fog and all that stuff. the sun will break through this afternoon. we're still going to keep a slight chance for a shower in the forecast, but most of you won't see that, the high temperature is 72 degrees. when we come back, we'll take a look at the forecast going all the way through the weekend. now let's say good morning to sarah and see what's happening on the roads. >> we're kind of off to a busy start as we get into the 6:00 hour. problems on the harrisburg expressway. northbound at shawon, we have an accident, and then further north, all northbound lanes are closed due to a tractor-trailer fire. we'll keep you posted on how things are impacted because of these northbound problems. we're also going to see some southbound delays just opposite them. we'll give you a live view in a moment. inner loop approaching 95, there's an accident. another one not far away in the outer loop. you want to head out at forest park and windsor mill, watch for water main break repairs and closures as a result. let's update 83 at mount caramel. it's definitely heavy in the southbound direction, not a whole lot of traffic getting by

northbound. we are seeing some folks get by, but for the most part, northbound lanes are closed. take new york road as your alternate. live view of traffic at wilkins avenue. southwest corner of the beltway in pretty good shape, but definitely building in volume in the outer loop. watch for the inner loop accident right at 95. that's the latest on traffic pulse 11. >> new this morning -- a subpoena for anne arundel police chief james tier. the county council wants to know what, if any, role he played in the misconduct charges facing john leopold. the state prosecutor contends chief tier took no action after officers on the security team expressed concerns over leopold directing them to conduct campaign activity. the subpoena reportedly ordered tier to report to the council in an open meeting next monday night. also new -- a revolutionary procedure at the university of maryland medical center. doctors have performed the nation's second full face transplant procedure. a hospital spokesperson said the 36-hour surgery was

completed tuesday and included replacement on the 37-year-old patient's tongue and upper and lower jaws. more details will be disclosed at a news conference sometime next week. >> also new, mayor stephanie rawlings-blake unveils her $2 billion budget. among them, cuts involving public safety. 11 news reporter jennifer franciotti is live downtown with more details for us this morning. hi, jen. >> good morning. on the plus side, this new budget doesn't include any new fees or taxes, and it does include her original plan to cut property taxes by two cents. however, some pretty big changes are on the way that would affect the fire department, all city employees when it comes to paychecks and their out of pocket expenses. the proposal would permanently close three fire companies that right now only close on a rotating basis. the plan also includes merging the 311 and 911 call centers. there would be no city furloughs. however, there would also be no pay raises for city employees,

and employees will have to pay higher out of pocket costs for medical and prescription drug coverage. right now, city employees pay no deductible on their medical bills, and officials say few make any co-payments. this is a move that would reduce the city's healthcare costs by up to $25 million a year, and officials say this proposed budget also closes a $48 million deficit in the budget. now, this is something that will be unveiled later today at a spending meeting here at city hall. reporting live, jennifer franciotti, wbal-tv 11 news. >> jen, thank you. meanwhile, other cost-cutting measures to save the city some cash could result in handing over the keys to some of the city's historical landmarks. sources tell 11 news the city is considering leasing options for 15 different historic sites, like the city's war memorial and the tower in order to raise revenue. the board of estimates is waiting to approve the consulting contract later today to determine the market value of those properties. you can see the full list of landmarks being considered on

our website, wbaltv.com. just click on local news. >> still no arrests this morning after tuesday's chaotic brawl in owings mills that left three people stabbed and several others injured. sky team 11 was over the scene 4:00 tuesday afternoon when the fire broke out. we're told a group of people poured out of a white crown victoria ready to fight. >> it appears that a group of individuals arrived at this location, entered a townhouse at this location, where they got spew a fight with the residents of the home. >> one of the stabbing victims is in sinai hospital with life-threatening injuries. two others were treated and released at northwest hospital. investigators say gunshots were fired, but no one was hit. >> city homicide detectives are called to the scene of a shooting in east baltimore. it happened a little before 11:00 last night in the 500 block of east 21st street. we're told the victim was shot twice in the head. no word right now on a suspect, motive, or the victim's identity. and in west baltimore, the search is on for whoever shot a

man around 9:30 last night near the corner of edmonton avenue and north woodington road. we're told that victim's injuries are not life threatening. >> a teacher is recovering after a student allegedly attacked her. the teach was was inside a store monday afternoon when she had an altercation with a 12th grade student so. far, no charges have been filed, but city school officials say appropriate action will be taken once their investigation is complete. state chapel will soon be home to the newest public elementary school, despite opposition from some people in the community. county school board members voted unanimously tuesday night to approve plans to build a new school in the same area as the park. the decision came regardless of residents voicing their concerns. one resident says she supports education, but does not think mayes chapel is the best location to build a new school. >> where is parking going to be when school plays, christmas, easter, school functions, p.t.a. meetings? parents aren't going to be

bused out there. they're going to have to drive. where are they going to park? those are all tollable areas. >> the school, which has not been named yet, is expected to open the next two to three years. >> baltimore's catholic community will soon have a new leader. the vatican has appointed bishop william laurie as new archbishop of baltimore. he'll replace cardinal edwin o'brien, who will take on duties in rome. the newly appointed leader of the nation's very first archdiocese is a prominent voice in the national debate on same-sex marriage and contraception. >> the church has clearly and consistently talked about the importance of marriage as between one man and one woman for the good of society. >> the archbishop will officially assume his duties on may 16. >> the time is 6:07, 60 degrees on tv hill. retailers can take the easter bunny, how much parents plan to

>> welcome back to 11 news today. the time now is 6 chop 11, 60 degrees outside today. it's going to be another nice day today. many of you who watch our evening news at 5:00 and 6:00 p.m. noticed that our colleague, donna hamilton, has been on vacation this week. >> no trip to the ocean for her. she's actually half a world away in uganda. donna joins us live this morning via skype to tell us more about it. good morning, or should i say good afternoon. hi, donna. >> yes, it is good afternoon. it's so nice to hear your guys' voices. >> it's good to see you. >> i feel like i'm very, very far away from home, i have to

tell you. we've had a good trip. it's been a very hot, as you can imagine, overwhelming trip here to uganda, because it is an extremely poor country. just yesterday, we were at a school called raise of hope, which is in one of the slums of kampala, where they have about 300 kids there, largely orphans and kids who really would otherwise get no education who they go to day school there. i'm staying at an orthopedic handleage, which is where i am right now, and if you can, you can see what a beautiful view it is up here. uganda, i don't think people realize, is a spectacularly beautiful country. and over in the distance, i hope you can see this, lake victoria. you see it? that's actually the source of the nile river. so, beautiful here. just gorgeous countryside. but there's a lot of problems. and i know that people have heard and seen so much about the kony video that has gone viral the past couple of weeks, but something i want to clear

up about the stop kony thing, and while those stories are real, those children's stories are real, kony is no longer in uganda and hasn't been here since about 2006. the damage that he did and the harm that he caused is very real and still being felt here, but he's no longer operational in uganda. i think that it made it seem like it's going on right now. and uganda could really use tourist dollars here, and it scares people off from coming. >> you're there on a humanitarian mission. tell me about the work that you're doing. >> yes, well, i'm here with a group at an orthopedic handleage, and -- with a group at an orphanage. understand some of the problems here, you have to understand the demographics of uganda. the median age here is 15, which, as you know, means that half of the population is under the age of 15, half. it's unbelievable. and 56% of the children in this

country are considered what they call throw away children. they either don't have parents or their parents have just deserted them. there's a little girl here named gladys, who, just last fall, her mother took her to kampala and just left her in the city. and she wandered around for a while, and finally someone took her to the police station. someone just happened to be in the police station at the time and so they brought her here, and she's still here now. but they gather children all the time because there's not enough people to take care of all the children in this country. added to that the extreme poverty here. >> donna, explain very quickly why the median age is 15. where do all the adults go? i know it's an historical look at civil war, disease, a lot of different factors play in there. >> yeah, i think aids was really one of the big factors in not many adults here. aids was a terrible scourge, as you know, in africa and all over, but certainly here in

uganda it was terrible. to uganda's credit, they've done a really good job of cutting the rate of new transmissions drastically, so it's not nearly as much of a problem as it used to be, but it killed a lot of people here. >> donna hamilton. she's live from uganda. i'm surprised there's no delay here. >> right, and we could talk to you forever. >> i was too. i was wait for the delay, and it never happened. did you ever see the little girl hopscotch video? >> yes, we did. >> wasn't that so cute? it's so interesting here, because you draw a little hopscotch on the ground, and they're like, oh, good, let's play. they are the most precious children you can ever imagine. >> we can't wait to hear more about it when you get back. have a safe trip home. >> i know and i think there's a good bit of my videos online that you can check out. >> appreciate it. >> that was cool to be able to talk to donna from africa this

morning. gives you a unique perspective on what's happening in other parts of the world. sometimes real focus on the local surroundings, and it's great to be able to talk to donna there. all right, weatherwise around the country, same setup as yesterday. you get east of the mississippi river, it feels like summer. out into the mountains, and it feels like winter. when the two bump together, you get showers and thunderstorms and severe weather in the central part of the country. you can see a line of storms going all the way up into the dakotas. but in our part of the world, high pressure drifting down the east coast, and again this morning, an east-southeast wind, and that grabs moisture off the atlantic and chesapeake bay. we're going start out with the low clouds, fog, and the drizzle. there's nothing showing up on the radar around baltimore, but we know that the drizzle is out there, so it could affect the drive time a little bit, just keep that in mind. and again, it's going to be hard to get rid of the clouds as we go through the morning, but probably, just like yesterday in the afternoon, we'll get sunshine to break through the cloud deck. right now, 59 degrees at the

airport. there's the northeast wind that we were talking about at 6 miles an hour. the forecast for today, variable clouds, a chance for a rain shower later this afternoon after the sun breaks out, but most of you won't see that. there could be fog and drizzle this morning, high temperatures in the low 70's. seven-day forecast looks like this -- it's going to get warmer the next couple of days because the wind direction is going to shift to the south. 77 on thursday, almost 80 on friday. over the weekend, we go the other way, a chance for rain will go up, pretty good chance for rain on both saturday and sunday. the high temperatures will fall back into the 60's. all right, the time is 17 minutes after 7:00. or 6:00. let's see what's happening on the roads. >> good morning, everyone. problems on the northbound harrisburg expressway. a tractor-trailer fire is blocking all but the shoulder in the northbound direction just past mount carmel. you can get by, but just squeezing by. delays in place prior to the mounted carmel exit. slowdown in the southbound

direction. avoid the faceburg expressway this morning if you can. take york road as your alternate. another problem in the northbound direction at shawon road, an accident. that one is off to the side. let's give you a look at what else is going on. beltway approaching i-95, two accidents, one in the outer loop, one in the inner loop in that area. also at forest park and windsor mill, watch for closures. not too bad on the north or west side. rest of the major roadways, delay-free at this time. let's give you a live view of problems on the faceburg expressway. an accident to the northbound side of shawon road. but if you are traveling further north, you're going to see delays just past shawon up toward mount carmel. all lanes closed with a tractor-trailer fire, only the shoulders squeezing by. that's the latest on traffic pulse 11 as we give you a live view of the southwest corner at wilkins avenue. right now, we want to go to stan. >> sarah, thank you. taking a look at some of our top stories this morning, including a breaking story from overnight. the standoff continues right now between french police and a self-proclaimed al qaeda

suspect wanted in connection with a deadly shoot nag jewish school earlier this week. the two officers were injured as heavily armed police clashed with the suspect this morning in toulouse, france. the suspect is accused of killing three children and a rabbi on monday. he's also accused of murdering three french paratroopers. there are reports he plans to give himself up in a matter of hours. at least 800 homes are damaged by a 7.4 magazine any today earthquake in southern mexico. the shock was felt in mexico city where people piled out of buildings to get to the safety in the streets. a pedestrian bridge clapsd, but no one was injured. the quake lasted about a minute and disrupted phone service and snarled traffic. >> in this morning's consumer alert, it's the hottest electronic device on the market right now, but some are worried the new ipad3 is literally too hot to handle. the folks at consumer reports say one corner of the new ipad hits 116 degrees while plugged

the game is evidence in everything that he does, talking football with john, with coach fox and his staff helped me realize that this is a great place to be. >> and now the game of musical chairs begins with many people wondering where will tim tebow go. many speculate cleveland, maybe philadelphia, possibly jacksonville as possible homes for the q.b. phenom. one place he won't be headed, san francisco. the niners re-sign their quarterback, alex smith, apparently all is forgiven after the niners flirted with bringing manning on while smith entertained offers from the miami dolphins. a salary of $8 million ought to smooth things over. and no tears for hines ward here in baltimore, as the pittsburgh steelers wide receiver hangs up his cleats. ward called it a career after 14 years after the steelers announced they would not be bringing him back. he should plenty of time to work on his ballroom dancing.

the forecast going through the weekend. >> thank you, tony. as city officials wrestle with ways to cut a shrinking budget, it looks like some firefighter jobs are on the chopping block. >> jennifer franciotti has details. >> good morning. later today, in a spending board meeting, officials will find out the good, the bad, and the ugly of this entire budget. on the good side, it doesn't include any new taxes or fees for city residents or visitors to the city. it also does include the mayor's original plan to cut the property tax by two cents. but as you mentioned, some big changes are on the way, including to the city's fire department. also, to all city employees, it will affect their medical budget. so, the budget proposal would permanently close three fire companies that right now already close on a rotating basis. the plan includes merging the 311 and 911 call centers. there would be no city furloughs. however, there would also not be any cost of living increases for city employees. employees will have to pay

higher out of pocket costs for medical and prescription drug coverage. right now city employees pay no deduct oible their medical bills, and officials say few make any co-payments. it's a move that would reduce the city's healthcare costs by up to $25 million a year. it's also a move that city officials are saying will save the city about $48 million a year overall with this new budget plan. we'll have more details coming up for you in just a little while. reporting live, jennifer franciotti, now back to you. >> general, thank you. in annapolis, the general assemblely is one step closer to doubling the flush tax. a house panel gave its approval tuesday to raise the tax from $30 to $60 a year. that would make it about $5 extra per month. the measure is aimed at completing upgrades to the 67 largest sewage plants in the state to reduce pollution in the chesapeake bay. it still needs to be voted on by the full legislature. >> in this morning's commitment 2012 report, mitt romney is waking up a win they are morning, picking up at least 41

delegates in illinois and strengthening his overall delegate lead. 11 news reporter emily schmidt tells us what that means for the campaign ahead. >> good morning, mindy. this was not the nail biter that we have seen in recent contests, with most of the precincts in. mitt romney edged rick santorum by 12 points. still, his rival vowed this race isn't over yet. >> what a night. thank you, illinois. >> mitt romney didn't have to wait long after the illinois polls closed to give his victory speech, a clear win he would like to say makes it a two-man race, romney versus obama. >> we want to build an interstate state system and the hoover dam. now we can't even build a pipeline. when we replace a law professor with a conservative businessman as president, that's going to end. >> it is great to be back in pennsylvania. >> rick santorum argued an illinois upset would change the race. he lost by a double-digit margin. but in a speech that didn't sound like a concession, he looked ahead. >> and we're going to pick up a

whole boatload of delegates and close this gap and on to victory. thank you all very much. >> newt gingrich and ron paul largely ignored illinois, and they won no delegates. neither showed signs of stepping out of the way. gingrich is campaigning in the next primary state of louisiana. >> i think by most standards, people would accept that i am a much better debater than either romney or santorum. >> ron paul hit the late-night talk show circuit to talk about a brokered convention. >> there will be delegates maybe committed to hit mom knee, but the second go-round, they're not committed to him, and then they can vote their conscience, then i believe we'll get a lot of votes. >> rick santorum is hoping he can pick up a win in louisiana this weekend, and he may face an ideological advantage in the conservative southern state. still, he lags in the money race. mitt romney outspent santorum 7-1 in illinois. in washington, i'm emily schmidt, wbal-tv 11 news. >> and mitt romney will make a

campaign stop later today at the dewey loman american legion hall. it's an event getting mixed reaction, even from members of romney's own party. >> i'm a staunch republican. he's the right man for the right job. >> well, this is a republican town, so he'll be well received. >> they're all a bunch of crooks. >> i wouldn't walk from here to over there to see governor room neefment >> maryland's primary is april 3. we'll have complete coverage tonight at 5:00 and 6:00. >> barbara mikulski will be honored on the floor of the senate this morning for decades long dedication to public service. today, senate majority leader harry reid will recognize maryland's senior senator as the longest serving woman in the history of the u.s. congress. mikulski's congressional career began in 1977, representing maryland's third congressional district, and she later went on to win her senate seat in 1986.

>> welcome back to 11 news today at 6:44. a subpoena for anne arundel county police chief james teare, the county council wants to know what, if any, role he played in the conduct charges facing john leopold. the state prosecutor contends chief teare took no action after officers on the security team expressed concerns over leopold directing them to conduct campaign activity for him. the subpoena reportedly orders teare to report to the council in an order meeting next monday night. still no arrest this morning after tuesday's chaotic brawl in owings mills that left three people stabbed and several others injured. sky team 11 was over the scene around 4:00 yesterday afternoon

when the fight broke out at a home on specter lane. one of the stabbing victims has life-threatening injuries. two others retreated -- were treated and released at northwest medical center. investigators say gunshots were fired, but no one was hit. and a baltimore city schoolteacher is recovering this morning after a student allegedly attacked her. we're told the teacher was inside the school store on campus monday afternoon when she had an altercation of some sort with a 12th grade student. so far no charges have been filed, but city school officials say appropriate action will be taken once their investigation is complete. >> good morning to you. sarah caldwell with a look at the commute. things are kind of busy out there on the outer loop right at 795, already some delays in place, but now we're hearing of a possible accident in that area. that's going to add to the problems there. forest park closed at windsor mill due to water main break

you're going to have to eat a lot of food to counteract the moonshine there. thank you, ava, appreciate it. looks like fun coming up this weekend at the timonium fairgrounds. we will talk to ava during the 7:00 hour over on the digital channel. weatherwise, it's the same story that we had yesterday. the eastern half of the country, you get east of the mississippi river, feels like summer. on the other side, and it feels much cooler, almost winter-like. for example, it was 55 in san diego yesterday. chicago hit 85, 30 degree temperature difference there from san diego to chicago. here at home, we've got high pressure drifting down the east coast, and we have the low-level easterly fetch coming off the water. it's grabbing all that moisture off the atlantic and the chesapeake bay and piling up against the mountains. and we do have the low clouds, the fog, and the drizzle out there to start the day today. there's nothing really showing up on the radar, but we know drizzle is out there. so that may affect the drive time a little bit, and eventually this cloud deck is going to break up, just like yesterday in the afternoon, where late in the day, the clouds broke up, but it will

probably happen that way again today. 59 at the airport. there's the northeast wind that we were talking about at 6 miles an hour. the forecast for today, variable clouds, a chance for a rain shower developing late in the afternoon. yesterday, we had some showers and thunderstorms pop up in the mountains. that may happen again today. most of you won't see that. the high temperature right around 72 degrees. seven-day forecast, wind will turn to the south on thursday and friday. that's going to make a big difference. the temperatures are going to jump into the upper 70's to maybe near 80 degrees to close out the workweek. and then things go the other way over the weekend. pretty good chance for some rain, unfortunately, on saturday and sunday. the high temperatures will fall back into the 60's chingt -- into the 60's. >> time for a last look at our big story. some big cuts to the city budget could leave several dozen firefighters out of work and city employees digging deeper for benefits. 11 news reporter jennifer franciotti joins us live from city hall to explain. hi, jen.

>> good morning. that's right, mayor stephanie rawlings-blake will unveil her budget plan later this morning at city hall. it does include a 2% -- or a two cent, rather, decrease in the city's property taxes. no new fees or increases for city residents, however, the big changes will affect the fire department and all city employees. this proposal would permanently close three fire companies that right now close on a rotating basis. the plan also includes merging the 311 and 911 call centers. there will be no city furloughs, but there also wouldn't be any raises for city employees either. and also, employees will have to pay higher out of pocket costs for medical and prescription drug coverages under the new plan. right now, city employees pay no deductible on their medical bills, and officials say few make any co-payments. it's a move they say that would reduce the city's healthcare costs by up to $25 million a year. overall, this plan would save the city about $48 million a year. back to you, mindy. >> getting back to the fire department changes, any idea exactly which companies would be closing?
