anonymous calls start coming into the police station and from all over the country from concerned citizens. >> they went on to say if you are joking, you better speak up because you are scary to me and i am going to alert the authorities. he wrote back laughing aloud, go ahead. you don't even know what campus i'm talking about. >> police were able to figure out his ip address and tracked down. warrants were served there as well as at his parents' home. we knocked on the door there, but no one answered. police say no weapons were recovered, but just his laptop computer. >> i have seen him with a couple of groups of friends, but what he is by himself, he does not talk to anyone. >> residents who knew him said

gathered for messages -- gathered with messages were john leopold. they want him to resign. there are angry about allegations of misconduct launched against him in an indictment. the accusations include ordering county police -- and the civil rights director -- one community activist believes he has disrespected government, his position and citizens. >> about one year ago, when their questions about sexual misconduct, i thought here we go again. but now it involves city funds and compromising police officers and putting it dossiers on public senses. john leopold says he is looking

this was no secret. >> we contacted his office but was -- as the case moves forward, there was the question of which judge would handle the trial. for that, we go to our lead investigative reporter in the newsroom. >> the judge that will handle the case is accustomed to high profile cases. he is the judge who presided over the theft case against mayor sheila dixon in 2009. he has now been assigned to handle the case. the chief judge in the county thought was best to bring in an outsider. the county executive does not appoint circuit court judges but does provide part of the court system funding. leopold was supposed to make his first appearance a week from now. that has been canceled pending a meeting next week to set the schedule for the entire case.

the judge has a reputation as a fair and from a judge and one who is facebook-savvy. he has come up with a model that advises jurors on the use of social media and technology while hearing and deliberating a case. >> the state budget officially lands on the senate floor tonight, but the chamber is not expected to work on until later this week. to annapolis for the latest. >> the budget is a battle over semantics. while the governor says he's cut $7 billion since taking but -- since taking office, republicans say it's reductions and plant increases. >> soon after committees began tearing to the proposed budget, members started looking at where to cut.

according to the maryland tax policy institute, the governor's budget increased 2.9%. he plans to hire 123 more people, mostly to boost security at hospital and hire 211 contractual employees. in the fiscal year ending this june, the governor's office received an increase in salaries. since he has been in office, the budget for education headquarters has gone up by 160%. the largest cut in the budget so far is a shift of financial responsibility. the cost of teacher pension and social security will be phased in over four years. a senate committee over all the law required spending by local jurisdictions to be at the previous year's level. language was added allowing counties to raise income and
