for today. from wisconsin representative paul ryan. >> and newt gingrich and ron paul are still on the campaign trail, both making stops in wisconsin. in washington, i'm tara mergener, wbal-tv 11 news. >> president obama returns to the campaign trail today, attending two large fundraisers in vermont and maine. meantime, in washington, the senate defeats a move by president obama to cut billions in tax breaks for big oil, pushing to end the government's subsidy of exxon, shell, b.p., chevron, and conoco phillips. the president challenged senators who are about to vote, saying the public is being hit twice, saying record high prices at the pump and giving billions in tax breaks to producers. the obama plan lost as experts warned gas prices will go higher. and the house of representatives passes a $3.5 trillion federal budget for fiscal year 2013. the vote was mostly along party lines with the republican majority approving the measure that would revamp medicare, cut

back on spending for many programs, including food stamps and transportation. in addition, it does not raise taxes on the wealthy, as president obama positive posed in his budget outline. the plan is expected to fail in the senate. >> and here in maryland, a final vote is set in the house today for legislation clearing the way for a wind turbine farm off the coast of ocean city. the house gave preliminary approval to that bill on thursday, which requires consumers to pay $1.50 surcharge each month to help subsidize the development of wind energy. the monthly fee for commercial and industrial customers was cut back to 1.5%, and it won't go into effect until 2017. about 300 members of the maryland national guard are on their way to afghanistan this morning. members of the 175th wing of air crews and ground support personnel gathered in middle river late last night. their nearly 9 owe-day deployment is to support combat operations in afghanistan.

controversy. there are the first images coming out now of the community watch volunteer from the night of the shooting. zimmerman's attorney says his client's head was slammed against the concrete. however, according to martin's family's attorney, the fact that you can't see those injuries in the video proves the police report is a fabrication. meantime, hundreds of people, many in hoodies, rallied on the morgan state university campus on thursday night to protest the shooting death of trayvon martin. students joined faculty, community members, and the school's president to call for justice in the case. >> a memorial service will be held this afternoon for a vermont teacher. 33-year-old melissa jenkins was reported missing sunday after her 2-year-old son was found in her car alone and safe. today's service will take place at the school where she taught science and coached the girl's basketball team. a vermont couple is charged with strangling jenkins. so far, no motive has been released. >> and it's 5:11, 39 degrees on tv hill. a popular website offering

penn, camden and brunswick lines. with the m.t.a. transit team, i'm kurt kroncke. now back to tony pann. >> good morning, everyone. a little chilly this morning. there is some frost in some neighborhoods, especially north and west of baltimore. big area of high pressure in control of the weather here in the northeast part of the country, but there is a storm system coming out of the midwest that will eventually, i think, increase the cloud cover and give us a chance for some rain starting tonight and probably into tomorrow morning. as a matter of fact, you can already see the cloud cover thickening up in western maryland. skies have been clear around baltimore for most of the night. rain isn't far behind, either. it's not heavy rain, but we can see showers coming across portions of ohio and west virginia, now into western pennsylvania. you see the direction of movement is right over toward baltimore there. it's going to take several hours to get here, so most of the day today is going to be dry. once we get past 7:00 or 8:00 this evening, we'll see a chance for some rain. 39 at the airport. it's 40 in columbia. 32 in frederick. and it's 33 degrees in taneytown, especially, again,

frederick, carroll county, you guys might see frost out there to start the day today. so, increasing clouds as we head into the afternoon, a chance for some rain showers this evening. but dry during the day. the high temperature right around 59. and that's right at average for this time of the year. haven't said that for a while. the average high is 59. record for today, 89. that was set back in 1998. overnight tonight, mostly cloudy skies, a pretty good chance for some rain showers, temperatures will drop back into the 40's. seven-day forecast looks like this -- i think most of the rain tomorrow is going to be in the morning. it will taper off in the afternoon. if you have outdoor plans on saturday, the best time to do it would be in the afternoon or evening. the high temperature, 58. sunday looks decent, a little breezy, cool, high near 62. then back into the 70's by tuesday of next week with scattered thunderstorms in the evening. that will knock the temperatures back into the 50's by wednesday and thursday. >> in the morning's consumer

jessup. officials say shortly after 2:00 a.m., two empty freight trains collided as they were trying to maneuver along the 8400 block of dorsey run road. five cars derailed, bringing down several telephone wires. there are no reports of any power outages or disruption in phone service at this hour. college campuses across the state could soon see a spike in enrollment. a new report released on thursday predicts a 20% increase in the student body over the next decade. increases in tuition, parking, and room and board are also expected this fall. the full board will vote on the proposal next month. and if you know how to create clean energy, you might want to head down to college park today. it's for a chance to win some $250,000 in prizes. the university of maryland is hosting a month-long series of competitions starting today, and it's funded by the u.s. department of energy. events include a $ 5,000 business plan, a $100,000 clean energy challenge. the winner will compete in the national clean energy business plan competition finals. that's going happen later this

quickly. you can see at least a high, thin cloud deck coming in out of western maryland. the rain isn't far behind. we see showers on the radar coming across ohio into west virginia, western pennsylvania, and even a mix of light rain and snow showers in the upper elevations out there in garrett county. that's all moving eastbound, so eventually it will move into the baltimore area, but probably not until after 6:00 this evening. up until that time, should be dry. it's cold. 32 in frederick. 33 in taneytown. could be frost on your windshield in those far northwest suburbs. 39 officially at the airport. a mix of sun and clouds, or increasing clouds. a chance for rain showers this evening. high temperature, 59 degrees. and that's right around average for this time of the year for a change. we haven't said that for a while. average high is 59. the record, 89 set back in 1998. overnight tonight, mostly cloudy. pretty good chance for rain showers. temperatures will drop back into the 40's. doesn't look it's going to be heavy rain. as we head into the beginning of the weekend, showers will stick around for a majority of
