baltimore city police department. new policies are now in effect. jennifer franciotti is live to outline those changes. good morning. >> police are reacting to an independent review board of the events surrounding what happened last year when officer william torbit in plain clothes was killed along with sean gamble. from now on, officers on the street taking enforcement action will be wearing clearly marked identifiable police attire. >> at no times will members of this agency who are in it plainclothes capacity take enforcement action. >> police are using strong language. they are calling what happened one of the most devastating tragedies to ever happen in the history of the police

murder of a man in brooklyn park. throdney barnwell has admitted to his role in the death of adam bucklew. the amount taken during that robbery was just $17. rodney barnwell is expected to be sentenced on may 30. >> a suspect was being processed and drugged charges when an officer noticed a weapon inside a glove. it is not clear if the weapon belong to the suspect. >> it is not clear what touched off a fire on the beltway that chop down traffic for hours. firefighters had to block of two lanes past 83 to put out the bales of hay that ignited. >> we did not hope it was a

>> welcome back. 6:12. some low clouds and fog. the beginning of the commute will be ok. let's look at hd doppler. there is some rain in the far western suburbs. some light showers west of frederick and they extend towards winchester and hagerstown. those are drifting to the east. we have low clouds around baltimore. the further we go into the morning, the better the chance the rain shower activity will catch up to us. showers and thunderstorms throughout western pennsylvania,

west virginia, and back into ohio. that is drifting down to us. overnight and into the early morning hours, we have the wind shifted around to the east and northeast. that is a wind that brings in the marine air off the water and that is creating the low clouds and fog. the wind may shift later this afternoon. we will be stocked in the 50's if they do not shift. we think the wind was shift to the south. 47 in parkton. 48 in jarrettsville. variable clouds. you might get a peek at the sun. high temperature upper 60's and low 70's. sunrise this morning at 7:15. the average high temperature is 54 degrees. we'll still be above average. tonight, mostly cloudy and a chance for some showers and

thunderstorms. temperatures drop back into the 50's. the weather should be fine this weekend. there could be some clouds on saturday and sunday. the wind will be coming out of the east and northeast. that will hold the temperatures in the upper 60's and low 70's. then the wind shifts back to the south on tuesday and wednesday with temperatures back into the mid 70's. let's check the roads with sarah. >> good morning. not a bad start. on the west side we have a disabled vehicle near frederick. it is causing a slight delay towards the west side. speeds around 62 on southbound 95. down towards the fort mchenry, in little sluggish. harbor tunnel looks good. we have an accident at route 4 and 408.

flip over. the mayor of philadelphia is shutting down the kitchens of food that provides food for the homeless. they encourage them to distribute food indoors. some say the city is trying to move the homeless issue out of sight. >> the day has come for apple ipad fans. the ipad 3 arrives in stores today. it has a sharper screen then most sophisticated tv sets. it is heavier because of a new battery. some people in new york city camped out to buy it.

>> they are making changes in reaction to independent review board. they're calling this a tragedy. it was last january when officer william torbit was in plain clothes and killed at the time alongside sean gamble. officers taking enforcement action would not be wearing clearly marked police attire. police say this is a systematic change in the way they do differ -- the way they do business. >> there are cases, however, where those officers will work. there is intelligence roles, there is surveillance initiatives that officers take part in. we're being very clear that those individuals that engage with citizens in a law enforcement capacity will be clearly identified. >> 18 made up of members of departments will be involved in looking into a police-involved shootings. they are making a change in the

way people are getting information. the one people to get information in a more timely fashion. jennifer franciotti, wbal-tv 11 news. >> thank you. police have identified three of its latest homicide victims. timothy harris was killed on tuesday night. march 10, another was shot and killed outside a bar. jevon johnson was murdered on west north avenue back on march 7. police did not have any suspects or motives in any of these cases. >> the maryland senate has approved a budget debt would raise taxes on some of the wealthiest residents. personal income tax will increase for those earning $300,000 or more a year.

west virginia, and back into ohio. that is drifting towards us as well. the further we go into the day, the better chance we will catch up to some rain. take an umbrella today. the clouds are pretty thick. we had a front go through that shifted the wind around to the east and northeast. that grabs the marine layer off the ocean and banks it up. i do think the wind was shipped to the south and southwest later today. if they do not, temperatures will be stocked in the 50's. if we make that shift, we should be able to make a back to around 70. 48 in columbia and westminster. 49 in rock hall. 47 degrees in rising sun. you probably will get a peek at the sun today. high temperatures in the upper

60's and low 70's. sunset at 7:15. exactly 12 hours of daylight today. it will be a little cooler today but above average. the average high is 54. the forecast for tonight -- mostly cloudy skies. a chance for some rain showers or thunderstorm. temperatures drop back into the 50's. st. patrick's day should be dry with a high temperature of 72. more cloud cover on sunday and temperatures will be back into the 60's. back into the 70's on tuesday and wednesday appeared this pattern should call for the next seven to 10 days. >> a tragic deadly shooting leads to sweeping changes within the baltimore city police department.
