handled in a wrong manner, then they might be able to take measures to recover from it. >> you are taking a live look at the corner of east pratt street. this is where demonstrators started that march about one hour ago. if you are traveling the area, you may want to allow some time for a slowdown. we are live at mckeldin square, wbal tv 11 news. >> thank you. morning the death of a man who was shot and killed in northeast baltimore shortly after 10:00 along the 4100 block of idaho ave. police say the victim open to the front door when he heard the doorbell rang, and when he walked out on his porch, he was shot several times. he was taken to a hospital, where he later died. no word on suspects. and a 16-year-old was reportedly attacked by a 21-year-old co- worker at mcdonald's.

they said the teenager was punched in the head several times just after midnight. the victim has been at district court to -- has been referred to district court to pursue criminal charges. another had been previously been. >> a trial of twin brothers who are accused of setting a pit bull on fire. this happened in 2009. the dog was named phoenix. the case drew outrage across maryland and has helped spark calls for tougher anti-cruelty laws. the first trial ended in a hung jury. but the judge on the case must first rule on certain evidence that the defense says it wants excluded. in our commitment 2012 report, another gop presidential candidate will make his way to maryland before the april

primary. >> former house speaker newt gingrich is said to be at the state house tomorrow and then went area business leaders on the campaign trail. maryland has been drawn more attention than usual in the republican race for the white house. it was just last week that mitt romney had a town hall meeting with residents here. all of that as in maryland they are beginning to vote in the state gop primary. early voting will be under way until next thursday across the state. if you want to cast your ballot, the hours on sunday change from noon until 6:00 p.m.. >> and now, the signature achievement of obama, health- care reform, is being challenged in the u.s. supreme court, where today it opened three days of oral arguments about the constitutionality of the health- care overhaul. sally kidd has details. >> the argument today focused on

whether the high court can even hear this case until the law, especially the individual mandate specifically, it takes effect. >> what do we want? when do we want it? >> now. >> facing the ultimate test. >> we will hear arguments this morning in this case. >> the question before the justices on this day, whether the penalty for those who fail to buy health insurance constitutes a tax. one attorney argued that it does. >> congress provided that penalties are included in taxes for assessment purposes. >> and he says because it is a tax, the case cannot be heard by an accord until the tax is collected. that would begin in 2015. some of the justices questioned that. >> what do you see occurring? if we call this a mandatory

maryland general assembly is scheduled to vote tonight on a similar measure. it creates a framework to implement the federal law. david collins is calling this an joins us live from annapolis with the latest. >> state house leaders are looking over their shoulders at the supreme court. however, they will push ahead now and make adjustments necessary later. >> constitutional uncertainty hanging over the issue at the u.s. supreme court, but the maryland general assembly is moving forward to create the framework to install the obama health-care plan. >> we would much rather be proactive and determine what is best for maryland under the federal health-care program and to wait for them to tell us. obviously, if the supreme court overthrows some of it or leave that as it is, we will have to make some changes. >> the bill establishes two health-care exchanges, one where individuals can purchase

affordable health care, the other four businesses, each effective in january 2014. most would still a access through their employers or medicare. >> the idea is to make insurance affordable and available to everyone, particularly in the marketplace. >> both the house and senate are expected to vote. they expect to have been in place and certified by january. >> whether or not the federal government can require health insurance. if it is thrown out, the system will cave in on itself because the obama plan will not work. all it would have been is to set up a new bureaucracy to offer health insurance to low-income folks. >> dental insurance. plus, it allows someone to continue to get care even if their circumstances change. for example, someone changes jobs. they can still get the same coverage through the exchange.

records. the record for this date was set back in 1878. the high today was kind of chilly compared to where we have been, but still, it is warmer than normal. 57 the normal high. we actually ended up and warmer than normal. these will be reset. the temperature will likely drop below 47 by midnight tonight. it is already down to 52. columbia is at 53. on the coast, temperatures in the low 50's. in the mountains, we have already seen some 30's. college park at 57. southern pennsylvania already. it is likely there will be widespread freezing temperatures. all of these pink shaded areas are under a freeze warning or watch. it means that north and west of town, freezing temperatures likely. right along the shore of the bay, the water temperatures are a bit milder. that might protect you.

especially the low-lying valleys, the dense air settles into the lowest areas, and those are likely to be the chileans. winds are fairly common, gusting to 36 of the naval academy, guesting to 32 m.p.h. on the eastern shore. the brisk winds prevent frost, but it will not prevent the temperature from dropping into the 20's in the suburbs and 30's downtown. occasional gusting over 20 miles per hour all night long. clear skies indicating that cold, dry air, coming out of eastern canada. the front is all of the way down into north carolina, so all of these are getting much colder air of them last week. that air is in atlanta, memphis. the next front is coming out of the northern rockies, pushing towards chicago tomorrow, and that triggers a slight chance for severe thunderstorms in front. we will be dealing with that on

wednesday. tomorrow after freezing temperatures in the morning, look for lots of sun, and we may have a day tomorrow that is chillier than normal. you can see the storms are not that widespread, not that heavy, but a few isolated thunderstorms. that front will usher in another patch of relatively pact -- chilly air. iran here, it looks like cool, dry weather to wrap up the work week. tomorrow, is sunny day, freezing in the morning, afternoon highs in the 50's. a small craft advisory remains in effect for the bay with waves of running two to 3 feet. about 60 on wednesday in western maryland, so the temperatures will turn around pretty quickly again. but a to 70 with a slight chance for a thunderstorm. the same scenario for the lower eastern shore. a 20% chance of a storm
