the maryland general assembly has given stephanie rawlings- blake an extra year of job security. last night, a measure was approved to bring the election cycle in line with the presidential cycle. that gives the mayor a onetime five-year term. the change will save the city $3.7 million and hopefully improve voter turnout. >> accounts meant is calling on the county executive to suspend his police chief. questions were answered about alleged misconduct within the department. kim dacey is live with details. >> deputy police chief emerson davis answered counsel's questions that his boss, police chief james teare, declined to address last week. according to "the baltimore sun," davis asked the justice department to investigate allegations of police

misconduct related to the criminal indictment against county executive john leopold. leopold faces four counts of misconduct in office and one count of misappropriation of county funds. a grand jury indictment alleges leopold directed his task- payer-funded security detail to perform personal and political tasks including transporting him to a sexual rendezvous with a county employee and compiling dossiers on his political enemies. davis told council members he had direct knowledge of a dossier compiled against a former county employee who had filed a lawsuit against county executive leopold, and he saw county police chief james teare reading it. >> this is the biggest black eye we've had on the department in the 35 years i've been here, and no one's going to be held accountable for -- it's like a perfect storm has been created here. who's going to hold who accountable? the chief of police cannot do it under these circumstances. >> the deputy reminded the council of the union's no- confidence vote on the chief

and advised looking outside of the department for a new commander. vice chair jerry walker introduced a resolution calling for the county executive to suspend the police chief. that will be voted on in two weeks. kim dacey, wbal-tv 11 news. >> maryland lawmakers hope to of a compromise agreement of the state budget by wednesday. a conference committee is hammer out the differences between the house and senate packages. they held off in dealing with a shift in paying for teacher pensions. a plan to increase the state's tax on cigars and other tobacco products is also on the agenda. >> celebrations out of control

in lexington, ky, as the town celebrates the ncaa win. there were reports of gunfire. one person was taken to a hospital with a non fatal gunshot wound. police are investigating an overnight shooting. a man was found just after 10:00 p.m. no word on his condition or prompted the shooting. a man could face as many as 30 years behind bars. 31-year-old admitted to meeting a teenage girl online back in november of 2010 and bring her and two of her friends to his home for sex. police are searching for the man who assaulted a woman at a hotel near the airport.

the victim and the suspect apparently set up a meeting on saturday night. the suspect attacked her and turned off. anyone with information is asked to call metro crime stoppers at 1-866-7-lockup. >> protesters gathered in solidarity with the florida shooting victim, trayvon martin. several dozen church youth ministers and their families have a prayer service. they said it is a time to take a stand on the inequities that play the african american communities. >> i think we have to take it even further. to compete with some of the drug money on some of our corners. >> a demonstration of unity and

solidarity. >> the justice department looks into the handling of the trayvon martin case and their decision not to arrest george zimmerman. a woman claiming to hold the mega millions lottery ticket is causing a controversy this morning. she says she works there a mcdonald's near the 7-eleven that sold the winning ticket. she said her winning ticket was bought separately and see says the money is all hers. >> how do you know the ticket is not the one that you bought in the pool? totally separate ticket. can you show us that ticket?

it is believed the suspect, one l. goh, was a former student at the university. he was arrested. five people are recovering following a small plane crashed into a florida grocery store. at least two people were treated for burns. some amazing video out of norway. a near death experience for some drivers. both vehicles went over the side and down a cliff. the driver of the tow truck manage to get out just in time. the driver of the truck went over the side but survived the fall with a few fractures.
