it's national fill-in day, i guess. anyway, as far as your traffic is concerned, we have one accident at this early morning hour. northbound right at gate street, we have a disabled vehicle that looks like it might be causing problems because speed sensors are down to 17 miles an hour northbound on the j.f.x. just be aware of it as you head out the door. 60 miles an hour coming south on the harrisburg expressway as you head south to the beltway. and the rest of the major roadways seem to be up to speed. 11 minutes on the outer loop west side. 11 minutes on the inner loop in the northeast corner. 95 northbound between 100 and the beltway looking at six minutes. certainly no problems there. we'll give you a live look outside at some of those cameras. we have the beltway right at 295, the b.w. parkway, and things are moving just fine on both the inner and outer loop there. switching to eye live view of 95, north and southbound, very light for this time of the morning. and that's the latest on traffic pulse 11.

>> can you tell? our big story this morning, time to play ball. >> i think we're dressed appropriately. it's opening day for the borls, and get ready for the start of the season, fans got to have lunch with the orioles on thursday. more than 500 fans showed up at the sheraton downtown to eat and get autographs from their favorite players. this year fans are also celebrating the 20th anniversary of oriole park at camden yards. the team says we're in for some nice surprises throughout the season. >> hard to believe it's been 20 years at that great ballpark. yesterday i had an opportunity to preview some of the exciting new things that will be available to you at oriole park at camden yards, and you are going to be thrilled by what you see. >> the orioles take the field at 3:05 against the minnesota twins for the season opener. starting at 10:00 this morning, parking restrictions will be in place on streets around camden

brought on by proposed budget cuts. but the city's fire chief says it comes down to putting equipment where it's needed the most. of course, we can tell you that the station on fort avenue is just one of those where changes will be coming on july 1. we know that ladder number six and all of its personnel will be moved on eutaw street to downtown. the fire chief says this plan, of course, will put a ladder company in the midst of all of the high rise buildings. >> we don't want holes in our coverage in the city, especially for e.m.s. and fire, so we want to get there within five minutes. >> the response was, it only takes a couple of extra minutes. hold a match to your back side for two extra minutes. let me know how that feels. >> the city's fire union chief says he'll meet this coming week with mayor stephanie rawlings to talk about what he calls, again, a dangerous proposition. live at city fire headquarters in downtown, tim tooten,

earlier this week, obama said he was confident the supreme court would not take an unprecedented, extraordinary step of overturning the law. the head of the u.s. nuclear regulatory commission will tour a plant in california today. the plant there will remain closed while investigators look into why the steam generator tubes are eroding. the plant has been closed for two months because of a small amount of radioactive steam that was being released from a leaking generator tube. >> an abandoned japanese ship is now under the sea. the u.s. coast guard hit the ship with gunfire until it explode and had sank in the gulf of alaska. last year's devastating tsunami set the ship adrift across the pacific ocean. the coast guard decided to sink the ship to prevent it from becoming a danger to the environment or to the other vessels. >> 5:12, 40 degrees on tv hill. a major bank reveals what the

construction-related. for the m.t.a. trancity team, i'm kurt kroncke. now back to john collins. good morning. >> thank you. good morning, kurt. our weather this morning is nearly perfect. we have a bit of a breeze, really dry atmosphere. if it wasn't for the breeze, a lot of the temperatures would be down in the 30's right now, but the breeze is holding things up a little bit. the only weather to speak of is down in the south. it was down there yesterday, rain with high pressure holding that or suppressing the rain to the south, so we don't expect that to be an issue during the day today as it moves out over the atlantic ocean. let's look at what happened yesterday. it was nice, 63 was the high at the airport. inner harbor, 64. just about on target for this time of year. today we may be just short of that point. 43 and 50, where -- 43 and 50 were yesterday's lows. parkton at 37. westminster, 36. same in frederick. there are frost warnings out, but it may be tough for some of these reading toss break all the way down to 32 or lower

early this morning with that breeze keeping things up. we'll see what happens. a couple of these areas may get close to freezing. just about everybody else though is in the low to mid 40's around the area. the freeze warning covers the entire northern part of the state, cecil, harford, northern baltimore county, carroll, howard, montgomery, frederick, and then points west. that will be in effect until 9:00 this morning. again, i think many areas are going to stay just above the freezing point the way things look. here's the satellite image, showing this disturbance spinning to the south down in the carolinas. again, with this area of high pressure overhead, the clouds and the rain just can't push up this far north. it looks like that will slip pretty far south. here's the big area of high pressure. it's huge. this will dominate our easter weekend. so that keeps the weather fair. the next storms out west, well, it's going to take a while for everything to move eastward, so the entire weekend is dominated by the big batch of blue out there. so, our forecast today, mostly sunny skies. there will be a few clouds. the farther south you go, the more clouds you're going to see

today. northwest winds at 10 to 15 miles an hour. 56 to 60 for the high. insta-weather futurecast shows that disturbance moving out of the picture. we're dry saturday and most of sunday we're dry as well. by the end of the day sunday, a few clouds, maybe a few showers to the north of us, but i think the rain chances are minimal for easter sunday, so we generally call for fair weather with high temperatures in the 50's to around 60 for the high. there will be a northwest wind though. here's the seven-day forecast. 59 today. 61 saturday. 63 on sunday. rain chances kick in monday, tuesday, and wednesday. >> amazon announces a new spanish language e-book. it's called e-books kindle, and it's targeted to the spanish speaking population in the u.s. the spanish kindle store offers 30,000 spanish language titles, plus 14 leading latin american newspapers. more stores are now offering to

>> for today, let's focus on the housing market. we know that the housing meltdown continues to weigh on the big banks, but just how much? j.p. morgan c.e.o. jamie die moan says the banks could bring in as much as $24 million in annual profit if you exclude losses on home loans. last year the company earned a record $19 billion. in a letter to shareholders, the c.e.o., jamie dimon, said the main difference between what the bank is earning and what it should be earning continues to be the high cost and the losses tied to those mortgages. j.p. morgan faces more litigation costs tied to faulty mortgages, even though it settled some of its bigger cases in the past year. well, the e-book trend is gaining popularity. with 21% of americans saying

unit will leave this peninsula in south baltimore unmanned and exposed. >> only takes a couple of extra minutes to get there. hold a match to your back side for two extra minutes and let me know how it feesms >> this is part of the plan to end the daily rotating fire company, what we've seen since 2009, and permanently close three fire companies. truck 10 on the west side, squad 11, and engine out near bayview, and truck 15 on east baltimore. >> moving to permanently disband these companies is more efficient, it's easier to manage for the chiefs that are here that have to do it day to day. >> no fire stations will be closed, and there will be no layoffs. instead, the plan calls for a complex redeployment of resources, including reassignments for some 72 firefighters. >> all we're doing is taking some firefighters that are assigned to one company and one area of the city and moving inside the fire stations. >> and in the process, he says

keeping response times close to the national standard. but rick hoffman and his rank-and-file are absolutely opposed. >> i think it's a ludicrous plan. i think we're playing a numbers game with people's lives. >> the hoffman -- hoffman says he's meeting with the mayor next week to try to convince her to block this plan. tim tooten, wbal-tv 11 news. >> thank you, tim. in session 2012 news this morning, a breakthrough in the state budget impasse. senate conferences are offering their house counterparts a compromise on two fronts. first, teacher pensions. senators are willing to go with the house plan to shave 50% of the cost of teacher pensions in the first year and keep talking about the rest of the phase-in period second. increasing the state income tax rate, the senate offered to go along with the house plan to reduce exemptions and raise taxes on single filers.

>> well, we are expecting good news about the economy later this morning. the march jobs report out today is expected to show more than 200,000 new jobs created last month. 11 news reporter tracie potts has the latest in this project economy report from washington. >> even though the unemployment rates may remain steady at 8.3%, today's labor department report is expected to show 203,000 new hires in march. >> if we're growing jobs, private-sector jobs at a couple hundred thousand a month, that's good. we need to do more. >> a third of employers added full-time workers this year, the highest since the recession began. >> that's strong enough for people to feel better about a jobs market, the availability of employment, but not strong enough to start to raise wages. >> experts expect most of the new jobs came from private companies. governments are still laying off, but not as much as before. this week, the number of americans seeking unemployment

>> in this morning's medical alert, it might be possible to treat appendicitis without surgery. >> a new study published online in the british medical journal finds giving appendicitis patients antibiotics was associated with a 60% success rate and had significantly fewer complications in surgery. however, the researchers say if there are signs the appendix has burst, for example, inflammation and fever, surgery remains the gold standard. some experts say there's still a 20% chance patients given antibiotics would need surgery to remove their appendix within a year. >> in other medical news, most americans are getting the vitamins and nutrients they need, according to a new c.d.c. report. >> blood and urine samples reveal good levels of vitamin a, d, and folate in the u.s. there are some deficiencies affecting mostly minorities, for example, 30% of african-americans have a vitamin d deficiency. the report also found young mexican-american and african-american children are
