>> the governor characterized the new state budget as a low point of his experience in annapolis. cool but cordial, two of the most powerful legislators in annapolis kept their distance. the event was overshadowed by the session's failure to pass a balanced budget and also chipped away at the state's billion dollar budget deficit. the governor described the outcome as the low point of his experience in annapolis. >> the legislature failed to enact an operating budget that was anything like the plan that either house came up with, and it was pretty far away from the plan that i submitted to the legislature, which is really a shame. >> the doomsday budget is now on the books. it calls for hot -- it calls for $500 million in cuts that go into effect july 1. state employees would pay higher health insurance premiums and not receive cost-of-living increases. calls for an 8% across-the-board

special session, his actions sent the message. the new state budget will have a huge impact on baltimore city. david collins, wbal-tv 11 news. >> tonight, we have learned a warrant is out for a relative of the teenage boy accused of the fatal shooting of a 13-year-old in east baltimore last month. the case has drawn extra attention because of questions about the role of police officer who is connected to the suspect's family. jayne miller is live in the newsroom with the details. >> this new development centers on a key question in the death of the girl who was shot to death accidentally. the guy and that was used, who is responsible for that being in the house and accessible to the teenage boys charged in her death? >> the 13-year-old suffered a fatal gunshot on march 3 when

the gun police say two teenage boys were playing with went off inside the home of one of them. the boys are charged as juveniles with involuntary manslaughter. a police officer identified by sources as john ward is suspended and under investigation because sources said the gun that was used was found in his car. now we have learned police are seeking 21-year-old cortines armstrong. he is the half-brother of the 13-year-old suspected shooter. he lived in the home where the shooting happened. a warrant was issued for him today when he failed to appear in court on a drug case. prosecutors want to pick up and held without bail. as the consequence, his lawyer said, because prosecutors believe the gun used in the shooting was his. in an interview today, the police commissioner would not comment on this new development. he did talk about the boys allegedly getting access to the

blocks from his home, he was shot and wounded. >> tonight baltimore city police are investigating a shooting that involves whether officers this morning in west baltimore. skyteam 11 was over the scene around 9:00 this morning. we are told suspect, who may have a mental illness, suffered a graze wound to the stomach. >> another day of gusty winds, dry conditions, and enhanced brett favre brush first continues to the evening. relative humidity has been running about 20% and the winds have been gusting from 25-30 miles an hour. even a few brief showers we see popping up to the north and west of baltimore or not that substantial. the air beneath the clouds is so dry.

>> after months of restoration work, the lady maryland has been restored, undergoing major repairs this winter. more than 3200 fasteners' had to be replaced as well as be hull and frame. the schooner is used to teach students about the environment and the history of maryland.

starting this year, the baltimore city public-school base of championship will be played at the championship parks at camden yards. we joined adam jones to announce the new partnership between the orioles and the city. the mayor said the opportunity for student athletes to play at camden yards for this year in years to come is priceless. it starts at 2:0 5:00 p.m. and the admission is free. -- starts at 2:05 p.m. >> researchers in sweden followed 30,000 adults who had a stroke and compare them to more than 100,000 adults with no such family history. results showed the risk for stroke was 60% higher among those who had a sibling who suffered a stroke. researchers say genetics may play a role, but siblings may have similar lifestyle habits

that also increase the risk. a new study is questioning the heart hellcat -- heart health an official oil supplements. researchers in south korea analyzed data from 20,000 patients with cardiovascular disease who had taken fish oil for least one year. they found the supplements did not reduce their risk of suffering another heart attack, stroke, or other cardiovascular event. however, there is no indication official oil is harmful. medical experts say americans are sitting too much and it is causing big health problems. think about it, some people sit all day at work, at a car -- in a car as they commute, and then at home watching tv. one companies using some unique office equipment to let workers what all the work. >> that have gone one step

>> a massive fire destroyed several homes and eastern michigan overnight. at least two of the homes were destroyed after the fire spread from the center house to the surrounding structures. officials say no injuries have been reported and there is no word on what started the fire. a police pursuit in washington, d.c ended when the suspects' car crashed into the reflecting pool. you can see the car in the lower left-hand part of your screen. the pursuit started when police tried to pull the car over and the driver fled. no injuries were reported and there is no word on what charges the driver may face. >> a new report that some might call little kid left behind. all but 11 states have preschool programs. despite $127 million from the federal government, state spending was at a new low last year. overall, $60 million less, double the drop from the year

marlins. there is still debate over how long he will last. chris clackum, wbal-tv 11 news. >> now, your insta-weather forecast with chief meteorologist tom tasselmyer. >> still a slight chance that an isolated shower or brief sprinkle passing through your neighborhood. mainly north of baltimore. this floor shower is trying to get going in northern baltimore county, showing signs of falling apart as it heads toward the extreme northwest corner of harford county. you can see in western maryland and parts of pennsylvania the shower activity is much more widespread. that is snow being indicated in parts of ohio and pennsylvania. some of that is likely to get into garrett county in western maryland. some chilly air filters then. here in baltimore, the eastside amounts has not been at school.

the west wins coming down off the eastern side of the mound, and the air -- has not been as cool. 66 degrees at bwi marshall, 67 downtown. 63 is the normal high today so we are a few degrees above that. tomorrow i think we end up below normal, a little bit of chilly air coming in. we are running a little over four inch precipitation deficit since the first of the year. the first time i remember this season so far tree, brass, and we'd pollen with a total account of 403 at the high range. we are right in the middle of the spring allergy season. because of the dry air in the brisk wind, the fire threat continues from allegheny county through baltimore into southern maryland and over to the eastern shore. delaware and eastern maryland

with the enhance threat of brush fires a and through the evening. 60's from baltimore south and east, but the cool air coming in almost northwest winds might cause freezing conditions to develop, especially tomorrow night and thursday morning and again on friday morning. freezing conditions are possible even tonight in washington, allegany, and garrett county. most areas in downtown baltimore will be closer to 45 and the wins will be brisk overnight, gusting to 25 miles an hour. temperatures were above normal today, but that chill around cleveland and chicago and northern sections of minnesota is all coming our way. temperatures will trend downward for a day or so. a better chance of shut reduce scattered showers tomorrow afternoon and then lots of sunshine expected for thursday and friday as we finish out the work week with some really nice weather.
