there'll be closures on the j.f.x. tonight. 59 through the parkville region. no problems on the 83's this morning. 70 moving well in towards the beltway from 29. a nice start towards the fort mchenry, five minutes down to the toll plaza from 895. eight minutes down to the harbor tunnel tolls. 10 minutes to travel south on 95 from the beltway down towards 32. this is the northeast corner at bel air road. problem free at the moment. 95 running smoothly out of the white marsh area. this is traffic at providence road. traffic moving well on the north side. problem free on the entire adult life at this hour. that is the latest on traffic pulse 11. -- problem free on the entire beltway at this hour.

>> several lanes of the jones falls expressway will close today for some construction work. >> jennifer franciotti is live with the details. you may want to change the way you go to work. >> this is going to be a major problem for commuters. one lane in each direction will be closing down. you may want to take an alternate route now unless you like sitting in traffic congestion. they will start these closures tonight at 7:00 p.m. where 19 will close their 29th street so crews can make emergency repairs to drain pipes. this work is necessary to avoid a situation that could cause a sinkhole. you will lose the left lane south of 41st street. the result will be a major congestion. >> we have identified nine

morning after its power goes out and they are forced to turn away the homeless. the shelter claimed the city has an agreement where hud gives money to the city to fund the shelter. >> i am faced with a terrible dilemma of having to put 16 people on the street because the city is not paying their bills. >> a spokesperson for the mayor's office said a statement said the city has paid all bills and the city does not acknowledge that $140,000 is owed. the payment of utility bills are the sole responsibility of the organization and not the city. >> baltimore county balanced its budget without any tax

increases. all that was staring down a loss in state aid. kevin kamenetz says the proposal is balanced. they are consolidate multiple agencies. he warns some difficult decisions lie ahead when it comes to pension reform. the governor is willing to call lawmakers back but only if there is a consensus on how to undo the so-called doomsday budget. if they cannot agree on an alternate plan, and then budget cuts will go into effect in july. the governor will join us live this morning in our 6:00 a.m. hour. >> the united nations security council will meet this morning to discuss a failed rocket launch by north korea.

tracie potts has the latest from washington. >> north korea's long rage rocket fell into the sea minutes after liftoff. >> it did not fly too far away from the launch site. >> they insist the rocket was being used to put a weather satellite into the orbit. the u.s., japan, great britain and the foreign ministers of calling it a provocative act. the white house said it threatens regional security and violates international law. the u.n. security council will discuss the launched later this morning. >> they have a clear choice. they can pursue peace and reap the benefits of closer ties with the international community including the united states or they can continue to face pressure and isolation.
