airport. a west wind of seven. it will be kind of breezy later today. a slight chance for a rain shower, 30%. the best chance for that will be in the mountains. high temperature of 67 degrees. first we say good morning to sarah. >> a busy start at 70. only the left lane is squeezing by. and overturned tanker. the cleanup process continues. it is creating a backup on the outer loop. since avenue, we have an accident in the city. lanes are closed at suffolk lane because of fire activity.

so far so good on the harrisburg expressway. the inner loop at 70, the left lane is squeezing by. it is backing up traffic in that area. opposite that, you can see the outer loop delays forming. this is traffic at wilkins avenue. traffic looks pretty good just past the wilkens avenue exit. that is the latest on traffic pulse 11. >> police investigating a late- night shootings in northeast baltimore show. lots around 10:00 p.m. last night --shaw it's around 10:00 p.m. last night -- shots around 10:00 p.m. last night. no word as to a suspect or a possible motive.

>> it is down to the wire for members of the general assembly. the session is scheduled to end at midnight tonight. kim dacey has some details for us. >> negotiators worked on friday and had a session on saturday. they have not reached an agreement on the budget. they backed off plans for an across-the-board income tax hike. reductions in income-tax rate exemptions. there was some concern for house conferees. they want to come back with a counter proposal. of the house plan to split the cost on teacher pensions.

think 50% of the cost the first year. both sides remain confident they can reach an agreement by midnight. >> we will have a different sense of timing. nothing happens until you have something to break through. i think we will get there. >> if the house and senate cannot reach a compromise, the session will have to be extended. kim dacey, wbal-tv 11 news. >> residents in the joppatowne region are back in their homes this morning. harford county fire crews were busy battling a mass of brush fire in the area. it took more than 100 firefighters to contain the blaze. weather did not help the situation. >> wind was a contributing factor. doesn't seem to take much to

suspect in a sunday night shooting in northeast baltimore. victim was found around 7:00 p.m. police continued to investigate to determine a motive. >> a man was stranded in the chesapeake on sunday. this was a mile north of annapolis. he spent more than nine hours a draft. people should be prepared before setting sail. >> life jackets and you do file your plantn.s have all your safety equipment on board -- plans. >> the man is now in stable condition after suffering hypothermia.

>> the markets were closed on friday. big slowdown in job growth last month. investors are waiting to see help wall street will react to that disappointing report. >> half as many jobs in march as the month before. asian markets were down this morning. the nikkei lost 1%. will wall street follow suit? republicans plan president obama. -- republicans blame president obama. >> he does not quite know what to do. >> democrats came to his defense, saying this one report must be put in perspective. >> we're on the right track. do we want to go back to an economy that is shrinking? >> there are other signs that the economy is still on the rebound. -- mend.

accident in howard county. it's a live view of the delay leading up to the accident. you can see the left lane squeezing by. outer loop traffic is impacted as well. we will keep you posted on this accident. that is the latest on traffic pulse 11. >> thank you. two men been arrested in oklahoma. police arrested jake england and alvin watts. both are expected to be charged with three counts of first- degree murder. the shootings occurred within 3 miles of each other within a one-hour span. members of the tulsa community came together for a prayer service for the victims. a procedural hearing is

scheduled to take place in ohio today. there was a shooting in late february. the suspect was to appear at a hearing but the judge move the hearing to today. today's hearing will determine whether competency hearings will be held. ail, retracingd sel the path of the titanic. there will be on board lectures to give passengers a glimpse of life. there'll be special services on april 14 and 15th to mark the moment that the titanic hit an iceberg and sank. tickets cost up to $9,500. that

session on friday but still no deal. the standoff -- they met behind closed doors on friday. going over the latest concessions. >> there is some discussions behind the scene in terms of a compromise. we just haven't gotten there yet. >> negotiators backed off plans for an across-the-board income- tax hike. the compromise includes reductions in income-tax exemptions. they are eliminated for people who make more than 150 grand a year. house conferees expressed concern about that. they want to discuss the offer and come back with a counterproposal. >> monday at midnight, a lot can happen. >> we're close enough where we could sit down and iron it out. >> how to split the cost on teacher pension. they will accept shifting 50% of the cost the first year.

>> welcome back to 11 news today. 6:44. police are investigating a late- night shooting. shots were reported around 10:00 p.m. last night. police say they found the unidentified victim dead. no word on a suspect or possible motive. a man is recovering after a stabbing incident. this was their arlington avenue and west baltimore street. he was taken to an area hospital. no word on who may have stabbed
