there is some rain in the western suburbs and some showers in carroll county. let's look at the radar. the rate is drifting to the south. it may not get into baltimore city. in a move into prince george's county. in the western suburbs, you'll have some rain to start the drive time. 60 degrees at the airport. it will be hard to get rid of the cloud cover this a afternoon. a mixture of sun and clouds. a chance for a rain shower early this morning and later this afternoon. high temperature around 73 degrees. we'll come back and check the forecast going into the weekend. >> good morning. it cannot hurt to give yourself some extra time this morning. we're dealing with rain, fog, and some additional delays because of the funeral procession for major robert marchanti.

those delays continued down towards 95 of the south side. 28 on the southwest corner. on 95 towards the capital beltway, speeds around 34, 39 heading down towards 100. that is where the funeral procession is at the moment. it will continue on to the capital beltway and then on to arlington national cemetery. this is a frederick. still dealing with delays because of the procession. this is 95 southbound at 32. you can see those southbound delays. that is the latest on traffic pulse 11. >> flags are flying at half staff in honor of the late major robert marchanti. he was killed in afghanistan. funeral services were held

from other city council members. according to the mayor's office, baltimore has the highest municipal property tax rates in the state. the mayor wants to reduce it by 20 cents per $100 of value by 2020. she believes that will help her meet her goal of attracting 10,000 new families to the city in 10 years. the mayor says the city cannot afford to offer a more drastic property tax cut without slashing core services like public safety and education funding. but some question whether scaling back the property tax is enough to reverse years of population decline, fueled by factors including crime and the state of city schools. >> the city unfortunately has acquired a reputation, and while 20 cents off of property tax is certainly a good start, it may not be enough to overcome some of the -- the images that the city has sort of gathered over the last decade and a half. >> this bill will not be coming up for a vote until later this spring. kim dacey, wbal-tv 11 news.

>> the house of delegates is picking apart the senate's budget plan. it calls for raising income-tax rates for a majority of maryland theers. it would keep the income-tax rate the same for the majority of maryland thereers. full house still needs to vote on the plan. >> police are searching for clues in the shooting of a man. the victim was found shot in the chest, east of hopkins bayview medical center. he later died. no word on a suspect or possible motive. a victim has -- the victim has not been named.

one person was stabbed as groups of teenagers converged. city officials are committed to keeping things under control. >> i am committed to making sure that the harbor is safe for citizens as well as visitors. i will protect it. of deployment that will respond very quickly when something like that breaks out to make sure we will have a safe environment for everyone. >> city police will consult school police for insight as to when large groups of kids will be gathering in the future. >> there was a shooting in harford county. the victim was found and no word on his condition or a suspect. >> a police officer -- former city police officer is sentenced in the majestic towing scheme.

fog and some rain showers, most of it south and west of baltimore. some of it is clipping the western part of howard county and anne arundel county. in the western suburbs, you guys will probably see some rain to start the day. it will be difficult to get rid of the cloud cover. the clouds will take a while to break up. i think we'll get some sunshine later today. that will take some time. it is 60 degrees. the average high temperature is in the mid 50's. it is 57 in parkton. a chance for some rain showers. high temperature between 70 and 75. the dew points are hanging around 60. mostly cloudy tonight. temperatures drop back to around 60 tonight. it gets better by the end of the week. since story tomorrow.

thursday and friday look like the best days. things will fall apart over the weekend. a better chance for rain on saturday and sunday with temperatures in the 60's. let's check the roads with sarah. >> good morning. fog and rain making its impact on your morning commute. there's the funeral procession for the late major robert marchanti. it is now what 95 heading towards the capital beltway. down to 30 miles per hour in the southwest corner. you can see the heavy spot just past 32. the procession will continue on to the capital beltway. those delays are expected to that stretch until 8:00 a.m. this morning. we will let you know how the morning evolves. this is 95 south at 32. southbound traffic through county is heavy.

all this because of the funeral procession for major robert marchanti. it continues on 95 south towards the capital beltway. we're seeing delays on 295. we have an accident on monument street. in phoenix, another crash. another one which involves the darlington region of harford county, 136 at trapped church road. 95 south, and traffic is inching along and delays continued down towards the capital beltway appeared the procession will continue on toward arlington national cemetery. 295 looking a little better. you may want to consider this instead. that is the latest on traffic pulse 11. ava marie is showing off some beautiful bowls. this is the empty bowl event.
