jennifer franciotti explains what will be different and what sparked the changes. >> police said they are making these changes in reaction to an independent review board of the wound shooting that happened last january. they say was a tragedy and a valuable learning lesson. it was january 9, 2011, when officer william corbett, in plain clothes, was killed, along with sean gamble. officers taking enforcement action will be wearing clearly marked identifiable police attire, a systematic change in the way they do business. the most important aspect being officer and citizens' safety. >> at the times will members of this agency who are in a plain clothes capacity, not identified as a police officer, take enforcement action. >> the members of various departments will also be involved looking into police it all -- looking at police- involved shooting. >> fresh off becoming the eighth governor in the country to sign

a same-sex marriage law, governor martin o'malley will address a conference on catholicism and homosexuality today. the governor, who is roman catholic will spake -- will speak downtown, joining other speakers including former governor kathleen kennedy townsend, and the woman recently denied communion at her mother's funeral for being a lesbian. the priest is defending his decision. he says barbara johnson introduced another woman as her lover, so he withheld communion. he says openly confessing sin should be done in a confessional and not before communion. he insists his actions were a warning to the church. ortiz has said he is confident he did the only thing a faithful catholic priest would do. >> today the weather is definitely a different flavor. we have a storm coming in from the west.

there is some rain, some light showers. north of the maryland line, the sun is shining in west pennsylvania. we have an interesting situation around the chesapeake bay. there is a stalled front out near the potomac river and south of us. to the east of that front, northeast of that front, very cool marine air. it is moist, it has got clouds coming east wind, and chilly temperatures. stuck in the 50's. a little warmer west of the front coming out close to where the rain is. we will try to explain what is going on and where we are headed in the forecast, coming up. >> right now fire crews are trying to figure out because of a fire, a house fire in harford county. here is a picture of the home, and officials say the flames broke out around 9:15 thursday night at the 200 block of broadview avenue. it took 40 firefighters 20 minutes to get the fire under control. no word on a damage estimate, but no one was hurt.

and amber alert had a lot of people on edge last night. you may have seen the alert crawl after a 9-year-old boy from prince george's county was reportedly abducted by his mother. this morning he was found safe and sound. police picked up 9-year-old wuilbert garcia and his mother at an airport in reno, nevada. county police are getting praise for uncovering a sex abuse case. 8000 will spend 40 years in prison for sexually abusing a disabled man in his care. tony chesnutt was found guilty of videotaping the repeated sexual abuse of his victim over 14 years. he says he chose his victims because he was unable to talk. >> in 25 years, it is some of the worst video i have ever seen. we are pleased with the defense. the police did an outstanding job in this case. >> chestnut's family pleaded with the judge saying he is very

remorseful and willing to seek treatment, but the judge refused to change the sentence. back in court for u.s. private bradley manning today during thursday's house hearing, prosecutors say he indirectly helped al qaeda by posting classified information on wikileaks. the defense lawyers argue he was a troubled soldier who should never have had access to classified material. he was charged with aiding the enemy among other counts. george clooney and arrested a short time ago in washington, d.c. as you saw, the a-list actor was taken into custody during a protest outside the sudanese embassy, there to bring awareness to alleged war crimes in sudan. apparently, police warned protesters not across the police line outside the embassy. they did not comply. new at noon, the lawyer for the soldier accused of shooting 16 afghan civilians is speaking out as the country's president is

calling for nato troops to return to their bases. richard kindle reports from kabul. >> new details are emerging about the staff sergeant, 38- year-old father of two, accused of war crimes in afghanistan. the suspect has retained a lawyer who is speaking out, describing his client as a decorated veteran who served three tours in iraq, one tour in afghanistan, but he was injured twice in iraq, once with a concussion, another injury to the foot. he says his client was not expecting to receive that forced the plummet, the one here to afghanistan, that he was training to be a recruiter when he received surprise information that we have to go on ye another combat tour. >> i think that this case is more political than legal, and i'm used illegal things, not political things, so i think there will be an effort to try to paint him as a rogue soldiers rather than focus on how we are

>> you may remember a few weeks ago we told you about mcdonald's will no longer beat including a food additive called pink slime in their burgers. now the usda has made the meat optional to include in school lunches. it is leftover meat treated with a commonly used among awash to kill bacteria before blending it with ground beef. usda says the added this is safe. the state budget is now in the hands of a house of delegates. the senate approved the bill that raises the state income-tax filers. people making $500,000 a year or more would pay an additional $2,500 each year. the so-called millionaire's tax was added at the last minute, leading to more debate. >> we are taking a lot of disposable income bang out of the economy.

it is just not 80. we have been spoiled rotten with this weather. there is some shower activity to the west, mostly in west virginia and western maryland. another weather impulse that will come up the line from kentucky and tennessee to increase the rain chances. a lot of clouds. you can see this area right in here, the easterly flow of air pushing in marine air. it is very moist with a lot of clouds. at marine air is cool, too, and that is what we have right now. let's look at some of the temperatures in that area. we see the outline here of this darker green shade where readings are stuck in the 50's. to the west, there is a front. to the west, temperatures are in the 50's and 60's. 70's are way down in virginia and the carolinas right now. here you can see 40's to the north, here are the 50's. now we go into the 60's and 70's to the southwest. this pocket of marine air is

plaguing us today. the question is, will it break? will some sunshine try to come through? will the wind shift and warm us up a bit? it will be tough. here is that area of cloudiness with that marine air. here is the flow of air coming in. that front has to be pushed back a little bit. there is some weather out to the west, and maybe this impulse will help to push that back later today, but maybe not soon enough to warm us up with any kind of significance. in general, it's warm in the eastern 2/3 of the nation. this little pocket of chilly air is skillet -- keeping us from enjoying the warm stuff we have had in the past few days. shower and thunderstorm chance increases in the evening hours. these southeast winds are 10 to 15 miles per hour. upper 60's might be optimistic for some folks. some folks may be in the low to

mid 50's for highs today. somebody might hit 70. a broad range of potential highs today. south west wins for boaters in the day today -- 10 to 15 miles per hour. on saturday, we will disperse with the clouds a little bit, maybe some showers in the mountains to the west and south of us. saturday should be a little better day. saturday, of course, is st. patrick's day parade in the morning we expect to start out in the 50's and see some sunshine. chilly in the afternoon, upper 60's to near 70. in the evening, temperatures back in the 50's. 70's sometime next week. >> thank you, john, i was quite a graphic. for the seventh day in a row, gas prices are up. the average price per gallon for a gallon of unleaded is $3.83. up 70% so far this year.
