reporting live from north baltimore for wbal-tv 11 news. >> a tractor-trailer accident backed up the beltway for 7 miles. we were just over the scene afternoon. crews worked quickly to contain a fuel spill. no word yet on what caused the truck to jackknife. >> a not guilty verdict in baltimore city. last june, two girls were crossing mlk when a driver struck and killed the man fled the scene. prosecutors believe reuben dunn was behind the wheel of the car. today we learned the jury felt otherwise. lowell melser has the latest. >> this is one of the more emotional trials we have covered. it took the jury less than an hour to find reuben dunn not

guilty of the crimes. the families of the victims expressed outrage over the verdict. jurors say they could not figure out who the driver was in the case. but i think they let a guilty man go free. >> the mother of emerald smith reacts to the jury decision finding dunn not guilty of two accounts of manslaughter and bill year to remain at the scene of an accident -- failure to remain at the scene of an accident caused death. >> he has to answer to god for what he has done. >> in june of last year before midnight, the best friends were killed when they were hit by a car as they were crossing at the intersection of mlk and pratt. >> there was no justice.

>> prosecutors presented a case insisting dunn was the driver of the lincoln until the girls and that he was drunk, despite the fact his ex-girlfriend initially told police she was the driver. after the accident, she met with prosecutors implied guilty to excess 3 after the fact getting five-year suspended and 18 months' probation to testify against dunn who prosecutors felt was the driver, saying they switched places after driving away from the scene. >> we did not have enough evidence to prove he was driving. >> tours to less than an hour to deliberate. -- jurors took less than an hour to deliberate. his attorney says the jury got right and his client is still upset. >> he feels for the family. to take the blame for something he did not do, that is not

right. >> i wish i could bring them back. it is over. the city of baltimore spoke. it is what it is. >> dunn was not available for comment as he was escorted out of the courthouse under armed guard. he was acquitted of all charges in the case. i am lowell melser for wbal-tv 11 news. >> new developments in the fatal shooting of a 13-year-old. last month, she and two boys were playing with a rifle. gun charges have been filed against martinez armstrong, a half-brother of one of the boys. they do not believe he was there the time of the shooting,. forensic evidence links him to the weapon. he was convicted of felony assault in 2009. that makes it illegal for him to possess a firearm.

>> the police officer involved in the shooting this week in west baltimore has been identified. officer fred murray fired the shot that one did a suspect -- that wounded the suspect tuesday morning. the suspect suffered a wound to the stomach and was taken to the hospital. the incident remains under investigation. charges have been filed against the police detective accused of using her daughter to get a break on her persian bill. misdemeanor theft and conspiracy charges were filed. she was caught by a security guard at a grocery store pay $100 for a bill that should have been $400. her daughter was the clerk who rang her up. she has also been charged. >> governor o'malley tells 11 news he will call a special session to revisit the budget. >> has not taken any action to make that happen. david collins is following the

interesting turn of events. >> the governor, the speaker, and senate president say they are in favor of a special session. the challenge is getting all of them in the same room and coming to a consensus on what should be considered during a special session. >> hopefully we can regroup and pass a budget that allows us to continue to move our state forward. >> so far, the governor has been all talk and no action on calling a special session. he had a brief phone conversation with the senate president. the governor wants to get the presiding officers in the same room to discuss how they plan to move forward. >> we need to take a deep breath. the presiding officers need to remind each other and the members why we got into public service to begin with. hopefully we can regroup. >> the maryland director of the states largest labor union says the cuts that going to affect
