wbaltv.com. be sure to click on "politics." >> canceling the afternoon session, apparently too far apart on the issue of the income tax rate. time is running out for the general assembly to agree on a balanced spending plan. david collins joins us with more. >> ideally, the state spending plan would have been finished yesterday. but a tape balanced spending plan is not agreed to by monday, april 9, this session will have to be extended. >> senate president mike miller warned of a budget impasse at the start of today's session. and he later repeated it, since conferees are so far apart. in half to extend the april 9 adjournment date. the last time they extended a session was in 1992, and that was for four days. after a budget was hammered out, they called a one-day special

deputy chief. deputy police chief emerson davis answered questions his boss declined to address last week. davis told council members he had direct knowledge of a dossier compiled against a former county employee who had filed a lawsuit against chief boller. >> this is the biggest black eye we have had an apartment in the 35 years i've been here and no one is going to be held accountable for it. who is going to be held accountable? the police of -- the chief of police cannot do it in these circumstances. >> the deputy advised looking outside the department for a new commander. a former baltimore officer accused of killing his neighbor less than a year ago is now charged with possession of child pornography. the capital newspaper identified him as an 67-year-old charles richter. he was charged in the shooting

of his neighbor after his dog when onto his property. while searching his tom, the queen anne's county sheriff's deputies say they found evidence of child pornography. his trial was scheduled for monday, but was delayed when his lawyer had a medical emergency. public schools on the eastern shore were evacuated because of a bomb threat. >> police say teachers noticed a note indicating there would be a bomb placed in every school in the county. the school in which the note was actually found was located in chestertown. that is where rob roblin joins us live. >> police had to search all the schools in the county, which include seven public schools and three private schools. at 3:15 p.m., the search was complete, and the good news is no bombs were found. >> it was a handwritten notes, a threat to the safety of all

seven of the kent county schools. >> it was early this morning outside a kent county school when two teachers discovered a note that said there were bombs in every school in the county. >> it was found just before 8:00 a.m. this morning by school officials as they were coming into the school. it was obviously something that had to be taken very seriously. school officials immediately evacuated the high school students already in school. they turned away mittal " -- middle school students are writing and closed schools in the county for the day. about 2100 students for the county. >> police from across the state were brought in because of the number of schools mentioned in the note. bob detection? had to be brought in as far away as ocean city -- bomb detection dogs had to be brought in as far away as ocean city. >> we are clearing the schools

as quickly as possible. >> all day long, police searched all the schools in the county. for students and parents, it was a frightening experience. >> a little scary. really, i did not know what to think. i was worried about my 8-year- old. she was supposed to go on a field trip today, but did not go. >> i would not expect this to happen. i've never experienced something like this. >> scary? >> yes, kind of scary. >> police have made no arrests and have no suspects. >> thank you. tonight, 318-year-olds from maryland -- three 18-year-olds are charged in connection with the disappearance of a 16-year- old girl on monday. she apparently voluntarily got in their car with the intention

of traveling back to maryland with them. police spotted the vehicle and took the suspect into custody. the three men are charged with endangering the welfare of a child. and live with no chance of parole was descendants today for a man who murdered a 15-year-old boy and stuffed his body inside a closet. jason madison was sexually assaulted, suffocated, and stabs. his body was found inside a house in november of 2009. in sentencing today, the judge cited a scottish prayer, and told parish that he is just as frightening as things that go bump in the night. >> jason was always welcome in his mother's home. she never would put him out because of his sexuality. people can portray that and say that, but she knows in her heart, and jason knows, and his family knows. >> donte parish was released from -- from prison 11 months

suddenly noticed a couple of strangers attempting to open her front door. she did not get a good description of them because they took off so quickly, leaving her feeling so unsettled. >> it was really scary, the thought of a stranger coming into your home and take your staff. >> they say their neighbor also had a closing counter recently. >> the lady was in her house and thought she was talking to rise to nearly morning hours and it turned out it was a burglar. >> 10 burglaries have been reported recently in harford county. nine of them in kingvale and one in joppa, mostly taking place in the middle of the night while families are home. just last week, six homes in the white marsh area were also targeted. >> our agencies work well together with sharing intelligence back and forth. the areas affected do

>> a woman who claims to have the winning mega millions tickets sold in baltimore county is raising questions from lottery officials. she said she works at a mcdonald's near the 7/11 that's all the winning ticket. she told the "washington post" that she went on a pool of tickets with her co-workers, but said she bought the winning ticket separately and has no plans to share the jackpot. >> how do you know the ticket that one is not a ticket that you brought with the pool? >> because everybody had their copies from the pool. >> totally separate tickets?

>> we started out this morning freezing in many areas. by this afternoon we climb to around 70. a 35-40 degrees wayne from the morning to the -- degrees swing from the morning to the afternoon. there is a warm front coming out from west virginia and eastern ohio. most of this activity is falling apart. the air is really dry run baltimore. the dewpoint is in the upper teens to around 20. you can see some of the high, thin clouds from those dying storms drifting in our direction. the clouds will be thickening up in the next couple of hours and mostly cloudy later tonight.

maybe after midnight we will see a couple of sprinkles. up to that time it will stay dry. 69 degrees at the airport. 17% humidity. we got up to 70 at the airport, but it managed to stay in the low 60's in the northern suburbs. 63 in rising sun. it will not be nearly as chile tonight with the high, thin cloud cover coming in. the temperatures should only dropping to the 40's as opposed to the 30's, like last night. a slight chance for a range are tonight. during the day tomorrow, that system will slip off to our south. we've got to keep it close enough -- there is a possibility that when you wake up tomorrow morning you could see a couple of showers. it does not look like a big deal. a mix of clouds and sunshine is
