>> live, local, late-breaking, this is wbal-tv 11 news today. >> good afternoon everyone. i am sarah caldwell. nato is promising a thorough investigation into eight shooting of more than a dozen afghan citizens on sunday. as the report, u.s. officials said the sergeant acted alone and is now in custody.

>> yesterday's killings have caused a great uncertainty for the future of afghanistan, particularly when it comes to the u.s. mission here. 16 people were killed, including nine young children, three women, and for men. -- four men. he went into the homes of afghan villagers and shot them while they were sleeping. some of them, execution-style. >> we were shocked to hear of the shooting incident yesterday. i offer profound regrets and deepest condolences to the victims and their families. >> right now the news and pictures of the dead are coming out slowly. many fear the blow back of this incident and expect more demonstrations, and violence. many wonder how it will affect

the u.s./afghan strategic partnership beyond 2014. >> here at home, a university of maryland student faces charges this noon after police arrested for posting an internet threat, claiming he planned to go on a shooting rampage on campus. police say 19-year-old alexander song posted plans for a rampage that would, "kill enough people to make it to national news. he was not armed when police arrested him. he now faces a misdemeanor charge of disturbing school activities. >> well, it is shaping up to be a beautiful afternoon. if i did not know any better, i would think it is a spring already. the temperatures of feel that way. it is 61 degrees. that is already above where we normally are for high temperatures.

rights now, we still have quite a bit of sunshine out of there. you will see those clouds increase as the storm system is heading our way. do expect temperatures in the mid 60's this afternoon. showers possible at 9:00 p.m.. mostly off to our west. a better chance in baltimore after midnight. that is when we will see some of that wet weather. we will have details as soon. >> thank you, ava. a police are investigating a stabbing. we are told the victim, a 28- year-old man took a cab to the hospital off after the attack, where he died. a man is in custody in connection with the stabbing. he is reportedly a dating the victim's mother. new this noon, a victim is in shock and under arrest. we're told police were called just after 5:00. so far, the victim and suspect

identities have not been released. we're told the incident was domestic related. the baltimore city police department will hold a formal suspension hearing today with a detective charged with attempted at that. darlene was undercharges -- was under chart on her voter by about $300 at the food depot. the cashier is her daughter. she has been on the force since 1991. an internal affairs investigation is also underway in the department. the merger could be a done deal as early as today that the federal government has given its approval. it is one of the utilities that will soon be a part. you'll get a $100 credit within 90 days of the acquisition. bge will still have its headquarters in baltimore, but the merger means there'll be no longer any fortune 500 companies in baltimore.

>> the driver of a school bus and at least once did was killed in a crash this morning. the bus hit a bridge at just before 8:00 this morning. there were as many as 50 children on the bus. several of them were injured -- some critically. police are still investigating what caused the crash. >> a moment of silence marked a sad day for citizens of japan. it marked the one year since the strike of the magnitude

eventually, moving into the western part of the state. ahead of that, we're talking about the temperatures which feel a lot more like the spring season. not only here, but basically the entire eastern and southern half of the country enjoying an early taste of the spring season. 55 in kansas city. 68 degrees in st. louis. 62 in chicago. done for atlantic, 70 degrees are now in new orleans. not a lot of cool air behind the system. even as it passes by, not a big drop in the temperatures. around 60 degrees of downtown. 61 in annapolis. 63 in frederick. we do have a 59 in hagerstown. we are expecting temperatures to get into the mid 60's this afternoon and will drop into the 40's and 50's overnight.

it will be a mild night. a lot of clouds pushing in. baltimore, a better chance after midnight tonight. that is when you could pick up some more of that range with the approaching storm system. the future cast showing increasing clouds over the evening. after midnight is when we have a better chance for rain around baltimore. the bulk of the storm system does push off the shore by tomorrow with less of the storm. the actual area of energy in the upper atmosphere, that is going to be pushing us throughout the day tomorrow. we will definitely have enough heat for it. you need some work for a thunderstorms. that will be a concern and some that would keep an eye on tomorrow. thunderstorms could be on the strong side. something else to keep on mind, with a lot of clouds moving into the area. we do have a solar energy from the latest solar flare. i don't think we will have a
