texted governor could call a special session to rework the budget, but aides say he will not. cool but cordial. two of the most powerful legislators in annapolis kept their distance. governor o'malley sign significant policy issues into law, but it was overshadowed by the session's felder to pass a balanced budget. the governor described the outcome as the low point of his experience in annapolis. >> the legislature failed to enact an operating budget that is anything like the plan that either house came up with, and it was pretty far away from the plan that i submitted to the legislature, which is really a shame. >> a doomsday budget is now on the books. it calls for $500 million in cuts that go into effect july 1. the budget eliminates 500 state positions. state employees would pay higher health-insurance premiums and

not receive cost-of-living increases. it calls for an 8% across-the- board cut in agency spending. it eliminates local law- enforcement grants. there will be no grant helping level cost of that project of education. >> how this happened is a tale of two scenarios. the senate voted to adopt the compromise budget conferees hammered out, but the senate did not send the budget to the house along with its revenue package. >> the clock ran out on us. >> the agreement was the house would pass a bill letting voters decide whether to allow casino in prince george's county. >> i learned one thing when i played sports. if you don't have the ball, you cannot score touchdowns. people don't have the revenue package, you cannot make the vote on it. >> baltimore city loses nearly $60 million in grant, including funding for local law enforcement, library aid money

the baltimore county school board with more. >> the evening to you. baltimore county school officials tell us they are expecting he will be voted in by unanimous vote. what is interesting is that it seems both from the county and the teachers' union that they are both willing to put their initial concerns aside and give him a chance. it was just a couple of weeks ago when baltimore county learned who the new school superintendent would be. he was also up for the same job in howard county. he drew concerns given his young age and that he only had two years of teaching experience. you need 3 in maryland to be superintendent, but that rule was waived. >> he is surly mature well beyond his years. i really have confidence that he wrote -- that he will be a dynamic leader and we are lucky to get him.

>> he is called the perfect fit. two different headhunting firms chose him for the job. >> that is very reassuring to me. that meant that the experts out there all agreed that he was a worthy candidate. >> from the teachers' union standpoint, experience was a concern. he served as chief of middle schools for the houston independent school district and had only a couple of years teaching experience in virginia. union officials say he has agreed to do some teaching at the elementary, middle, and high school levels and baltimore county, and that teachers are looking forward to working together to make things better. >> there are some special individuals where the timeline that fits everyone else does not fit them sometimes. ey are mature beyond their years or understand things

politically, and i am hoping that is exactly what we will get here. >> there will be 11 votes cast and he will need seven for approval. it is expected that he will receive a unanimous vote. if he is voted in, his tenure will begin on july 1. lowell melser, wbal-tv 11 news. >> the man accused of attempting to sexually assault the male student at a middle school bathroom will be sentenced tomorrow. sean thomas schleigh has accepted a plea deal from prosecutors. barry simms has more from towson. >> the trial was set to begin today, but he did take a plea. he did not admit guilt, but accepted the fact that prosecutors like to have enough evidence to convict him. during a hearing in a towson courtroom that lasted no more than 20 minutes, prosecutors described the attack on the 12-

year-old boy. the men accused, shean thomas schleigh. in december 2010, after early dismissal of the students, the middle school is already undergoing a chaotic and troubling situation. a man had come into the building, claiming he was looking for his little brother. school officials were soon alerted to a serious problem when they heard a 12-year-old male yelling in a bathroom in his efforts to fight off an attacker. parents were livid that someone could slip into a school and try to sexually assault a child. >> that could have been my son in the bathroom this morning, or my nephew goes here. i am very concerned about it. >> like -- why could he not have to show id before he could get past them? >> schleigh reportedly asked to

see the boys genitals and the child said know. he hit the boy and dragged him into a bathroom stall. a school official went into the bathroom and stopped the attack. schleigh confessed to police and he wanted to have sex with the boys and picked the victim because of the way he looked. >> as part of the plea offer, prosecutors are asking the judge to sentence him to life in prison. gary sims, wbal-tv 11 news. >> authorities are seeking the 21-year-old relative of the teenage boy accused of fatally shooting a 13-year-old girl last month. the girl was fatally wounded when police say the teenage boy and a friend were playing with a gun and it accidentally went off. now police are seeking martinez

and west are dealing with some wintry conditions throughout the afternoon, much colder on the other side of the mountains. down to even 70's southeast virginia but only 30's and 40's on the west side of the mountains. we benefit from the northwest wind coming across the mountains and blowing down the eastern slopes of the mound. that compresses the air and warms it, so it is dramatically more on this side of amounts compared to the west side. we were above normal temperatures today. looks like it will be a little cooler tomorrow. the normal 63 degrees and we beat that at bwi marshall with a high of 66. back in 1894 there were 3 inches of snow on april 10. the pollen count checking and with the high range. trees, grass, and we'd pollen are all factored in. we are in the heart of the spring allergy season.

all the way back to allegheny county in western maryland experiencing dry conditions, low humidity, and not much rain in the past few weeks. the fire threat is high for the early evening hours. getting cold out west, 0 gullett 37. 30 degrees warmer than that down at ocean city where it is 67 degrees. frost and freeze warnings out from carroll county and frederick county back into the mounds tonight and tomorrow night and maybe even friday morning. the potential for some freezing temperatures. near 45 in downtown baltimore tonight, but it will not warm up a lot tomorrow as the core of this cold air squeaks' enter the mid atlantic. high pressure is approaching, which will produce a lot of sunshine for thursday and friday. tomorrow we have a slightly better chance of picking up a few showers in the afternoon and then dry weather moves then again for thursday and friday.

it should be a beautiful finish to the work week, 52-57 tomorrow. small craft advisory on the day. 38 in the mounds with rain and snow showers tomorrow, then sunny and 10 degrees warmer on thursday. the eastern shore has a chance for a shower tomorrow afternoon, about 30%. almost 60 on thursday. a slight risk of a shower on the lower eastern shore tomorrow, then lots of sunshine on thursday. the warm up begins after tomorrow, into the 60's friday and over the weekend of warm front passes by with a sprinkle saturday, and much warmer sunday. >> from the susquehanna bank sports center, this is 11 sports. >> much of the top after the orioles lost to the yankees surrounded a depressing debut for bryan mattison.
