around 58-60 degrees. you're feeling that just like yesterday, i'm sure. starting out with the low clouds, the fog, the drizzle. let's take a look at the morning conditions. 8:00 degrees at the airport. humidity 100%. northeast winds at five. you can see a little early drizzle and then we'll get some breaks in the overcast and the sun will peek through. we come back in a few minutes and take a look at the seven-day forecast going through the weekend. first let's see what's happening on the roads. >> not a bad start out there aside from the drizzle that tony mentioned and the fog in spots. just keep that in mind as you prepare for your morning commute. a water main break at forest park and windsor mill. be careful. 59 on the west side moving well from 795 all the way down to

i-70. no problems to report on eastbound i-70 towards the belt way. a nice start here. most of the major road ways in pretty good shape. drive times at five minutes and then an eight minute travel time down tards the hubbard tunnel tolls. let's look at traffic. here is how it looks. the west side looks good at the moment. we'll switch over to a live view. north and southbound traffic in great shape aside from the fog there. >> we are following a developing story out of france this morning where police are in a standoff with the suspect in three deadly attacks. he is wanting for this week's deadly shooting at a jewish school and last week's shooting

of three paratroopers. we're told he is talking with a police negotiator and says he will surrender in the afternoon. new this morning, the mayor will propose a new budget with potentially bad news for city employees. >> we have details over the mayor's proposal. good morning. >> good morning. on the plus side, the mayor's plan does not include tax or fees and includes her original idea to reduce the city's property tax rate by 2 cents. it affects the fire department and employees. they would close three fire companies that close on a rotating basis. the plan includes merging the 911 call centers. there would not be a cost of

living increase for city employees and they will have to pay higher out of pocket costs for medical and drug coverage. officials say few if any make any co-payments. it would reduce the health care costs by up to $25 million. this closes a $48 million budget deficit gap and the mayor plans to unveil this new program at a spending board meeting later today. >> thank you. the city is trying to make jury duty a little easier for residents. officials say a lot of the letter goes unnoticed ending up in the trash. the change is designed to make the process easier. you can fill out the summons and questionnaire in one form onlined move the duty to a more convenient time. >> we hope that the check-in

time each morning will go faster and be more efficient and therefore the jurors will be available to go to court to begin the process of trials earlier in the day. >> officials say the big test will be on the first day of reports, which is april 2. >> in session 2012 news this morning, the family of a teen electrocuted by a fence in a park wants to make sure it never happens again. 14-year-old deanna green died in 2006 after touching the fence at a baseball field at druid hill park. electricity leaking from underground wiring. there is legislation pending now that would broaden a requirement for you -- utilities to service underground wires. the inspection cost would have to be passed on to consumers.

highway system. now we can't even build a pipeline. that is going to end. it is great to be back in pennsylvania. >> rick santorum argued an illinois upset would change the race. he lost by a double digit margin but his speech didn't sound like a concession. he looked ahead. >> we're going pick up a boat load of delegates and close this gap and move on to victory. >> neither showed sivepbs stepping out of the race -- signs of stepping out of the race. >> by most standards people would accept the fact that i'm a much better debater than romney or santorum. >> ron paul hit the talk show circuit last night. >> there are delegates committed to mitt romney. then the second go-around they are not committed and they can vote their conscious. then i believe we'll get a lot of ron paul votes.

henryville student also attend school in a temporary location set up in nearby albeen ay. -- albany. midland high school students go back to school on april 2. today kids are being encouraged to kick butt. that's because it is kick butts day. a nationwide campaign to encourage tobacco-free kids. it hosts hundreds of events across the country. it is designed to raise awareness about the dangers of smoking. this marks the 17th annual kick butts day. >> senator barbara -- harry reid will lead off remarks with her nist the senate. she has been in congress since 1977. she won her senate seat in 1986.

the same setup that we had yesterday in the mid-atlantic. it is producing an east-southeast wind. piling it up against mountains so we have the low clouds and fog and drizzle out there this morning. we know the drizzle is out there. most of the steadier rain is down in virginia and it should stay that way at least for the morning commute. but just like yesterday, it is going to be difficult to get rid of this cloud cover. late in the morning, i think the clouds will start to break up and we'll get the sunshine to come through the cloud deck. 59 at the airport now. most areas are in the upper foiferts start the day today, -- 50's to start the day today. a chance for a shower later on this afternoon. drizzle this morning. temperatures in the low 70's just like yesterday. mostly cloudy. areas of fog will redevelop. temperatures will drop back into the 50's again. seven-day forecast, the end of the week looking better.

original plan to reduce the property tax by 2 cents. however there are big changes and they will affect the city's fire departments, all city employees when it comes to their paychex, this will affect out of pocket expenses for medical expenses. they propose closing three fire departments. merging the 911 call centers. there would be no furloughs and there would be no pay raise for city employees. employees would have to pay higher out of pocket costs. right now they pay no deductable on their medical bills and officials say few make any co-payments. it would reduce health care costs by up to $25 million a year. it would reduce the budget deficit by about $48 million. the mayor is expected to unveil her plan later today. >> all right, thank you.

baltimore county police investigating a stack at a town home in owings mills. according to police, a car pulled up to the town home, several people got out and then a fight broke out. several weren to the hospital with serious injuries. >> they entered a townhouse at this location where they got into a physical fight with the residents at the home. >> a gunshot was fired but there are no report s of anyone being hits. >> mays chapel will soon be home to a new elementary school. the degrees came regardless of residents voicing concerns. one resident said she supports it.
