cars an hour travel on the jones falls expressway in either direction. ane closures,the link place that will make 4000 cars an hour. this gives you another chance to find a new way into the city and a new way to go home. >> embraced the change. a fire in southwest baltimore that destroyed two homes. flames broke out 9:30 on thursday evening. two of the damage homes were vacant. everybody got out safely. investigators believe the fire started in the vacant building but it is not clear how. >> a shelter is no longer able to help those in need after their power was shut off. the shelter is in the dark this

morning after falling behind on the electric payments. >> the city thinks they have a problem with recidivism, people going back to prison. desperation crates desperate acts. they may be seeing the situation they want to combat. >> i have to put 16 people on the street because the city is not paying their bills. >> the officials say the shelter is mistaken about the money they are owed. police have identified the boy who accidently shot and killed himself. he found the bond in a backpack in his home and shot himself in the chest on monday. remember round was charged on tuesday

with reckless endangerment. police are hoping you can identify three suspects in a video that has gone viral. three people have been isolated. take a lot. this happened on north calvert street. -- take a look. >> testimony continues in a deadly hit-and-run accident. a person was driving drunk when they struck and killed two teenagers. his door friend testified that dunn told her to switch se ats. they say that she was the driver and she is lying.

>> if this was mr dunn, in that position, she would never have been charged. they would've gone after mr. dunn. >> they are charged with driving under the influence, among other charges. lawmakers may be back in annapolis soon. the governor said he is willing to call lawmakers back to annapolis if there's a consensus on how to undo the so-called doomsday budget. if lawmakers cannot agree on an alternate budget plan, budget cuts will go into effect in july. the governor will join us live this morning to discuss the options for a special session.

this was a drug investigation -- four others hurt. authorities made their way into the home and the found the suspect and the woman dead inside. a stand up for the man who shot and killed a sheriff's deputy ends in a house fire. the suspect open fire at a deputy serving an eviction notice. police responded with flash grenades and tear gas. no word on the condition of the person inside the house. >> if you can afford, now is a great time to buy a house as fixed mortgage rates have fallen to an all-time low. the average rate fell to 3.88%. the record low was reached back in february.

expect delays from eastbound 40 approaching that ramp. you have to make a u-turn. we are developing our first the light of the morning on the west side just past liberty and down towards edmondson. still moving well on the j.f.x. delays are expected for the next six monttwo months. 60 miles per hour at the moment. 64 on southbound 83 from hunt valley. no problems to report down to the beltway. we start with 83 at ruxton road. no problems to report into town. a nice start on 295 although the volume is building to the right of your screen. that is southbound traffic. that is the latest on traffic pulse 11. >> we're about seven minutes away from a sunrise.

destroyed three homes. blaze broke out on 9:30 on thursday night. two of the homes were vacant. everybody get out safely. a man has been found incompetent to stand trial. he has been charged with first- degree murder last october. one man was found on the floor of his room. the other man was seen going in and out of the room. dwyane wade is making headlines about him getting paid while representing his nation in the olympic games. he said this is taxing on your body and it will be nice to get compensated. yesterday he said he does not want to be paid to go to the

the area roads. kind of busy on the west side. fire activity in the city to watch for a long for kennedy avenue and 20th streets. 39 on the west side. a delay between liberty and edmondson. a nice start on 70 in towards the beltway. at 7:00 p.m., the left lane will close in both directions to and from 28 street on the j.f.x. that will impact your traffic big time over the next two months. you might want to consider eastbound 70 to avoid those delays. an update on 50 at 7.2 and from the bay bridge. a pretty smooth ride. no delays in either direction. -- an update on 50 at sandy point.

that is the latest on traffic pulse 11. >> good morning. temperatures around the beltway, 50 downtown and cooler as you get away from it urban area. 43 and sykesville. randallstown, 41. 43 at edgewood. 44 in chestertown. the coldest temperatures up to the north and west. temperatures close into the freezing point. there are a few clouds around here and there, mostly to the south of us. clouds will continue to move to the south. this big area of high pressure extends from the great lakes down to the florida coast. we're on the east side of it so temperatures are a little cooler. once the ridge line moves east of us, things will start to warm up.

assembly. there may be more work to be done. joining us now is maryland governor martin o'malley. thank you for coming in. where do we go from here? >> there was a very positive session and many stores. we passed a capital budget which supports about 50,000 jobs, schools construction and renovation. we gridlocked on the operating budget. there was a dispute between the presiding officers over whether to accept gambling in maryland. there was some brinksmanship and what we hope would be a compromise was breaking down in the final minutes. >> we now have a doomsday budget. describe what that means. >> when you resort to the all cuts approach, it cuts public

education and public safety and make college more expensive for everyone. that is that the kind of budget that most of us believe is in the best interests of the people of our state. there are many in the republican caucus the work -- we now need the nation -- ninth among 50 states in the rate of job creation because we have used the balanced approach. we have asked people to do more in terms of taxes. we have cut $7.5 billion. that allows us to create jobs. we need take a deep breath. presiding officers need to remind each other what we got into public service to begin with and hopefully we can recruit and pass a budget that allows us to continue to move our state forward.

the board of regents will need to today. we've heard us probably repeat that we have kept college more affordable for more people. now the university will be facing a 10%, 15% increase in tuition. those decisions of the city of baltimore and the counties and school boards, all of those are putting together their budgets and this lack of closure will go down to them. >> to see the frustration of maryland presence that this could not get down -- do you see? >> absolutely. this was one of the more frustrating moments for me. i understand why citizens are frustrated. after 90 days in the session that we could not work this out. there is a way for but it requires us to put our personal

agendas to the side and focus on what is best. >> you said you were willing to call a special session. what are you looking for from the leadership of the house and senate before you're willing to call a special session? >> will we need to revisit is the framework of the compromise that we thought we had on the final 90. there are some that say we ran at of time and others say we ran out of trust. we need to do is focus on a budget that's balanced and protect our priorities and keeps maryland moving forward so we can put this precision in our rearview mirror. same-sex marriage >> did get done -- >> same-sex marriage did get done. >> the maryland innovation

initiative that allows us to move 40 ideas out of the labs and into the economy for start- ups. we were able to pass important legislation for the protection of the bay. septic sprawl and also storm water, being able to mitigate that damage into the future appeared in many respects it was a positive session. if you cannot pass the budget, that undermines the progress we to make in job creation. >> the wind power -- people are concerned about the cost. people are thinking that they might start -- they could end up paying more than they want to pay. >> i think people are ahead of

relates to the availability of a trained workforce. baltimore mayor stephanie rawlings-blake wants to start the training with jobs for youth aged 14 to 21 this summer. wbal-tv 11 is proud to join the mayor's "hire one youth" campaign to provide summer jobs to some of baltimore city's 23,000 high school students. based on the belief that summer jobs launch careers, the mayor is asking local companies to hire youth workers who have been interviewed and selected and are ready to contribute to their operation. ideally, the student has the opportunity to be exposed to the work environment, and the employer gets work done and possibly finds a future employee. the hope is also that students will be motivated by the future career opportunities they see and gain important perspectives about their education options after high school. employers can either place the young person on their payroll or make a $1,200 contribution to youth works, and placement will be with government agencies. youth works is not just about getting young people off the streets, but it's about inspiring and giving them a glimpse of their potential
