executive to suspend his police chief after a deputy chief appeared this evening to answer questions about alleged misconduct within the department. david collins is following the developments and joins us live from anne arundel county. what did he have to say? >> carroll reportedly asked the justice department to investigate alleged police misconduct related to criminal indictment against county executive john leopold. he told council members he had direct knowledge of the dossier filed against a former county employee who is filed a lawsuit against county executive john leopold. he testified that he saw james teare reading the dossier. no one seems to note the answer to who directed the action. >> that is the million-dollar question, who knew what, and

what levels they know it, and how long did they know it? i don't know who knows the answer. >> his appearance before council as part of an inquiry into accusations against county executive leopold. comes one week after police chief john tear declined to answer questions under oath. he said he had devised by his attorney that he would be breaking the law if he disclosed information he told a grand jury. he faces one count misappropriation of county funds. grand jury indictment alleges leopold directed transporting him to a sexual rendezvous with a county employee. >> no one is going to be held accountable for it. it is like the perfect storm has been created here. who is going to hold him accountable? beck's the deputy reminded the

council of the no-confidence vote on the cheap and advise looking outside the department for a new commander, and to put them under contract so they do not have to answer to the executive branch. at least one council person still has confidence in the current chief. >> what we have is, we want to hang some people before anyone has had a fair chance for their side of the story in the case. >> county council vice chairman jerry walker introduce the resolution, calling for suspension of the police chief. it will be voted on in two weeks. david collins, wbal-tv 11 news. >> merrill lawmakers are trying to work up their differences on the state budget package and are pushing to complete their discussion by wednesday. they have less than a week left in the 2012 general assembly. the committee held off on dealing with the shift in teacher pensions and hammering out a compromise on raising the

personal income-tax rate. they are scheduled to meet again tomorrow. increasing the state tax on cigars and other tobacco products is also on the agenda. the maryland primary is tomorrow along with the district of columbia and wisconsin. mitt romney is leading, but not enough to convince the other candidates to drop out. chris clackum has tonight's commitment 2012 report. >> mitt romney is expected to win all three primaries tuesday in washington d.c., maryland, and wisconsin. congressman paul ryan entered its team in green bay and said if that happens, the gop campaign is effectively over. nick gingrich still begs to differ. >> i cannot say with any certainty that i will be the nominee. governor romney does not have it locked in. we have no obligation to back off and can see anything. >> rick santorum agrees with gingrich. he is keeping expectations low

in wisconsin, but raising them for homestake pennsylvania and its primary in three weeks. >> we feel like we will be very competitive here. we will be successful and the map in may looks very good. greg santorum has frequently complained about being the target of negative ads. he released a new one in wisconsin that compares romney to obama pickwick spotify towed to the man i am talking about is not him? it is him. >> romney continue in general election mode, hammering president obama. >> he said the other day he is doing a great job. >> making no mention of gop opponents setting his sights on november. >> he really believes this. >> romney could be halfway to the number delegates he needs for that nomination on tuesday.

tonight's event hope to strike a more spiritual core. >> it could have been any one of our brothers. >> ministers, parishioners, and families came out to form a prayer circle in downtown baltimore. they came to talk about the changes the church community wants trayvon martin's death to prompt, starting with the criminal justice system. >> you have a man standing on a law called standard ground, where an unchecked paranoia can allow you a free pass. >> the organizer sees the uproar as an opportunity to address a number of issues that he feels are plaguing the black community. >> we have to take even further and look at how we can develop programs for youth will be hired to compete with some of the drug money on some of our corners.

she told police that around 11:00, the man attacked her and then took off. he is described as a white male having read or blond hair and a southern accent. anyone with the permission should contact metro crime stoppers. baltimore county police continue to search for the driver involved in a deadly hit and run. 20-year-old towson university student brian bailey was killed early saturday morning. he was a long island native and member of a fraternity. police say they was traveling in the same direction as the vehicle that struck him and then left the scene. >> at this point, crash investigators are still assessing exactly what happened. we cannot comment about what damage may be present on the vehicle. >> just a happy person, one of the best in every situation. one of the smartest kids you'll ever meet. >> police are searching for an older model light are silver car. another tragedy for the

university of the weekend. roommate's discovered the body of 27-year-old timothy coyer inside his off-campus apartment. police believe he went into cardiac arrest but the cause is still being investigated. a vigil is being organized for both students tomorrow night at towson university near speaker circle. a gunman opened fire today on students at a korean christian school, killing seven people and wounding three others. tonight the gunman is in custody and the oakland police are calling it a shocking and senseless act. >> it was a frantic scene for several hours outside of a korean christian school in oakland. police evacuated survivors, who ran for safety, wallace what he moved in. witnesses describe the horrific scene as the gunman entered the university and opened fire. >> when it was over, several

people were confirmed dead. >> officers found several victims throughout the classroom, throughout the building. >> the wounded were rushed to the hospital for treatment. >> several people were hiding in locked buildings, behind desks. as you can imagine, very frightened, very scared. some of them were injured, so we had to rescue them. >> gunshots are heard in this cell phone video as the chaos ensued. >> we heard a couple more shots rang out from the building and i guess police fired back or something. we all got on the ground. >> for nearly two hours, police surrounded the school and search for the gunman while several buildings were put on lockdown. the suspect, reported to be a 43-year-old asian male, was taken into custody after surrendering to police at a nearby shopping center. he is believed to be a student

she is, the woman who claims she bought the winning megamillion ticket. she is talking publicly today. the 37-year-old said she worked at the mcdonald's near the 7- eleven that's all the winning ticket. she told new york post she had gone in on a pool lottery tickets with her co-workers, but said she bought other ticket separately and says that one of those was the winner. >> it turned out to be a pretty nice day today. the temperature made it up to 60 degrees, but it felt cooler than that because the winds were gusting at 40 miles an hour at times. now has diminished and that is important because we are setting up something we called good radiation a kaline tonight. we have all three things in place tonight. high pressure in new england, this warm front is going to make it through sometime during the day tomorrow. upper 60's tomorrow and maybe 70's on wednesday. in the short term between now and then it will get kind of gold. here is the first element we were talking about. the skies are perfectly clear tonight. earlier this afternoon gusts of up to 30 miles an hour and now they are nearly calm. relative humidity is that 48%.

that is a little deceiving. dewpoints are running in the 20's. that is the third element. the temperatures are starting to drop off pretty fast now. in the northwest suburbs, already down into the 30's. 37 in frederick. for those in the far northwest suburbs, the temperatures have probably dropped close to freezing. frost and freeze advisories are in effect. the purple shaded areas have dropped down to 30 or 32. carroll county, frederick county, you'll probably see temperatures at least that cold in the morning. if you were out early in the garden and you plan something you should not have, you have a chance to still go out and cover it up before the temperatures drop off that far. chilly, cold, frost like the guy tomorrow morning in the northwest suburbs. a round the city, we will stay in the upper 30's to around 40 degrees.

tomorrow, high pressure will be close enough to keep the rain away but we will watch the storm system coming across the plains states. it looks pretty impressive, and it will be tomorrow, but i think it will fall apart a little bit before it gets to our neighborhood. the temperatures will jump up nicely. mostly sunny tomorrow and after a cold start we will make it up to 67 in the afternoon. sunrise at 6:47. the average high temperature of 60, we are seven degrees above average. the record high of 88 was set back in 1963. much better boating than it was today. variable winds at 10 nots. the forecast, 71 on wednesday, 30% chance for some rain showers in the morning but wins that will be the warmest out of the next seven days.
