here. probably by this afternoon, we'll get mostly sunny skies, but you see the cloud deck is only slowly moving down to the south. so we'll start out with some cloud cover. the temperatures are going to drop off behind this front as well. you can see that very clearly here. you can see 30's and even some teens once you get up towards the canadian border. all that colder air is starting to slide down towards maryland. you can see that reflected in the local temperatures as well. it's 49 at the airport, but 51 in annapolis. then you drop off 10 degrees going up into carroll county. it's 41 in taneytown. 42 degrees in emmittsburg. it's going to turn breezy and cooler. you wouldn't call it cold by any means, but compared to yesterday, you'll notice the difference. we start off with clouds this morning, then sunshine this afternoon, breezy, high temperatures between 54 and 59. sunrise this morning at 6:26.

overnight tonight, clear skies, colder. temperatures will drop back into the upper 20's to around 30. during the day tomorrow, nice, big area of high pressure will take control of the weather on the east coast. it will be chilly to start the weekend, but a lot of sunshine. as soon as this area of high pressure moves off the coast, winds will turn back to the south and temperatures will jump up quickly again on sunday and monday. so, for today, becoming mostly sunny, breezy, cooler with a high near 57. upper 40's to around 50 on saturday. 60 on sunday, so a little better. we'll keep the sunshine both days. again, don't forget to set your clocks ahead one hour before you go to bed saturday night. then it looks like the sibblingts for most of -- looks like the 60's for most of next week. >> in this morning's consumer alert -- daylight-saving time is this weekend, as tony just said. as we move an hour forward, we're reminded by the consumer production safety commission to republican place batteries in smoke detectors. fresh batteries allow such alarms to do their jobs in saving lives. they say 2/3 of fire deaths

includes his first bonus during the financial crisis. we're looking for more evidence that the labor market is recovering. economists forecasting today's jobs report will show more than 200,000 workers added last month, and if so, such a gain would cap the strongest six-month hiring stretch since 2006. also, greece's sovereign debt deal with creditors continues to be in focus this morning, and futures actually pretty quiet here. typically we are until the jobs numbers come out. yesterday, stocks did charge high air head of the greek debt restructuring. looks like they're going to avoid at least a formal default. the s&p declined a second straight day. starbucks coming out with a single cup brewer of its own this year. even though it has a deal with green mountain to sell cups, starbucks will make espresso-based drinks, as well as brewed coffee. no price point given just yet, but expect to see them on sale this fall. live at the new york stock exchange, i'm jane king,

report. >> with roughly 15 million americans out of work, the state of the economy, of course, is shaping up to be a key issue on the campaign trail. 11 news reporter tara mergener live in washington with this project economy report. good morning, tara. >> it sure is a good morning. yeah, economists are predicting that the unemployment rate will stay at 8.3%. now, the white house insists the labor market is improving, but g.o.p. hopefuls are blasting the president's economic performance. the numbers are daunting, 5.5 million americans out of work for six months or mother. nearly four unemployed candidates for every job opening in the country. >> there are still millions of americans who can't find a job. there are millions more who are having a tough time making the rent or the mortgage, paying for gas or groceries. >> super tuesday exit polls show the economy as the number one issue among republican voters.

the intersection of ritchie highway and baltimore-annapolis boulevard. that was about 6:45 wednesday night. however, it was a different story at the scene of a fire where authorities say one man suffered severe burns. he's being treated right now at bay view burn center. police believe the fire was sparked by something that was left cooking inside the victim's room. >> residents in southwest baltimore are upset about new drug and mental health treatment programs in their community. in january, three university of maryland programs moved to the behavioral health complex at mount clare junction near arlington and press streets. the addition brings a possible 700 patients to already existing drug and mental health programs in the area. neighbors think the move is destabilizing and unhealthy for their neighborhood. >> can you bring 1,000 at-risk individuals into a small community and not disrupt the quality of life? >> university of maryland official say the area has offered similar services for decades. well, the call to prevent public spending on a new jail

in baltimore city gained some momentum. baltimore city councilmembers joined forces with the safe and sound campaign. the proposed complex would house city youth who are charged as adults. the group says research shows the state does not need to build a new jail as long as recommendations are followed to improve public safety and help maryland's young people succeed. the recommendations are based on findings from researchers at the national council on crime and delinquency. >> 5:38, 48 degrees on tv hill. a new johns hopkins study sheds new light on the prevalence of the h.i.v. epidemic among women in major cities. >> the u.s. surgeon general says that teen smoking has become an epidemic of its own. details from the constituted any today's medical alert. >> i'm sarah caldwell taking a look at your morning commute f. you're heading out in anne arundel county, we are tracking one accident along central avenue. we'll update that and check for problems elsewhere.

camden and penn lines operating on schedule. light rail has a 15-minute delay. metro on time. on the buses, 61 bus with a diversion, diverting to the falls road light rail parking lot due to construction. i'm kurt kroncke. now back to tony pann. >> good morning, everyone. we had rain around last night. most of that's off the coast right now. a cold front went through a couple of hours ago, and you can see that pushing off the coastline at the present time. clouds and rain showers are still left behind. it's mostly east of baltimore now. we're going to have a dry morning commute around the city. but if you're watching us over the eastern shore counties, you guys might have rain the next 45 minutes, maybe an hour, and then it should clear off and go to the east for you guys as well. it's going to take a while to get rid of the clouds. that's going to be a slower process. that cloud deck goes all the way back into the southern part of pennsylvania. it is sinking down to the south, and eventually we're going to get sunshine later this morning and this afternoon. but you'll see a lot of cloud cover i think at least to start the day today. and the temperatures are going to drop off as well. you can see how they drop off on the other side of the mountains behind this front.

34 in cincinnati. it's 33 in chicago. 18 in minneapolis-st. paul. you can see that reflected here on the local temperatures as well. it's 51 in annapolis. 52 downtown. then you drop off into the low 40's in the northwest suburbs. 41 in taneytown. 42 degrees in emmittsburg. it's going to be a chilly day, cooler than yesterday. but maybe not cold. you wouldn't call it cold for this time of the year. the average high is 51. you'll still be above average, but yesterday we were in the 70's. you'll notice the difference. a mechanics tour of clouds and sunshine, breezy. overnight tonight, mostly clear skies and turning much colder. temperatures will drop back into the upper 20's. sunset at 6:07. tomorrow, nice area of high pressure takes control for most of the weekend. we'll start out on the east side of the high, which means chilly temperatures. then we'll get on the west side of the high as it goes off the coast, and that means it will warm up. sunshine both days. just a little cool tomorrow with a high temperature near 50. then we'll jump up to 60 on sunday. don't forget to set your clocks
