and president obama is running for reelection in a heavily democratic he state, it is not expected to draw much excitement. however, a stronger incentive to vote, some political analysts believe entrenched politicians will never give it a chance. >> a killer of an american democracy, but more and more in maryland are opting out on election day, making for increasingly low voter turnout. baltimore's last mayoral race had a historically low turnout rate of 12%. the city election director says he does not expect our state's primary to draw a much better results next month. >> at least 15% or 20% of early voting for the presidential election, but i think because the momentum is down and the main candidate is unopposed, think that the numbers are down. >> tuesday was the deadline to register to vote in time for the april 3 primary.

jones says most of new voters are high school students who just turned 18 or naturalized immigrants. he says those in baltimore city this year include hundreds signed up by the naacp. that is a far cry from the waves of people who registered to vote before the last presidential contest. they say the process over 30,000 applications. >> fraternities, sororities, clubs. >> at johns hopkins university, one doctor says more in maryland would vote if lawmakers changed the election scheduled to pick up federal and state races. he says it makes it very hard for newcomers to get noticed. >> the only people who get a benefit from increasing turnout are the citizens and people who are interested in running for office and cannot win right now. >> the city's election directorate said to register republican or independent to register on election day, and

motive. >> spending 55 years in prison for attempted murder after a 10- year-old boy was shot in the arm. he was convicted last month for a crime he committed in august 2010. prosecutors say that he opened fire on a man. that man then ran into a house where the 10-year-old boy was, and the intended victim was not hurt. >> and from minnesota to california and right here in maryland, tide laundry detergent. surveillance video from a supermarket shows someone loading the car could 15 to 20 bottles, taking it out of the store, and stealing it in a getaway car. later, his accomplice is seen selling that to a salon. they expect the higher price of the brand made it a hot commodity on the block.

it is something you just cannot miss when you drive past the state agricultural building in annapolis. two large, concrete cows, dressed for the holiday, but the question is, exactly who is behind the mystery? rob roblin does some digging. >> the mystery. who is dressing up these cows? today, they were decorated for st. patrick's day. employees were once decorating them, but that stopped, and then a mystery person started decorating the cows. >> years ago, they started getting decorated for other holidays. >> any idea who is doing it? >> we suspect somebody local. we will come in one day, over a weekend, sometimes over a week, and they will be decorated. >> a deputy secretary says they seem to have a different outfit for every season. >> they might be dressed up as

some cooler air coming in on the west breeze. the sunrise is at 719 -- 7:19 in the morning. at bwi-marshall, it has been a weak front. it will drop the temperature a couple of degrees tomorrow, but then a mild air mass over the middle of the country will come our way. upper 60's in minneapolis, 75 in south dakota. a weak frontal boundary tonight. the next few days, it will still be warmer than normal, which sunni, clear skies in the area wednesday, mostly sunny on thursday, may be some isolated showers on thursday in the afternoon and evening. on friday, the strong west coast storm system arrives here with some showers and storms to and the work week, so tomorrow, a beautiful day. sunny and pleasant. northwest wind on the bay with just a one-foot chop on the waters. the bay water temperatures are getting close to 50.
